According to the Three-Year Action Plan (2023-2025) of the Establishment and Development of Cultural Tourism Zone in Beijing Municipal Administrative Center (BMC), Beijing plans to build an international consumption experience zone featuring the Universal Beijing Resort and the Beijing-Hangzhou Grand Canal. With BMC's robust cultural resources, the Universal Beijing Resort and the Grand Canal, as two "gold business cards" of BMC's tourism, will soon provide global tourists with more engaging experiences.

The three-year action plan sets a series of major tasks for developing the cultural tourism zone. It plans to promote an innovative combination of sports and recreational activities and foster a diversified ecosystem of performing arts and entertainment. It strives to enhance industrial coordination with nearby towns and townships to complement each other, share quality resources, and further boost the synergetic development of cultural tourism in the Beijing-Tianjin-Hebei Region. It focuses on rail transit construction of intercity railway systems and Line S6 to create a convenient regional transport network. Moreover, efforts will be made to explore and issue targeted policies for the cultural tourism industry, establish and complete a multilayered investment and financing service system for the cultural tourism industry, and optimize services for talent so as to attract a broader range of professionals and talented minds.

By 2035, BMC's cultural tourism zone will become a demonstration zone for the integrative development of culture, tourism, business, and sports activities. It will also serve as a world-leading theme park. The BMC will advance the development of the north industrial belt toward a high-end, international industrial cluster. A demonstration block featuring modern and stylish culture, tourism, business, and sports will be established to create a new regional center for visitors. These efforts will help the industrial belt achieve a complementary and differentiated development with the Universal Beijing Resort.
