I. The Beijing Municipal National Defence Mobilization Office (hereinafter referred to as the "Office") is a bureau-level organ directly under the People's Government of Beijing Municipality.

III. The Office has the following internal organs:
General Division, Planning and Management Division, Division of Legal Affairs, Mobilization and Coordination Division, Command Division, Communication Division, Engineering Division (Production Safety Supervision Division), Approval Division, Publicity and Education Division, Military Facilities Protection Division, Planning and Finance Division, Personnel Division, as well as the Office's CPC Committee, Discipline Inspection Commission (Division of Audit), and Labor Union.

Beijing Civil Air Defense Command Engineering Management Center: It is responsible for the operation, maintenance, and security of Beijing's civil air defense command projects and supporting equipment, and comprehensive service support of the Office.
Beijing Civil Air Defense Communications Support Center: It is responsible for the communication and information support of Beijing's civil air defense command, the development, management, operation, and maintenance of related equipment and facilities, and the operation and maintenance of the National Civil Air Defense Satellite Communications System Backup Network Management Center.
Beijing Civil Air Defense Science and Technology Education Center: It is responsible for the sci-tech research, academic exchanges, and technological breakthroughs for the civil air defense, the provision of technical services for civil air defense projects, and the publicity, education, and training for civil air defense projects in Beijing.
Beijing Civil Air Defense Engineering Quality Supervision Station: It is responsible for duties including quality supervision of progresses of civil air defense projects in Beijing, verification of defense standards, joint acceptance, and quality supervision of civil air defense (chemical defense) equipment manufacturers.
Beijing Militia Antiaircraft Artillery Command Training Center: It is responsible for duties including the command and training of civil defense anti-aircraft artillery in Beijing.
