The Counselors' Office of the People's Government of Beijing Municipality (hereinafter referred to as the "Office") is a deputy bureau-level organ subordinate to the People's Government of Beijing Municipality (hereinafter referred to as the "Municipal Government"). The Office and the Beijing Historical and Cultural Research Institute (hereinafter referred to as the "Institute") share the same location.
The Office implements the guidelines, policies, decisions and plans of the Central Committee of the Communist Party of China (CPC) on counselling and the relevant work requirements of the CPC Beijing Municipal Committee. In the process of performing its duties, it adheres to and strengthens the CPC's centralized and unified leadership over counselling. Its main duties are as follows:
(I) Organizing the counselors of the Municipal Government to conduct investigation and research on the implementation of relevant government policies, provide consultation regarding political participation, and provide opinions and suggestions to the Municipal Government.
(II) Organizing the counselors of the Municipal Government to participate in the research on drafts of relevant local regulations of the city.
(III) Implementing the CPC's united front policy, and supporting and organizing the counselors of the Municipal Government and the researchers of the Institute to join in the patriotic united front.
(IV) Organizing the counselors of the Municipal Government and the researchers of the Institute to timely understand and grasp the guidelines and policies of the Central Committee of the CPC and the State Council, as well as the decisions and plans of the CPC Beijing Municipal Committee and the Municipal Government.
(V) Supporting the counselors of the Municipal Government and the researchers of the Institute in communicating with people from all walks of life, and understanding and making feedback on the social conditions and public opinions.
(VI) Organizing the counselors of the Municipal Government to carry out exchanges and cooperation with relevant foreign institutions, and organizing the researchers of the Institute to carry out activities such as foreign cultural exchanges.
(VII) Being responsible for providing services for the counselors of the Municipal Government and the researchers of the Institute to perform their duties.
(VIII) Undertaking the recruitment of the counselors of the Municipal Government and the researchers of the Institute.
(IX) Completing other tasks assigned by the CPC Beijing Municipal Committee and the Municipal Government.
