Beijing's New Policies Facilitate Foreign-Invested Enterprises' Registration

Beijing continues to promote the facilitation reform for foreign-invested enterprises' registration.

It's reported that Beijing has been facilitating the registration of foreign-invested enterprises. The city will further enlarge the identity authentication data source of foreign investors and those from Hong Kong SAR, Macao SAR, and Taiwan (China), broaden the range of registration procedures that can be completed online, offer unified online services of all available services including business license application, official seal engraving, taxation, employee registration, and bank account opening (both basic account and foreign currency account) as well as all-round, convenient, and effective registration services including the bilingual intelligent guides. In terms of the valid notarized and certified documentation for the foreign-invested enterprises' qualification submitted to Beijing's approved registration agencies, Beijing attempts to extend their acceptable places from the Tianjin-Hebei region to the Yangtze River Delta and the Pearl River Delta. To simplify the transnational circulation procedure of the documents, applicants of the Contracting States of the Convention Abolishing the Requirement of Legalization for Foreign Public Documents are exempted from submitting the general notarial materials issued by the local Chinese embassy or consulate.

Currently, Beijing has become the first to realize the "online services for all procedures" for foreign-invested enterprises, reducing the processing time of foreign investors' qualification and transnational document circulation from two or three months to as early as one day.

According to the data of the Beijing Municipal Bureau of Statistics , Beijing had newly accommodated 1,729 foreign-invested enterprises in 2023, a year-on-year growth of 22.8 percent.
