Applicants preparing for establishing Chinese-foreign cooperative vocational skill training institutions must submit application materials that comply with the establishment criteria to the Beijing Municipal Human Resources and Social Security Bureau. If the materials are complete and meet the relevant standards, they will be accepted following a review for legal format.

III. Asset documents of the Chinese-foreign cooperative education institution (including the sources of assets, total amount of funds, and relevant documentation, with the information on property rights specified)

IV. Additionally required materials if the institution's property was obtained through donation

V. A document issued by a bank, which confirms that at least 15 percent of the capital investment from the sponsors has been secured as start-up funds

VI. Registration documents of the sponsors

VII. Identity document of the legal representative of the Chinese-foreign cooperative education institution

Review and decision-making: one working days

Issuance and delivery: within the same day
