
1. Article 24: If an enterprise has personnel and financial resources suitable for the film distribution activities, it may engage in such activities with the approval of the film regulatory authority of the State Council or the local film regulatory department of the people's government of the province, autonomous region, or municipality directly under the Central Government.
If an enterprise or individual commercial entity has personnel, venues, technologies, and equipment suitable for the film screening activities, they may engage in such activities at designated screening venues such as cinemas with the approval from the local film regulatory division of the county-level people's government. 2. Register and obtain a business license in accordance with the law.
3. The application materials shall be complete, standardized, and valid.

I. For establishment approval, the following materials shall be submitted:
(I) Application Registration Form for the Establishment of Film Screening Units in Beijing
(II) Business license (duplicate)
(III) Articles of association
(IV) Real Estate Ownership Certificate of the People's Republic of China
(V) Tenancy Agreement
(VI) If the enterprise or entity does not have a Real Estate Ownership Certificate of the People's Republic of China, the following documents shall be provided: government approval documents issued by the district (township) governments (such as the nature of land and housing property rights, housing construction planning, and approval for the establishment of the film screening entity); government approval documents issued by the planning authority (planning and construction approval documents); government approval documents (housing safety appraisal certificate) issued by qualified appraisal units and recognized by competent department; and qualified materials for project completion acceptance.
(VII) Appointment documents of the legal representative and the main people in charge
(VIII) Location map of the business premise
(IX) Internal structure plan of the site
(X) Opinion letter on fire safety inspection before the use and operation of public gathering locations
(XI) Inspection documents of facilities and equipment
(XII) Qualification certificates of professional and technical personnel
(XIII) If the application is submitted by a non-legal representative, the following materials shall be submitted: an authorization letter of the legal representative and identification certificates of the individual being authorized.
(XIV) If an underground space is used to set up a cinema, additional materials are required: permit for the use of underground space or registration documents for underground space utilization.
II. For changes (or extensions) of approvals, applicants shall submit an application for changes (or extensions) in the basic information of the cinema, and a copy of the business license.
III. To apply for the cancellation of a film screening business license, applicants shall submit an application for cancellation of the film screening business license and the film screening business license.
