According to Article 9 of the Regulation of the People's Republic of China on Certification and Accreditation, certification body qualifications must be approved by the relevant department of the State Council responsible for certification and accreditation supervision and administration. Certification activities must also be carried out within the approved scope. Without this approval, neither organizations nor individuals are allowed to conduct certification activities. Therefore, it is illegal for foreign certification bodies to engage in certification activities in China without proper approval, and the certification certificates they issue are not valid.
