The main expected economic and social development goals for this year are: to secure a GRP growth rate of around 8%; keep the registered urban unemployment rate at around 2%; achieve a real increase of about 7.5% in the incomes of urban and rural residents; keep the rise in consumer prices to about 4%; increase the public budgetary revenue by 9%; decrease energy consumption, carbon dioxide emissions and water consumption by over 2.5%, over 2% and over 4% per unit of GRP respectively, and reduce the emissions of major pollutants by 2% on an average.
To achieve these economic and social development goals for this year, we need to focus our work mainly on the following areas:
1. To speed up the transformation of economic development mode and promote a sustainable and healthy economic growth in the capital
Making full use of the advantages of the capital in resources and services, we will create innovative institutional mechanisms, accelerate the transformation and upgrading of industrial structure and readjust and optimize the demand mix so as to achieve a more balanced, coordinated and sustainable development.
To implement an innovation-driven development strategy. First, to deepen the implementation of and experiment with the pilot project of the Zhongguancun National Innovation Demonstration Zone. We will earnestly implement the comments made by the State Council on a memo concerning the spacial size and layout of the Demonstration Zone, improve the management system for the 16 sub-zones in the Demonstration Zone and develop a better coordinated plan for the industrial development in the Zone. We will build on the technological innovation platform of the Zhongguancun Demonstration Zone, implement all the existing policies, take pro-active measures to get new policies for pilot projects and make new breakthroughs in the relevant innovative municipal policies and mechanisms. On the basis of the Zhongguancun Core Zone, we will create a scientific and financial functional zone and step up the creation of a new national scientific, technological and financial innovation center. Second, to develop a technical innovation system with enterprises playing a dominant role. We will encourage collaborative innovation efforts with the entities directly under the central government and institutions of higher education, support enterprises in setting up research and development institutions and undertaking major projects, and foster a number of innovative enterprises which grow fast and promise great potential. Third, to accelerate the application of major results in science and technology to industrial production. We will put the ear-marked fund of 10 billion RMB Yuan to good use through a carefully considered plan and pay more attention to magnifying the guiding role and cost-effectiveness of the use of the ear-marked fund. We will give equal importance to both direct support and market provision, improve the mechanism for purchasing high-tech products and showcase the use of Beidou Navigation Satellite System and Internet of Things, among others. Fourth, to accelerate the creation of a special zone for high-caliber talents through the implementation of such programmes as the “Thousand Talents Program” and the "Overseas High-Caliber Professionals Attraction Program". We will continue the building of the Zhongguancun Science City and the Future Science and Technology City so as to train or import high-end science and technology R&D personnel and industrial front-runners or leaders. We will adopt the strategy of protecting intellectual property rights, standards and the right of trademark, enhancing the protection of intellectual property and creating an atmosphere of respecting knowledge and creative works.
To foster new advantages in industrial development. We will make serious efforts for a success in the pilot projects of reforming the modern service industry in Shijingshan and Zhongguancun, design an implementation program for accelerating the development of the distribution system, and introduce more incentive policies for the manufacturing of software and integrated circuit or microchips. We will vigorously develop the multi-level capital market and consolidate and upgrade services in such fields as finance, information, business and technology. We will provide more non-basic public services, improve standards for such services and entry into these services, study the possibilities of setting up a fund to guide industrial development, channel social capital to such areas as the caring of the elderly, medical care, public health and training, for the benefit of a large-scale commercial provision of such services at an earlier date. We will make the state comprehensive tourism reform a success, press ahead with the construction of tourism functional areas and with the implementation of major development projects, actively create an industrial chain of greater tourism and make the tourism industry an important pillar industry of Beijing. We will continue to prioritize development efforts, develop a high-end manufacturing industry and a group of special industrial clusters including rail transit, biomedicine, integrated circuit and satellite applications, and strive to make breakthroughs in the emerging strategic industries such as the new generation of the IT technologies, energy conservation and environmental protection, new energy vehicles and new materials.
To consolidate and expand domestic demand. We will bring into a better play the basic role of consumption and the key role of investment and achieve an 11% growth in the retail sales of consumer good and a 9% increase in the fixed-asset investment. We will issue opinions on increasing consumption and building a sound consumption environment, encourage and support the development of Internet shopping and other new commerce forms, promote the transformation and upgrading of business services, regulate and develop the domestic services industry, and expand service-based consumption, including consumption related to cultural activities, entertainment, training, medical care and health building. We will take full advantage of the 72-hour visa-free transit policy, tap the consumption potential of high-end businesses, conferences, exhibitions, leisure and vocationing, and expand consumption by foreigners. We will promote consumption related to people's well-being, introducing the project of replacing old furniture with new furniture, launching financial service facilities for 150,000 small and micro businesses and extending housing consumption services for eligible people to move into low-income housing. We will further optimize the investment mix and expand the proportion of private investment. We will steadily advance the on-going and follow-up construction projects and increase investment in the infrastructure, ecological environment, disaster prevention and mitigation, and improvement of people's livelihood. We will actively promote financial innovation and regulate a few financing platforms in those districts or counties that undertake major construction projects to provide strong and convenient financing facilities for rail transit and water conservancy projects among others, and effectively increase financing channels. We will continue the policy of regulating the real estate market and accelerate the development and improvement of long-term mechanisms for promoting a healthy development of the real estate market. We will make every effort to ensure the supply of important commodities, effectively reduce the circulation cost, increase the price monitoring and rectify the market order so as to keep commodity prices generally stable.
To improve and rationalize the distribution of high-end industries. We will improve a municipal coordination mechanism for major projects and the input v. Output evaluation system and promote a balanced and coordinated development of various types of functional areas and special industries, including the Six High-end Functional Zones and Four New Industrial Areas. We will implement the Opinions on Accelerating the Development of Beijing Economic and Technological Development Zone, strengthen the role of the Financial Street as the national financial center, enhance the CBD international business functions and elevate the development level of Linkong Economic Zone and the Central Area of the Olympic Park. We will improve the planning and coordination, focus on assigned functions and push forward the development of Tongzhou High-End Business Service Area, the New Shougang Functional District, Lize Financial Business Zone, Huairou Cultural and Technological High-end New Industrial Area, Haidian Northern Ecological Science and Technology New Area, Beijing Science and Technology Business District and various district/county-level functional zones.
To provide services to all types of enterprises in Beijing to the best of our abilities. We will increase strategic cooperation with enterprises owned by the central government, provide services to them throughout the process, accelerate the implementation of the decided projects and attract more quality resources from the central government to Beijing to the benefit of both sides. We will improve and extend the policy on trans-national corporations headquarters, encourage more Chinese and foreign corporations to move their headquarters to Beijing and have substantial industrial development in Beijing so as to expand the development of the headquarters economy in Beijing. We will lose no time in formulating detailed provisions on the implementation of the Law of Small and Medium-sized Enterprises, set up a development fund for small and medium-sized enterprises, encourage private chambers of commerce and industry and guilds or industrial associations to play their role and promote a healthy development of the non-public economic sector. We will improve the overall service-coordination mechanisms, help enterprises to solve their practical problems in a timely manner and create an enabling development environment for all types of market players.
2. To steadily improve the development and management of the city as well as its comprehensive services
We will deepen systematic studies, improve policy measures, vigorously make exploratory and innovative efforts, seize the time in solving outstanding issues and problems at the present stage and go all out for a shift in the development model of the city.
To adopt a scientific approach to the traffic congestion. We will, in the principle of treating a disease by looking into both its symptoms and root causes, introduce 28 comprehensive measures to ease traffic congestion, draw upon successful experience of other cities at home and abroad, and develop new programs to ease traffic congestion. In sum, we will formulate a yearly congestion-easing plan and produce results in this regard every year. First, to accelerate the development of the rail transit. We will give priority to increasing rail lines in the rail transport network of the city proper and start the construction of 3 new lines this year. Second, to enhance the commuting capacity of the Beijing road network. We will get the start-up work well done for the construction of Xingyan Road, Yaojiayuan Road and other road projects, complete the construction of the western extension of Meishikou Road and other main roads and accelerate the construction of Beijing-Zhangjiakou intercity rail, Beijing-Shenyang high-speed rail, the second phase of G110 Expressway and other road projects that would help divert the city traffic. We will focus on a number of projects for upgrading the road microcirculation system, start the construction of large integrated transport hubs at Pingguoyuan and other places and build 10 new parking lots for public transport terminals. We will upgrade the public transport network and add 50 kilometers of express bus lines and transfer stops to connect communities with subways and ground public transport means so as to increase the proportion of city-wide commuting by public transport means to 46%. Third, to enhance the capacity of the city for traffic diversion. We will enhance the efficiency of the traffic information dissemination platform so as to give proper guidance to motor vehicles and ensure smooth traffic. We will conduct a comprehensive survey of the traffic congestion points and design proper transport transformation projects and traffic congestion easing plans on a one-to-one basis so as to increase traffic efficiency at the roads that are prone to congestion at peak hours. Fourth, to provide better parking services and management. We will improve policies related to the land, prices and subsidies. We will accelerate the construction of parking facilities and increase 20,000 parking spaces in residential areas. We will tap the full potential of social resources, rationally utilize parking facilities of institutions, schools and enterprises, and advocate staggered parking hours and self-management of parking at residential areas. We will continue to restrict the purchase of cars from growing too fast, crack down on unlicensed cars and strengthen the management of taxi business. We will improve the slow commuting system of the city, promote public bicycle rental services and advocate concepts of green transport and smooth transportation.
To enhance the capabilities of the city for disaster prevention and reduction. We have learned a profound lesson from the unusual "7·21" disaster of torrential rainstorm, mountain torrents, floods and mudslides in 2012. We will make every effort for the flood prevention, mitigation and diversion in the city proper, carefully design a good linkage for water systems, get all the breaking points or unseen breaking points on the drainage pipelines connected or repaired, and start the flood storage facilities project based on the abandoned quarries in the western suburb of Beijing. We plan to complete the control and cleaning of the water in 20 depressions on the ground underneath the overpasses in the city proper and advance the transformation of 64 rainwater pump stations before the coming of the next flood season. We will strictly implement the rainwater control plan in the new construction projects and residential areas and complete the construction of rainwater utilization facilities in a number of old and rundown residential areas. We will redouble our efforts for the fire prevention and control of priority areas, such as high-rise buildings and places with a high concentration of people, and increase our capabilities to respond to and handle cases of extreme weather and geological disasters. We will work out detailed contingency plans for all types of disasters and emergencies, improve equipment and facilities for fighting fire, flood, earthquake and epidemic diseases, train people for these tasks, and improve the important materials emergency stock system and the rapid response mechanism. We will extensively spread the knowledge about disaster prevention and reduction, actively conduct educational activities and emergency exercises for experiencing emergency situations, and build 200 comprehensive disaster-reduction demonstration communities so as to heighten the awareness of the public of disaster prevention and reduction and their abilities for self-rescue and mutual rescue.
To further improve the meticulous management of the city. We will consolidate the available resources, push ahead with the building of a comprehensive system for mesh management of services and strengthen the holistic law enforcement and management in the city so as to steadily raise the level of services and management of the city. We will make exploratory efforts for the establishment of a comprehensive management system for the urban underground pipelines, transform and upgrade power grids and underground pipelines in old rundown communities, and conduct surveys to identify potential safety hazards such as road collapse, pipeline fractures and gas leakage. We will study the issue of combined rain-sewage pipelines, come up with a solution to the issue and transform the rain-sewage pipelines for 50 kilometers long. We will launch a campaign for the lift-up of the city and a clean environment in the city by ensuring 240 priority streets in 20 areas meet environmental standards, adopting environmental measures in areas with a high concentration of one-storey houses and back lanes, and putting to an end the filthy and disorderly status in a number of areas. We will take improvement and rectification actions with regard to outdoor advertisements, identification boards and name plaques, move all the overhead lines within the second ring road to underground, and implement the scheme by which all units are held responsible for general sanitation, green covering and keeping good social order in their immediate surrounding areas with a view to a clean and orderly society. We will more extensively apply IT applications to the management of the city, to the provision of public services and to other matters so that the residents of the city will be able to benefit from the results of IT development and the building of a smart city.
3. To improve the spacial arrangements of the city and promote coordinated development of urban and rural areas
We will put in place the plan of building main functional areas in a deep-going way. We will give full play to the role of the Core Functional Zone of the capital in diverting functions and pursuing intensive development, the role of the City-Function Extended Area in the development of priority areas and in the high-end development, the role of the New Development Area of the city in orderly exploration and accelerated expansion and the role of the Ecological Improvement Area in conducting a rational and moderate development and green development so as to shape an all-round, coordinated and sustainable development pattern for urban and rural areas in Beijing.
To enhance the functions of the central areas of the city. We will take most stringent measures to control the development scale, make strenuous efforts to divert functions and build up capabilities for services provision. We will design better plans for the construction of 9 specialized civil affairs stations and networks of pipes and channels, implement these plans, and solve such outstanding problems as incomplete and inadequate public facilities, low quality facilities and a lack of clearly defined responsibilities. We will make full use of district/county resources, improve the daily necessities service network and promote chain businesses, brand products and scale economy. We will provide better supporting facilities and services to communities so as to create liveable communities. We will combine law-based management with the upgrading and transformation, and encourage the wholesale markets of clothing, building materials and farm produce to gradually and orderly move out of the city proper, and large long-distance passenger railway or highway terminals, rehabilitation centers and other such institutions to move to suburban areas. We will try to increase green coverage and beautification efforts in residential areas, with an additional afforested land of 600 hectares in the city, advance the project of health-building green avenues and waterfront green corridors, promote vertical planting and create green landscapes along 100 alleys and 100 old and rundown areas, and a number of community gardens, streets for landscape sightseeing and balconies of flowers and plants.
To step up the construction of municipal sub-centers and new satellite cities. We will focus on Tongzhou and try to build Tongzhou into a municipal sub-center with a scientific plan in a step-by-step manner. In this context, we will improve supporting policies, accelerate the building of the starting block in the proposed core area in line with the overall arrangements for the project of “one core area and five supporting areas” (the Canal Core Area, the Cultural and Creative Industries Concentration Area, the Cultural Tourism Area, Pan-Bohai High-end Headquarters Bases Area, the International Medical Service Area and the International Organizations Area), make major breakthroughs in the construction of major infrastructure, public service facilities and key projects, and intensify the construction of municipal sub-centers. We will accelerate the construction of new satellite cities of Shunyi, Yizhuang-Daxing, Changping and Fangshan in accordance with the principle of city development through industries and that of work-life balance so that these new satellite cities will be able to fulfill a full range of functions and will be good for both living and career development. At the same time, we will advance the construction of regional new cities of Mentougou, Huairou, Pinggu, Miyun and Yanqing to facilitate regional urbanization with the support of infrastructure and special industries. With strenuous efforts over the years, the infrastructure in municipal sub-centers and the public services and ecological environment in new satellite cities will increase their attraction and will gradually divert some of the functions and population pressure from the central areas or city proper of Beijing.
To advance the rural reform and development. We will introduce creative systems, mechanisms and policies, facilitate exchanges of elements and balanced allocation of public resources between urban and rural areas on the basis of equality, and promote the transfer of the collective land, the management and operation of assets and the organization of farmers. We will sum up and extend our experience in all-round considerations for a coordinated development of rural areas and towns, make a better use of the rural collective land for further development in light of the local conditions and develop a modern rural share-holding cooperative economy so that farmers would be able to benefit from the added value of the land in the process of urbanization. We will deepen the supporting measures for the reform of the collective forest tenue system. We will renovate the rural financial service system. Implementing the principle of agricultural development through science and technology, we will improve the modern agricultural service system and build a national modern agricultural technology city and demonstration zone. We will improve the farm produce quality and safety traceability system, intensify efforts to build agricultural produce bases outside Beijing so as to ensure the supply of agricultural and side-line products or the "food basket”. Implementing the policy of development through conferrences, we will make good preparations for the World Seed Conference, Grape Conference, Rose Conference and World Horticultural Expo and develop a high-end and high-efficiency urban-style modern agriculture with services playing an important role. We will continue to focus on the "three-ups" project of the new rural areas, namely, to “light up” the rural areas with electricity, “warm them up” with heating systems and “recycle up” by using agricultural resources in a sustainable manner, step up the transformation of old villages, renovate 50,000 rural homes for seismic-residence and energy-conservation, and improve the long-term management and maintenance mechanism for infrastructure and public service facilities. We will accelerate the pilot programs of building new-type rural communities and turn villages into communities. We will issue opinions on the development of key small towns, encourage large enterprises and small towns to form partners for common development and increase the comprehensive carrying capacity of small towns.
To narrow the development gap between different areas in the capital. We will implement the Development Action Plan for the Southern Part of Beijing, make every effort for a successful hosting of the 9th China (Beijing) International Horticultural Exposition, Beijing Petrochemical and New Materials Industrial Base and other key projects with a view to a speedy rise of the southern part of Beijing. In particular, we will make a well-thought-of overall plan, pull all efforts, work out good special plans, make full preparations for the launching of the big project of New Beijing Airport and New Beijing Airport City and steadily advance the construction of the project. We will develop and formulate opinions on the development of the New Shougang Functional Area, continue the building of Yongding River Ecological Development Belt and promote the development and the shift of development mode in the western part of the city. We will advance the implementation of key projects, including the Beijing Green Buildings Demonstration Zone, Yanqi Lake Ecological Demonstration Zone and Miyun Ecological Business Area, develop mountain valley economy and start the relocation of 14,000 people residing in the mountainous areas, promote the green development of the Ecological Improvement Area. We will try to address difficult issues relating to the changes in the residence status from rural to urban of entire villages and to social security funding for former farmers over retirement age who were relocated for land acquisition, quicken the pace of industrial restructuring and transformation in the rural-urban fringe areas and lay a solid foundation for development in a scientific manner of the Functions-extended Area and the New Development Area of Beijing.
4. To give full play to the role of Beijing as China’s national cultural center and accelerate the development of Beijing into the capital with advanced socialist culture
We will implement the cultural innovation strategy in a deep-going manner, give full play to the role of culture in leading the country, serving the society and promoting development, and steadily enhance the soft power of culture in the capital.
To strengthen the cultivation of core socialist values system. We will carry out an in-depth education in patriotism, collectivism and socialism, and advocate prosperity, democracy, civilization, harmony, freedom, equality, justice, rule of law, patriotism, dedication, integrity and kindness and friendliness. We will promote the Beijing Spirit of patriotism, innovation, inclusiveness and virtues, unfold the publicity and practice campaign to encourage Beijing residents to be more courteous and well-mannered, implement ten major projects of ethics education of capital citizens and deepen the public civility guidance campaign. We will advance the capital’s cultural and ethical progress in all aspects and mobilize all social forces to participate in the building of the capital with advanced culture and civilization. We will launch the minors ethical education and improve the ideological and political education of university students. We will implement the new media development strategy, improve web content and create an Internet culture that represents the theme of the era.
To make solid progress in priority cultural programs that benefit the general public. We will accelerate the building of Beijing Cultural Center and other landmark facilities, design a plan for a number of cultural and sports facilities for the general public, complete the construction of key town-level recreational, cultural and sports centers, and organize grand cultural and art performances and non-commercial performances for public interests. We will devise an innovative literature and art production mechanism, encourage the creation of high quality residency theatre productions, improve the quality of major cultural events such as the Cultural & Creative Industry Expo and the Art Industry Expo, and implement the top-quality philosophical, social science and cultural works projects so as to produce more original quality works that reflect contemporary Beijing. We will accelerate the construction of a public service system for the city-wide fitness program for both urban and rural areas and extensively organize sports activities for the general public.
To enhance the competitiveness of cultural and creative industries. We will formulate and implement opinions on promoting interaction and integration of culture with technology, tourism and other related industries and introduce enabling taxation and financial policies to support the cultural and creative industries. We will make good use of the ear-marked fund of 10 billion RMB Yuan for the development of cultural industries through a well-thought-of plan, introduce an innovative mechanism of project identification and fund utilization, guide and channel social capital into investment in the cultural and creative industries. We will speed up the building of Zhongguancun State-level Culture and Science and Technology Demonstration Base and the development of new integrated industries such as the creative design and digital publishing and push ahead major projects such as the National Advertising Industrial Park, the Publishing and Creative Industrial Park, the Core Performing Arts Zone in the Capital, the Chinese Music Valley and China (Huai Rou) Movie & TV Industry Zone. We will promote the construction of the National Copyright Trading Center, the China Design Market and the Beijing Cultural Equity Exchanges, and improve the cultural investment and financing service system. We will start to corporatize the second batch of publishers of newspapers and periodicals that do not cover current affairs and politics, support the transformed art troupes in their efforts to institute a modern enterprise system, organize large-scale cultural enterprises and invite private capital to the reorganization and restructuring of state-owned culture enterprises.
To inherit the excellent traditional culture. We will ensure an effective overall protection of the historical and cultural city. We will conduct seven cultural relics protection projects, accelerate the repair and renovation of the Bell Tower, the Drum Tower, the Di’anmen Gate, the Eastern Area of Qianmen Gate and other sites of historical and cultural interest under protection, continue to press ahead with the application for UNESCO world heritage site status for the Central Axis of Beijing and the Grand Canal, step up the construction of the "Three Mountains and Five Parks" historical and cultural sightseeing facilities, strengthen the protection and utilization of non-material cultural heritage and underground cultural relics, and promote the revitalization and development of time-honored and outstanding brands. We will establish a municipal input mechanism to support the protection of the traditions and old styles in the central areas of the city and the construction of relocation housing units for people in the City-Functions Extended Area and the New Development Area of the city. We will introduce innovative models and policies for the protection and utilization of historical and cultural sites, encourage the non-governmental sector to participate in the renovation and protection of celebrity homes, old lanes and courtyards, and rationally explore, develop and utilize historical and cultural resources with market potentials so as to fully display the unique cultural charm of the capital.
