Beijing Municipal Civil Affairs Bureau is a constituent department of the Beijing Municipal People's Government at the bureau level.
The Bureau implements the CPC Central Committee's principles, policies, decisions, and deployments on civil affairs as well as relevant municipal matters related to Beijing Municipal Committee of the Communist Party of China, ensuring the centralized and unified leadership of the CPC Central Committee throughout its duties. Its major responsibilities are:
(1) Implements national laws, regulations, rules, and policies on civil affairs; drafts local regulations and government rules; formulates medium- and long-term development plans and policies for civil affairs and social welfare in Beijing, and oversees their implementation.
(2) Undertakes specific tasks of the Beijing Municipal Committee on Ageing; formulates and coordinates plans and policies to actively respond to population aging; guides and coordinates the protection of the rights and interests of the elderly; formulates and implements policies to promote social participation of the elderly.
(3) Organizes and coordinates policy measures to promote the development of elderly care in the city; coordinates, guides, and supervises elderly care services; formulates plans, policies, and standards for the elderly care system; undertakes tasks related to welfare and assistance for the elderly, especially those in special hardship.
(4) Responsible for the registration, supervision, and management of social organizations, including social groups, service institutions, and foundations; guides district-level authorities in Beijing in their work on registration management and law enforcement supervision of social organizations.
(5) Formulates and implements social welfare policies for persons with disabilities; guides the protection of their rights and interests; promotes the development of the assistive rehabilitation devices industry.
(6) Formulates and implements marriage management policies; guides marriage registration agencies; promotes reforms in marriage customs.
(7) Formulates and implements funeral management policies; guides funeral service agencies; promotes reforms in funeral practices.
(8) Formulates policies and standards for child welfare, support for orphans and children in need, child adoption, and child protection; enhances the support system for children in need; guides the management of child service institutions.
(9) Formulates policies to promote the development of charitable causes; guides social donation activities; manages welfare lottery operations.
(10) Formulates urban and rural social assistance policies and standards; improves the social assistance system; undertakes subsistence allowances and temporary assistance for urban and rural residents; provides support for people in extreme poverty; guides assistance for homeless and destitute individuals in urban areas.
(11) Formulates policies and standards for administrative divisions; reviews and submits for approval the establishment, naming, and changes of administrative divisions, and the relocation of government offices; organizes and guides the management of administrative boundaries; mediates boundary disputes between districts.
(12) Formulates policies for rewarding and protecting individuals who perform courageous acts; organizes and implements related reward and protection measures.
(13) Carries out administrative law enforcement in civil affairs in accordance with the law; organizes and investigates violations of laws and regulations.
(14) Undertakes the management of social assistance services.
(15) Assumes delegated management of the Beijing Municipal Committee on Ageing.
(16) Completes other tasks assigned by the Beijing Municipal Committee of the Communist Party of China and the Beijing Municipal People's Government.
