Applicants must submit their applications to the Beijing Municipal Human Resources and Social Security Bureau.
I. Application Form for Establishment of Chinese-Foreign Cooperative Vocational Skill Training Institutions
II. Articles of association of the Chinese-foreign cooperative vocational skill training institution (which shall be attached with the list of the members of the first council, board of directors, or joint management committee)
III. Asset documents of the Chinese-foreign cooperative education institution (including the sources of assets, total amount of funds, and valid documentation, with the information on property rights specified)
IV. Additionally required materials if the institution's property was obtained through donation

VI. Qualification certificates of the president or main administrative heads, teachers, and accounting staff members
Legal processing time: 90 working days
Guaranteed processing time: 30working days
Application and acceptance: five working days
Review and decision-making: 30 working days
Issuance and delivery: eight working days
