These Opinions are formulated with a view to thoroughly applying the spirit of General Secretary Xi Jinping's important speeches to the city of Beijing, responding to the general principle of seeking progress while maintaining stability, meeting the fundamental requirement of high-quality development, developing the district into an international and large-scale greening area with a distinct culture, promoting "open" mindset, expanding international visions, building an world-class commercial service system in all aspects, speeding up the shift of growth driver in the region, and continuously turning new chapters for the development of Chaoyang District.

I. Guideline, Basic Principles and Overall Goals

(i) Guideline

We will follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly apply the spirit of the 19th CPC National Congress and the 4th Plenary Session of the 19th CPC Central Committee, seize the strategic opportunities brought by the new round of further opening up, take reform as the driving force, actively serve the big picture of national strategies and capital city functionality development, exploit the characteristic advantages of regional development, ensure precise positioning of regional internationalized development, systematically design the goals and measures for high-quality development in the new era, and build Chaoyang District into yet another new highland for opening up.

(ii) Basic Principles

Serving the functions of the capital as an central city. We will strictly benchmark Chaoyang District against the"four-center"functionality positioning, fulfil the requirements of “developing the district into an international and large-scale greening area with a distinct culture”, make the best of our advantages and avoid our shortcomings, further consolidate the strengths and highlights of Chaoyang District in internationalization, actively support and efficiently serve the operations of the Central Government as a routine as well as the task of developing Beijing into a cultural center, an international exchange center, and a technological innovation center, comprehensively promote the capital's engagement in global affairs, and provide solid support to realize the strategic positioning of Beijing as the capital city.

Serving the establishment of high-end, high-precision and sophisticated  systems. We will adhere to the general principle of seeking progress while maintaining stability, fulfil the"six-stability" requirement (namely ensuring stability in employment, financial operations, foreign trade, foreign investment, domestic investment, and expectation), and deepen the supply-side structural reform. By exploiting Chaoyang District's advantageous international commercial functions, we will focus our efforts on introducing international elements, gathering high-end links, fostering new forms of business, speeding up the structural adjustment of the service industry, promoting the upgrade of consumption structure, guiding the convergence of key elements, facilitating the shift of growth drivers, and building a sophisticated modern service system with international competitiveness.

Serving high-level opening up. We will focus on implementing the strategic plan aimed at forming a new pattern of opening up in all aspects, benchmark ourselves against international advanced concepts, leading standards and best practices, pay attention to factor integration and industrial matching, deeply integrate into international industrial chains, value chains and supply chains, implement a new batch of comprehensive pilot programs for expanding the opening up of the service industry, accelerate the implementation of high-level trade and investment liberalization and facilitation policies, promote high-quality development with high-level opening up, and cultivate and enhance new strengths of regional internationalization.

Serving high-level overall planning and coordination. We will closely align our efforts with the requirements of the new version of city master plan, focus on relieving Beijing of its non-capital functions, make the best of the role of Chaoyang District as a corridor between the main center and subcenter, coordinate urban space utilization and functional layout, promote the coordinated development of physical commercial environment and soft development environment, facilitate the integration and innovative development of commerce, technology, finance, culture and other industries, and build a new regional development model of reducing quantity, improving quality and increasing efficiency.

Serving high-quality urban life. We will focus closely on the requirements of "ensuring people's access to childcare, education, employment, medical services, elderly care, housing, and social assistance" (seven accesses) and "convenience, livability, diversity, justice, and security"(five features), exploit space resources, combine relief and upgrading, constantly improve the service system of convenience businesses, guide the development of new modes and business forms such as "Internet + Living Service Industry", and create a number of demonstrative community complexes with social functionality. Based on the development characteristics of international integration and diversified opening up, we will promote the development of supporting services such as international talent communities, international education and medical care facilities to comprehensively enhance the international livability of the region.

(iii) Development Goals

In light of the developments of the macro situation inside and outside China in the new stage of historical development, we will thoroughly implement the national strategy of deepening reform and expanding opening up, and work hard to accomplish the objectives and targets set forth in the new version of the city master plan. Chaoyang District needs to base itself on the existing foundation and advantages of international development, revolve around serving the national strategy, focus its attention on the general task of developing the "four-center" functionality of the capital, and research and design the objectives and measures for its internationalized development in the new era. We will work hard to make Chaoyang District a functional hub for the capital to engage in the allocation of global resources through five years of efforts, including deepening and expanding the scope of opening up, bringing together international resources, leading the transformation of consumption, improving the layout of facilities, enhancing service quality and optimizing the business environment.

II. Main Tasks

(i) Building an international hub and further opening up the service industry

Extending the breadth and depth of opening up. We will fully grasp the State's strategic measures to deepen reform and opening up, launch a new batch of pilot programs, expand the utilization of foreign capital, improve the level of foreign trade, and promote the high-quality, high-end and high -level development of the open economy. Besides, we will deepen the reform tasks, institute negative list for foreign investment and pre-establishment national treatment, implement the policy of relieving the restrictions on the shareholding ratio of foreign capital in key industries, push ahead with the reform aimed at "delegating power, streamlining administration and optimizing government services" in the field of foreign investment, and further facilitate foreign investment. We will launch a new batch of pilot programs, innovatively implement the mode combining "negative list + positive incentives" with "industrial opening up + park opening up", further ease market access, optimize the soft environment for opening up, foster a number of demonstrative sites and projects with strong visibility, and achieve positive results in more fields through further opening up. We will further open up key areas. We will coordinate and facilitate the implementation of measures to open up key areas, promote the construction of a major cluster of international finance, integrate deeply into the global innovation network, expand the business scope of foreign-funded professional services, enhance the advantages of opening up the cultural sector, and improve the quality of living service industry.

Fully integrating into the State's "Belt and Road" Initiative. We will fully grasp the State's strategic initiatives to actively participate in global governance and make new progress in major country diplomacy with Chinese characteristics, and rely on existing advantages to build Chaoyang District into the hub of the "Belt and Road" Initiative. Furthermore, we will strengthen our position as a hub of foreign trade and economic relations, rely on international organizations and commercial intermediaries to establish an economic and trade cooperation network with countries along the "Belt and Road", and gradually form an important marketplace for international trade negotiations and commodity trading. We will improve the service system for enterprises to"go global", exploit the role of AIIB as a "fulcrum", establish a multi-layered specialized service system, and provide market-oriented and specialized investment and financing services as well as professional commercial services such as trade guarantee, trade factoring and credit services for enterprises engaged in overseas investment and M&A. Besides, we will build Chaoyang District into an international information center by relying on the advantage of concentrating international media organizations, to mainly performing the functions of information release, interaction and communication, to provide important country-specific information and dynamic information for enterprises to "go global".

Actively integrating into the global network and participating in international exchanges and cooperation. We will actively undertake the foreign exchange responsibilities of the capital, work hard to serve China's host diplomacy, comprehensively enhance the "international exchange environment for the capital of a great power" and fully display the image of the capital city of China. We will further explore the depth of international exchanges, speed up the construction of international functional facilities, build multi-layered and multi-dimensional space for international exchanges, actively organize major international conventions, exhibitions, and sports events, and ensure the success of major international events by providing services of top standards.

(ii) Adopting world-class standards and bringing together high-end international elements

Bringing in more headquarters of multinational enterprises. We will focus on the high-end division of labor in the industrial value chain, provide proper services to help headquarters of leading enterprises to settle in, optimize the structure of headquarters enterprises, encourage them to carry out entity-based operations, and comprehensively empower the headquarters economy in Chaoyang District. Besides, we will optimize and upgrade the structure of headquarters enterprises, focus on headquarters functions including decision-making, trading, R&D, settlement, display and promotion, work hard to introduce regional headquarters of multinational companies aligned with the industrial positioning of Chaoyang District, and encourage them to establish operating bodies such as investment centers, operation centers, settlement centers, and procurement centers. Furthermore, we will support headquarters enterprises in expanding their scopes, lead the existing offices and branches of multinational companies in the district to upgrade into regional headquarters, and encourage the headquarters of multinational companies to carry out industry chain-based resource integration through mergers and acquisitions, domestic and overseas investments, and other means. Besides, we will actively develop business forms of headquarters enterprises, grasp the development trend of the new generation of information technology industry and emerging online service consumption, introduce and cultivate a number of innovative platform-based headquarters enterprises, and provide support for their cross-regional operations in China and even the other parts of the world.

Promoting the integration of international capital. We will seize the opportunity of the further opening up of the financial industry and exploit the advantage of concentrated international financial institutions in Chaoyang District to remove the barriers to multi-layered capital channels and enhance the supporting role of the financial industry in the development of commercial services. Moreover, we will enhance the convergence of financial capital, further attract market players such as the headquarters of multinational companies in the financial industry and international financial institutions, support financial institutions in expanding their core businesses, and accelerate the development of financial services such as commercial factoring and financial leasing. Furthermore, we will improve the efficiency of capital operation, give full play to the leverage of government policy funds, encourage the investment of social capital in commercial services in Chaoyang District, speed up the development of strategic platforms such as angel investment, equity investment and M&A investment, accelerate the development of commercial service credit systems, and effectively expand capital investment and financing channels. In addition, we will optimize the direct financing market, improve the policy system to support enterprises in going public, establish mechanisms to help enterprises go public, and lead commercial service enterprises to develop at a quicker speed by adopting direct financing modes such as stocks and bonds.

Attracting top international talents to settle in. We will formulate and implement more active, open and effective talent policies, accelerate the gathering of top international talents, introduce and cultivate talents of key industries in a targeted manner, and build a talent highland with international influence. Moreover, we will improve the mechanism for talent introduction and training, further delegate powers and relax restrictions in respect of professional title evaluation, talent accreditation, classified evaluation and incentive mechanism, deepen training programs and apprenticeship-based training for talents in short supply and in urgent need, and cultivate a batch of highly skilled professionals with international competences. Furthermore, we will bring together high-end service talents, strengthen cooperation with world-renowned human resources service agencies, make vigorous efforts to introduce foremost international talents, high-end business talents, overseas specialized professionals, and innovative and entrepreneurial talents, and absorb returned overseas students by establishing innovation and entrepreneurship bases for them. In addition, we will optimize the talent development environment, accelerate the development of key projects such as the international talent community, international hospitals and international schools, and institute and perfect living service and public service systems to meet the needs of high-level talents.

Promoting the convergence of international organizations. We will rely on the advantages of existing foreign-related resources in Chaoyang District and make the best of the time slot in which the site selection by international organizations is shifting to emerging countries at a higher speed to facilitate the concentration of international organizations and international industry associations, and promote the development of non-governmental organizations. Moreover, we will bring together international organizations and international industry associations, make the best of the core role of international organizations in supporting the nation in engaging in global governance, coupling with international rules and regulations, and improving the efficiency of linking up with global resources, attract international organizations, international trade associations, international innovation organizations to settle in Chaoyang District, enhance its influence and rule-making power in the process of industrial development, and promote the gathering of high-end global resources in Chaoyang District. We will support the development of non-governmental organizations and the formation of non-profit organizations such as industry associations, industry development alliances, non-enterprise private entities and foundations by local industry entities, and constantly improve the public service system that serves to match resources.

Developing a batch of international brand events. We will center on the international promotion of Chaoyang District on a larger scale, implement branding strategies, and focus our efforts on hosting events and industrial development forums, so as to comprehensively enhance the international profile and influence of the region. Moreover, we will continue to strengthen exchanges with the international economy, make good use of major venues and facilities, and actively undertake major international expos and conferences; we will build various platforms for exchanges and cooperation in economy, trade, technology, culture and consumption, encourage non-governmental organizations and enterprises to initiate non-governmental international forums and enterprise annual conferences, and promote exchanges among entities at different levels in different fields. In addition, we will promote the thematic and brand development of events, providing good services for world-famous branded conventions and exhibitions in the Chinese market, speed up the introduction and cultivation of a number of conventions, exhibitions, artistic performances and other branded events, and well organize international cooperation activities under the "Belt and Road" Initiative.

(iii) Benchmarking against international rules and developing high-quality service systems

Enhancing the professionalism of commercial services at the international level. We will seize the opportunity of the further opening up of the commercial service industry to further improve the commercial service system, strengthen our two-way service capability, and speed up the development of a global commercial service network. Moreover, we will optimize and improve the traditional commercial service system, focus our efforts on bringing together specialized service providers aimed at the international market in the field of law, accounting, auditing, consulting, rating, human resources, intellectual property rights, and information, and foster a number of well-known service providers and key enterprises. Besides, we will enhance the two-way service capability of our specialized services, encourage foreign service enterprises to expand their business in China, support domestic service enterprises in establishing overseas branches, build a professional service system to serve international economic exchanges and cooperation, and strengthen Chaoyang District's function as a hub of the international network of commercial services.

Working hard to upgrade the trade structure. We will adapt to the trend of accelerated adjustment of the global economic and trade pattern, implement the State's strategic initiatives aimed at building a trading power, and accelerate the upgrading of the trade structure from goods trade to service trade and from product trade to technology trade. Moreover, we will optimize the structure of goods trade, expand the international economic and trade network, introduce and support import and export trading enterprises, focus on bringing in multinational enterprises of agricultural products and other commodities, and promote the import and export of products with global cutting-edge technologies. Besides, we will promote the high-quality development of service trade, vigorously introduce and cultivate market players in service trade, speed up the development of service trade in the service industry and the technological innovation sector, and promote the liberalization and facilitation of service trade. In addition, we will expand the scale of the service outsourcing industry in an orderly manner and focus on developing comprehensive service outsourcing of high technology and high added value.

Accelerating the transformation and upgrading of commerce and trade circulation services. We will lead commerce and trade circulation enterprises to follow the general trend of consumption upgrading, speed up transformation and upgrading and improve the quality and level of supply, so as to create new market demand with high-quality supply. Moreover, we will consolidate the advantages in the traditional consumption field, grasp the development characteristics of the wholesale and retail industry in Chaoyang District, enlarge the contribution of automobile, household appliance and electronic product consumption to the growth of regional consumption, and optimize the supply system of products such as smart wearable devices, virtual/augmented reality products, and smart home terminals. Furthermore, we will improve the online and offline integration service system and rely on consumption carriers such as urban commercial complexes and pedestrian streets to develop business forms of commercial consumption. Besides, we will vigorously introduce world-renowned e-commerce platform institutions, actively build cross-border e-commerce demonstrative experience stores, and continuously promote the development of online consumption. We will establish a modern commerce and trade circulation system, focus on promoting the coordinated development of commercial and trade enterprises, e-commerce, logistics and courier services, and introduce and foster a number of platform-based comprehensive service enterprises for the supply chain, so as to achieve precise connection between supply and demand.

Promoting the concentrated development of emerging consumption business forms. We will follow the trend of rapid integration and innovation in the new generation of information technology and consumer services, bring in and foster a number of innovative and platform-based technological enterprises oriented to the future information consumer market in a forward-looking manner, and release emerging consumer demand. Moreover, we will promote the development of emerging service consumption, discover and introduce a number of emerging service consumption enterprises characterized by high concentration and wide radiation, develop business forms of emerging service consumption such as digital creative content and services, transportation and tourism services, game streaming and online video services, online education and online medical services, and bring in and foster a number of well-known game R&D, publication and operation enterprises. Besides, we will introduce international leading enterprises oriented to commercial application of 5G technology. Besides, we will build emerging consumer experience centers, provide smart terminal products such as wearable devices and smart service robots based on front-end technologies, promote new consumption modes, and accelerate the development of new consumption habits.

Leading the quality upgrade of living services. We will make the best of the driving effect of the living service industry on service consumption, stick to the requirements of "seven accesses" and "five features", benchmark Chaoyang District against international regional standards, and comprehensively improve the quality of the living service industry. Moreover, we will optimize and upgrade the living service system, improve the standards and specifications for key service areas, step up efforts to develop a graded diagnosis and treatment system, promote the development of health management forms, build an additional batch of cultural facilities, and create sports consumption brands such as the "Fitness Facility Circle within 15-min Walking Distance". Furthermore, we will develop a convenient and efficient community service system, promote the full coverage of 8 convenient services across the communities in the city, explore the"one diagram" model for the development of the living service industry, and encourage convenient service enterprises to adopt the innovative development model of "Internet + Living Service Industry". Besides, we will promote the international development of medical and educational services, give consideration to the characteristic of Chaoyang District in concentrating high-end and international talents, introduce high-quality international medical resources, and promote the development of joint ventures and cooperative medical institutions. We will encourage foreign investment in education and encourage Chinese-foreign cooperation in founding schools. In addition, we will achieve prosperity of business forms for night-time consumption, speed up the development of night-time economic entities such as 24-hour convenience stores and 24-hour bookstores, build a"Midnight Diner"characteristic catering block, and lead key blocks and shopping malls, supermarkets, convenience stores, and restaurants to extend their night-time business hours where appropriate.

(iv) Benchmarking against international quality standards and optimizing spatial accommodating capacity and layout

Implementing the master plan of the city and create a business corridor for the main center and subcenter. Specifically, we will center on supporting the coordinated development of the main center and the subcenter and exploit the functional advantages of Chaoyang District as an international business center to build a business corridor linking the main center and subcenter through reasonable guidance of industrial spillover. Moreover, we will enhance the resource gathering capacity of the business corridor, speed up relieving its surrounding areas of non-capital functions, lead traditional commercial service enterprises to speed up the update of business forms and the upgrade of business modes by using emerging technologies, strengthen regional environmental rectification, provide efficient spatial carriers for the concentration of high-end resource elements, and encourage the distribution of modern service industry resources along the corridor to drive the development of the subcenter. Furthermore, we will develop a mechanism for coordinated industrial development, build a development platform for industrial coordination with the core aim of achieving refined industrial division and collaboration between the two centers, explore possibilities of establishing a coordination mechanism in terms of project investment, resource matching and benefit sharing, and encourage the headquarters of multinational companies to expand some of their business operations to the subcenter.

Promoting integration and upgrading and highlighting the functional characteristics of key functional areas. We will rely on the advantages of Chaoyang District in commercial service development and give consideration to the development characteristics of key functional areas so as to accelerate the coordinated development, integration and upgrading of functional clusters. For the CBD functional area, we will strengthen its headquarters economy and international commercial functions, and promote the development of its modern service industry such as international commercial services and international financial services. For the Olympic functional area, we will use the resources of international organizations and venues and facilities to expand the international exchange space in Chaoyang District and host international conventions and exhibitions. For Zhongguancun Chaoyang Park, we will promote the integrated development of technology and business, speed up the improvement of innovative capital and service systems, and facilitate the concentration and development of global technological resources to Chaoyang District. For the National Cultural Innovation Zone, we will actively cultivate emerging consumption hotspots based on digital content, accelerate the development of cultural service trade, and enhance the strengths in the specialization of advertising services and localized marketing. For the Jinzhan International Cooperation Service Zone, we will focus on its general positioning for comprehensive international cooperation services, and accelerate the development of it into a new "window" for international exhibition and exchange, a new platform for high-end commercial services, a new highland for industrial financial services, a new hub to support innovation and collaboration, and a new dynamic business circle of international fashion.

Highlighting cluster coordination and enhancing the vitality of characteristic business circles. We will develop business circles in light of the characteristics of surrounding industrial functional areas and residential clusters, optimize and adjust the functional layout of each business circle in the district, and create a number of high-end international comprehensive business circles with integrated functions. For the Sanlitun Business Circle, we will highlight its characteristic of concentrated fashionable elements, further bring together world-renowned fashionable brands around the business circles of Taikoo Li and Parkview Green, enrich the business forms of night-time consumption, and develop the world's origin of new products and world-class business circle brands. For the Guomao Business Circle, we will highlight the advantage of the CBD functional area in gathering high-consumption groups, promote novel high-end business forms, and build comprehensive business and commercial districts with a strong international atmosphere around such business circles as Guomao CBD, SKP Beijing and Viva Plaza. For the Bahe Business Circle, we will strengthen its function of international ecological cultural shopping, and rely on the scenic water system of the Bahe River to foster the INDIGO Cultural and Sports Shopping Circle with an ecological brand label, as well as the Langyuan Station Cultural Center in which international innovative business forms and international cultural operators are gathered. These circles will reach out to Jiangtai, Dongba, Jinzhan and the subcenter of Beijing, forming a cultural shopping circle in the fourth embassy zone.

Laying out convenience facilities to enhance citizens' sense of gain. We will grasp the production and living demand of enterprises and residents, give consideration to the organic renewal of the city, utilize spatial resources in a well planned manner, and improve the service supply system. Moreover, we will optimize the layout of service facilities, formulate supplementary plans according to the particular conditions for blocks with insufficient convenience stores, bring restaurants, theaters, convenience stores, coffeehouses and other service facilities closer to key industrial clusters, foreign residential areas, as well as schools, hospitals, parks, communities and other public spaces. In addition, we will further exploit the existing space resources, make the best of resources such as matched outlets of newly-built residential communities and the leased or rented state-owned commercial outlets, and restore as soon as possible the original purpose of space resources whose convenience commercial purpose has been altered. We will run a batch of pilot projects by building convenient living service facilities at public transportation and subway stations, give priority to the development of convenient commerce by using underground space resources, and explore possibilities of providing postal outlet services. We will also support the construction of smart self-service lockers and other terminal joint delivery outlets, encourage the distribution of smart self-service lockers in major places, and introduce box-type convenience stores to increase the efficiency of space utilization.

Upgrading software and hardware and enhancing the construction standards of buildings and commercial facilities. We will implement quality enhancement projects through multiple means and methods revolving around the development of building economy and the renovation and renewal of commercial facilities. Furthermore, we will promote standardized building management and refined services, improve information systems for business buildings, formulate service standards for building property management, and encourage property management service providers to organize relevant business training on a regular basis, so as to comprehensively improve building management and service quality. Moreover, we will support the standardization of building hardware, improve the construction level of building equipment, office equipment and communications equipment, and establish a supply system of supporting space for buildings relying on information technologies such as the Internet of Things and 5G. We will expand the IT coverage of commercial facilities, rely on the new generation of information technology to lead IT-based transformation and upgrade of commercial facilities, accelerate the deployment of terminal equipment such as outdoor intelligent terminals and intelligent sensors, and support commercial enterprises in building information service platforms such as information display and interaction platforms, 3D panoramic virtual business circles, intelligent parking reservation service systems.

Sticking to relief and enhancement and speeding up the alteration of low-efficiency space. We will continue to promote the relief and enhancement for commodity trading markets and logistics centers, and improve the comprehensive utilization of vacated space by reserving blank space and increasing green space, altering the purposes of low-efficiency space, and making up for insufficient public services. Moreover, we will improve long-term mechanisms such as joint law enforcement and resolutely curb and rectify reoccurring behaviors of illegally altering public space and operating without licenses. Furthermore, we will make overall plans to promote space vacation and industrial renewal, carry out environmental rectification and building renovation of the vacated space, create a business environment that meets the needs of high-end commercial service enterprises, and lead relevant market players to achieve transformation, upgrading and development by using new technologies and new models, so as to realize seamless transition between relief and upgrading. Besides, we will strictly control the quality of industrial development, refine the follow-up statistics of per building, per land area and per capita indicators, explore possibilities of establishing an enterprise exit mechanism, and improve the utilization efficiency of industrial space.

(v) Creating a first-class business environment by referring to international standards

Establishing a diversified service platform. We will revolve around improving the comprehensiveness and precision of enterprise services, accelerate the establishment of a service system to meet the diversified development needs of enterprises, effectively reduce enterprises' development costs, and stimulate the vitality of enterprise development. Moreover, we will set up a "going global" service platform and unite commercial service enterprises to provide convenient services for enterprises in the district to"go global". Furthermore, we will build a public resources trading service platform to comprehensively comb through and regulate the guides and business processes for industrial, sectoral and district-wide public resources trading systems according to law. Besides, we will build an international exchange and cooperation platform, enhance the brand influence of the "Future Forum", do a good job in hosting important exhibitions such as"China Beijing International Fair for Trade in Services (CIFTIS) "and "China International Software Expo (CISE)", organize the preparatory work for the World's Top 500 Enterprises Forum, continue to introduce world-renowned exhibitions, establish an efficient platform and service system with service trade as the main body, and effectively facilitate main body exchange, project promotion and international cooperation. In addition, we will build a trade promotion platform, continuously concentrate key elements such as trade promotion institutions and industry associations, promote the development of various kinds of trade promotion platforms, explore possibilities of establishing overseas promotion centers for service trade, and facilitate main body exchanges, project promotion and international cooperation.

Focusing on key areas of service. We will further refine industrial policies, provide policy publicity and interpretation services, identify core issues in the process of enterprise development, and adjust the service contents in a dynamic manner. Moreover, we will improve the"service package"system for enterprises and develop a comprehensive policy"service package"that includes conventional policies and individualized policies to help enterprises develop in a better manner. Besides, we will fully exploit the means of "Internet + Government Services"to provide life-cycle management services for enterprises that encompass"introduction, establishment, operation and services".

Optimizing the comprehensive supporting environment. We will focus on the development characteristics of international integration, diversity, and opening up, benchmark the district against world-class standards, optimize the comprehensive supporting environment in the region, improve the regional international business atmosphere and livable quality in all aspects, and enhance the appeal to high-end enterprises and talents. Moreover, we will further improve the construction quality of commercial buildings and facilities, highlight the application of emerging technologies, and establish an efficient commercial service network. Besides, we will establish a barrier-free "green channel" for the introduction of outstanding talents, guarantee the household registration for the introduced talents, address the housing needs of talents in concentrated areas through the construction of long-term rented apartments and housing of shared ownership, and simultaneously optimize the supporting services and facilities for the talents, so as to create a"quasi-overseas"environment that is harmonious, livable and suitable for the innovative development of international high-end talents through targeted efforts.

III. Supporting Measures

(i) Strengthening the organization and leadership and ensuring the breakdown and implementation of tasks

We will focus on the development objective and main task of building a world-class commercial service system, refine the work objectives for different stages, implementation measures and division of responsibilities, and form a working pattern in which different departments are working closely with each other. Moreover, we will establish a joint meeting system in which the main leader of the district government serves as the group leader and personnel of relevant departments serve as members, so as to form a highly efficient joint force to ensure the effective implementation of various measures. Besides, we will improve the supervision and assessment system, incorporate various tasks into the government performance assessment system, supervise and inspect the work of various departments on a regular basis, identify and solve problems in a timely manner, and promote the progress of work and fulfilment of responsibilities.

(ii) Taking the initiative to connect with higher authorities, implementing relevant policies and playing a demonstrative role

We will strengthen communication and collaboration with the Central Government and relevant authorities of Beijing, and actively seek policy support and first trial-out of policies from the Central Government and the municipal government. Moreover, we will speed up the implementation of relevant policies and develop a leading demonstrative role in opening up in line with the task of establishing a new round of comprehensive pilots for the expansion of the service industry. Besides, we will integrate and utilize the existing policy resources, focus our attention on such fields as the headquarters economy, commercial services, consumer services, foreign capital and foreign trade, as well as the specific relief and enhancement tasks, highlight targeted policy making, and speed up the introduction of five supporting policies.

(iii) Establishing a coordination mechanism to stimulate the vitality of multiple entities

We will stick to the development mode of joint consultation and construction, make the best of the capability of government authorities to coordinate social resources and their relations with all parties, make good use of relevant support policies, build a platform for interaction and exchange among resources, marshal diverse entities to participate in the efforts of building a world-class commercial service system in Chaoyang District, and form a development pattern of benign interaction and cohesion among government authorities, social entities and residents. Besides, we will make good use of think tank resources, lead them to carry out special research projects on the particular development conditions of Chaoyang District, and further pool strong wisdom and strengths.

(iv) Integrating special industry funds and improving the radiating and driving efficacy

We will fully integrate and utilize the existing policies, make the best of the guiding role of special industry funds, bring eligible enterprises and projects into the scope of existing fund support, and directionally use the funds to attract outstanding business talents, introduce commercial service providers, encourage them to develop commercial service items featuring organizational, business and model innovation, incorporate the funds into fiscal budgets and tighten special supervision and management. Besides, we will establish a dynamically updated project library, bring mature projects into the financial budget arrangements, and continuously enhance the radiating and driving effect of the funds.

(v) Enhancing the awareness of risk prevention and control and doing a good job in dynamic supervision and management

We will improve the risk early warning, prevention and resolution system, and establish an information exchange mechanism among functional departments, territories, associations and enterprises, so as to realize early detection and early warning of risks. Moreover, we will establish a sustainable and dynamic monitoring system that is regularly updated and supported by multi-source data, strengthen monitoring, forecast and analysis of commercial services, focus our attention on enterprises in emerging industries, pay more visits to such enterprises, develop scientific, dynamic and sustainable management methods, and improve the management efficiency. Besides, we will strengthen the supervision of industrial special funds, lead relevant enterprises to carry out self-examination and evaluation of the usage and effect of funds, and prepare evaluation reports. Those who are included on the discredit blacklist subject to joint punishment by relevant authorities may not enjoy special fund subsidies and support measures.
