On March 2, 2021, Haidian District of Beijing inked agreements with Xiaomi, ByteDance, Sinosteel Corporation and others respectively on 13 key projects for the "two zones". The signing ceremony was held at the exhibition center of Zhongguancun National Innovation Demonstration Zone, marking new momentum added to the construction and innovative development of the "two zones".

Moving ahead, Haidian District will strengthen cooperation with the 13 enterprises, providing them with space for building headquarters and R&D centers, and offering favorable policies on funding, talent and housing, etc.

The Haidian cluster planned for the Sci-Tech Innovation Area of the China (Beijing) Pilot Free Trade Zone, located in the north of Haidian District, covers an area of 21.59 square kilometers. Haidian District as a whole is part of the Integrated National Demonstration Zone for Opening up the Services Sector.

In early 2021, Haidian District officially issued the "Work Plan for Haidian District's Development of the "two zones" and the "Implementation Plan of Haidian Cluster for Development of the Sci-Tech Innovation Area of China (Beijing) Pilot Free Trade Zone", in order to further strengthen the list-based management of policies, space and projects, and to promote the high-standard implementation of policies and projects.

The development of "two zones" in Haidian District has already begun to bear fruit. Haidian cluster witnessed 180 new enterprise registrations in January, 2021. Of these, 177 were domestically-funded enterprises while 3 were foreign-funded. The registered capital of the new domestically-funded enterprises was nearly CNY 2 billion, and contracted foreign investment USD 40.35 million, while actual foreign investment amounted to USD 65.0659 million.

Of the 84 tasks in the "two zones" development plan, 12 tasks have been implemented, including the "Haiying Plan (upgraded version)", China (Beijing) Intellectual Property Protection Center, the Offshore Innovation Center, and preferential tax policy for technology transfer. Meanwhile, "Talent E+" workstation for the Sci-Tech Innovation Area of the free trade zone was also officially inaugurated in Zhongguancun No.1 recently.

According to Yu Jun, Secretary of the CPC Haidian District Committee, Haidian District will continue to leverage the policy advantages offered by the "two zones" and Zhongguancun National Innovation Demonstration Zone to implement the strategy of "identifying new drive for growth, creating new urban formation, advancing the high-quality development, and building a high-standard metropolis". The district will prioritize the building of a digital trade hub and an offshore innovation center, application of Zhongguancun comprehensive bonded zone and so on. Haidian District will continue to explore new paths and demonstrate best practice for the construction of Beijing as a center for scientific and technological innovation.
