I. To ensure the implementation of the national laws, regulations and industrial policies in the development area;

II. To compile the overall plan and economic and social development plans of the development area and implement the plans upon the approval of the municipal people's government; 

III. To formulate and implement the administrative regulations of the development area;

IV. To review and authorize various investment projects in the development area as authorized; 

V. To carry out unified management of land in the development area in line with its overall planning; 

VI. To carry out unified planning and management of the infrastructure and public facilities in the development area;

VII. To manage the revenue and expenditure of the development area;

VIII. To manage the imports and exports of the development area;

IX. To manage the foreign affairs of the development area;

X. To manage industry and commerce, labor, human resources, statistics, prices, technical supervision, urban construction, real estate, environmental protection, environmental sanitation, public security, judicial affairs, family planning and other administrative affairs of the development area;

XI. To develop and manage education, culture, health, sports and other public welfare undertakings in the development area;

XII. To supervise, inspect and coordinate the work of the branches set up by relevant departments in the development area;

XIII. To perform other responsibilities assigned by the municipal people's government.
