Beijing Cross-Border Electronic Contract Signing Platform (the "Platform" for short) was officially launched at the 2024 Artificial General Intelligence Computility Forum (AGICF), a sub-event of the China International Fair for Trade in Services, on September 12. The launch ceremony was attended by officials from Beijing Municipal Bureau of Economy and Information Technology and Beijing Municipal Commerce Bureau, and prominent figures from Beijing State-Owned Assets Management Co, Ltd., and Beijing Certificate Authority (BJCA). This event marks a significant step for Beijing in driving the high-quality development of international trade in services.
The Platform, collaboratively planned by the Beijing Municipal Bureau of Economy and Information Technology and Beijing Municipal Commerce Bureau, received support from Beijing State-Owned Assets Management Co, Ltd. and was developed by BJCA. It features three major systems focusing on cross-border signing, business compliance, and service operations, respectively. These systems aim to offer four-in-one electronic contract signing services based on trusted identities, times, signatures, and evidence for cross-border transactions.
As a facility for electronic contract signing in the field of cross-border trade, the Platform aims to support Chinese enterprises in conducting cross-border business activities with global companies while facilitating access to Chinese and international trust services. It embodies the principles and goals of Beijing's commitment to expanding opening-up. Offering a fully online process for document initiation and signing, along with document verification and evidence-relevant services, the Platform allows users to efficiently and conveniently complete contract signings for cross-border cooperation after login. This significantly streamlines cross-border transaction processes and accelerates workflows while also playing a crucial role in enhancing trust in digital transactions and fostering cross-border economic collaboration. Since the commencement of its trial operation, the Platform has accessed 14,000 certified enterprises, including dozens of Fortune Global 500 companies, and has facilitated the signing of 530,000 documents.
Looking ahead, the Platform will align itself with the broader framework of the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones"). It is expected to provide robust support for foreign trade enterprises in Beijing and across China, helping them explore international markets, connect Chinese and overseas markets, and promote a larger number of high-quality goods and services on a global scale.
