1. All social organizations shall submit in advance the plans for the planned celebrations, forums, exhibitions and conventions to the registration authorities and other competent authorities, in accordance with the provisions about reporting important events as prescribed in the Several Provisions of Beijing Municipality on Social Organizations' Reports of Important Matters. Each plan shall specify the time, venue, theme, scale and participants of the corresponding event, and the source(s) and amount of funds.

2. Social organizations shall put emphasis on tangible results when holding celebrations, forums, exhibitions and conventions. Events without tangible results shall be canceled, while those with similar themes and content shall be adjusted and merged; for necessary ones, their budgets shall be reduced as much as possible, and the scales and expenditures shall not exceed the editions of the previous year. Extravagance and waste are prohibited. The events relying on financial expenditures shall be strictly controlled.

3. Social organizations shall not invite CPC or government officials in leading positions to attend celebrations, forums, exhibitions or conventions unrelated to their official duties, nor shall they misrepresent the attendance of such officials.

4. Social organizations shall not use celebrations, forums, exhibitions or conventions as pretexts to impose mandatory fees. Sub-events involving charges, such as brand promotion, achievement announcements and paper publication, are prohibited.

5. Social organizations shall be strictly regulated when acting as co-hosts, co-organizers or managers of celebrations, forums, exhibitions and conventions. Any such involvement shall be approved by a board vote. Social organizations shall not hold these events in the name of any CPC or government organ, and shall not co-host these events with any of such organs.

6. Competent authorities in the city and civil affairs bureaus at district and county levels shall comply with this Notice and take effective measures based on reality.

Competent authorities shall fulfill their supervisory responsibilities, improve relevant regulations, and enhance their guidance in celebrations, forums, exhibitions and conventions held by social organizations under their jurisdictions. They shall stop, investigate and address illegal and non-compliant activities promptly with other relevant authorities.

Civil affairs bureaus at municipal, district and county levels shall enhance supervision and inspection, provide timely updates, and incorporate the efforts of social organizations in standardizing and managing their celebrations, forums, exhibitions, and conventions into their annual reviews which shall be subject to strict scrutiny.
