I. Beijing Municipal Civil Air Defence Office (BCD for short) is a bureau-level institution directly under the municipal government.
II. Beijing Municipal Civil Air Defence Office implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on civil air defense and relevant work requirements of the municipal Party committee, adhering to and strengthening the unified leadership of the Party on civil air defense in the course of performing its duties:
1. To implement the PRC laws, regulations, rules and policies on the civil air defense; to draft local laws and government regulations; to work out and carry out medium and long term development plan for civil defense.
2. To make development and work plans for civil air defense construction projects in Beijing; to determine the plan in cooperation with relevant departments so as to combine civil air defense construction projects and urban construction projects; to formulate and implement relevant policies, principles, standards and technical specifications for protection. To undertake the work on administrative licensing in construction and management of civil air defense construction in adherence to laws; to inspect and accept major civil air defense construction projects and record registration.
3. To manage and supervise construction project of civil air defense projects in Beijing; to set out special plans on urban underground space construction in cooperation with relevant departments; to develop and utilize the urban underground space.
4. To be responsible for the safe use of civil air defense projects by integrated management; to supervise the routine development, utilization, maintenance of existing civil air defense projects and cope with the safety issues of these projects; to formulate technical specifications and management standards in connection with the maintenance and safe use of the civil air defense project and to supervise its implementation; to provide economic growth and disaster prevention and relief with the help of civil air defense facilities and professional team; to participate in the safety management of urban underground space.
5. To formulate contingency plans for urban air defense and other various safeguard plans; to organize air defense drills; to set key economic targets for civil air defense according to law; to instruct relevant departments and agencies to undertake protection work; to be responsible for the construction, management and maintenance of Beijing Air Defense Command Post (Beijing Emergency Command Backup Center and Major Earthquake Command Post); to conduct supervision and guidance for relevant departments and agencies; to establish mass organizations for air defense, and carry out relevant drillings and trainings.
6. To map out and implement Beijing's construction layout, plans and security schemes for civil air defense command communication, information exchange and civil air defense alarm system; to formulate plans and layouts to build civil air defense information-based system; to organize the construction, utilization, safety management of relevant information system and network infrastructure.
7. To make contingency plans for emergencies of civil air defense projects, and organize emergency drills; to build and manage rescue teams for civil air defense emergency, and build and manage emergency shelters in conjunction with relevant departments; to supervise safety production of civil air defense system; to undertake the role of emergent commanding during civil air defense project accidents in Beijing.
8. To provide popularization, education and training opportunities for local civil air defense, design relevant work plans and management measures, and organize knowledge dissemination and skill training for citizens; to organize and coordinate relevant departments and sectors to provide civil air defense dissemination, education and training; to build and manage training and education venues for civil air defense; to build and manage volunteer teams of civil air defense; to conduct outbound promotion, exchange and cooperation in civil air defense.
9. To be responsible for the planning, management and utilization of civil defense construction fund in Beijing; to be responsible for the supervision and administration of state-owned assets of the civil air defense system; to be responsible for standard rating of civil air defense projects.
10. To undertake the work of Beijing Municipal Civil Air Defence Office of National Defense Mobilization Committee.
11. To perform other tasks assigned by the municipal Party committee and the municipal government.
12. Transformation of functions. Beijing Municipal Civil Air Defence Office should further enhance its supervision towards the construction of civil air defense projects, strictly manage civil air defense projects in accordance with laws, establish and better management system, fine-tune and perfect utilization standards and administrative provisions, promote fine management approach based on information and standardization, and improve the long-term management mechanism of civil air defense projects on a constant basis.
