1. To carry out and implement the national laws, rules, regulations and policies concerning medical security system including medical insurance, maternity insurance and medical aid, work out the drafts of Beijing Municipal relevant local rules and government regulations, policies, programmes and standards, and organize the implementation.

2. To be responsible for the payment budget, management and appropriation of the municipal medical security fund.

3. To work out the municipal medical security fund raising and benefits policies, improve the dynamic adjustment mechanism, coordinate the urban and rural standards of medical security benefits, and build and perfect the benefit adjustment mechanism that is proportionate to levels of fund raising; to be responsible for formulating the municipal public medical treatment policies and organize the implementation, and undertake the approval and reimbursement work for public medical treatment of central institutions in Beijing; to be responsible for coordination work of medical treatment expenses for the municipal retired veteran cadres; and organize to work out and implement the Municipal long-term reform plans for nursing insurance system.

4. To organize the formulation of the municipal medical insurance reimbursement directory and payment standards for drugs, medical consumables, medical service items and facilities, build the dynamic adjustment mechanism, and undertake the work relevant with access negotiation, determination, etc. of the municipal medical insurance reimbursement directory.

5. To organize the formulation of policies for the municipal prices of drugs and medical consumables, and charges of medical service items and facilities, build the mechanism of reasonable determination and dynamic adjustment of medical insurance payment for medical service prices, and build the monitoring and information release system for medical pricing information.

6. To formulate the municipal tendering and procurement policies for drugs and medical consumables and organize the implementation, and organize the promotion for the growth of the municipal tendering and procurement platforms for drugs and medical consumables.

7. To be responsible for the municipal agreement management of designated medical institutions, build and perfect the medical security credit appraisal system and information disclosure system, supervise and manage the medical service behaviors and expenses within the scope of medical insurance, and investigate and punish the illegal and violation behaviors of the medical security sectors according to law.

8. To be responsible for building management system, public service system and information-based system for local medical insurance sector; to organize the formulation and improvement of the municipal policies for management of medical treatment in different places and settlement of expenses as well as the platform's development; to establish and improve the municipal medical security, transfer, and succession systems.

9. To perform other tasks which are assigned by the municipal Party committee and the municipal government.
