I. Development Goals

Form an overall work philosophy of "taking the industrialization of digital technologies and the digital transformation of traditional industries as the focus, and gaining support through increasing the supply of data factors, expediting the building of benchmark projects and accelerating the digital empowerment of small and medium-sized enterprises (SMEs)". With the year of 2024 as the final year, the action plan aims to promote a significant growth of the digital economy in Beijing Municipal Administrative Center, sets forth a series of quantitative goals such as nurturing ten quasi-unicorn enterprises (with each achieving a market valuation of over CNY 1 billion) and 80 specialized, refined, differential and innovative enterprises, ensuring that the scale of core industries in the digital economy reaches CNY 5.5 billion, putting in place 30 application scenarios, building up two specialized data zones and delivering two benchmark projects. Looking into the year of 2025, the action plan proposes that the annual growth rate of the added value of the digital economy shall reach eight percent and a cybersecurity industry cluster and an urban technology industry cluster each worth over CNY 10 billion shall be established.                       

II. Key Tasks

First, push forward the cultivation of the digital industry and expand the clusters of emerging industries in the digital economy. With the focus on nurturing and developing "a new growth driver" through the industrialization of digital technologies, the action plan proposes that efforts shall be made to cultivate the clusters of key emerging industries related to cybersecurity, urban technology, digital design, digital content, block-chain, and metaverse, and to go all out to incubate ten quasi-unicorn enterprises with each achieving a market valuation of over CNY 1 billion.

Second, deepen the digital transformation of traditional industries and build a pattern where digital technologies empower innovation and development. By speeding up the digital transformation and upgrading of traditional industries, Beijing Municipal Administrative Center shall explore and unlock the "new potential" for development, facilitate the innovation and integrated development of digital technologies and the featured industries of Beijing Municipal Administrative Center that serve the realization of its "3+1" main functions ("3" refers to its functions of providing administrative office area, serving businesses and facilitating cultural tourism industry; "1" refers to its function of promoting sci-tech innovation), and press ahead with the building of 30 application scenarios in eight fields: digital cultural tourism, digital finance, digital consumption, digital trade, digital government services, smart buildings, intelligent manufacturing and digital agriculture.

Third, increase the supply of data factors and improve the ecology of the digital economy and technology industry. With the focus on guaranteeing the supply of data factors, the action plan aims to create "new soil" for development, prioritize the acceleration of the construction of three types of digital infrastructure, namely, network communication, the government service platform empowered by big data and the industrial Internet platform, and explore ways to promote the building of the data zone for government services and the data zone for cultural tourism.

Fourth, expedite the building of benchmark projects for the digital economy and create models for the digital economy. With the building of municipal benchmark projects as the focus, the action plan is formulated to forge a "new development brand" of Beijing Municipal Administrative Center, and to press ahead with the implementation of 28 demonstration projects in four key regions: the administrative office area of Beijing Municipal Administrative Center, the Canal Business District, the Zhangjiawan Design Town, and the cultural tourism area.

Fifth, improve digital empowerment services to boost the high-quality development of SMEs. Efforts shall be made to implement the policy arrangements for the sound development of SMEs, shape the "new pattern" featuring an integrated development of large, medium-sized and small enterprises and the digital economy, and fulfill three tasks: the establishment of a public service platform system for SMEs, the digital empowerment of specialized, refined, differential and innovative enterprises, and the promotion of SMEs to migrate to the cloud.

III. Guaranteeing Measures

In order to ensure an effective implementation of the policy, the action plan proposes specific guaranteeing measures such as setting up a special task force, increasing financial support, improving statistical methods, strengthening market supervision, and optimizing the business environment from four aspects: organizational leadership, policy support, regulation strengthening, and environment optimization.
