Recently, Beijing Municipality and its districts jointly announced the relevant measures to promote the innovative development of the AI-powered large models of Zhongguancun Science City (hereinafter referred to as the "Relevant Measures"). In the meantime, a competition named "ZGC Inno-tech 2023" was initiated, calling for potential participants from all over the world to submit their projects for competition. A spokesperson of the People's Government of Beijing Municipality stated that Beijing will continue to support the cultivation of emerging industrial clusters in Zhongguancun Science City and facilitate Beijing's leading role in the development of the artificial intelligence industry.
The Relevant Measures propose to beef up support for fundamental computing capacities, establish an AI platform for sharing computing capacities in Beijing, provide open computing services, and facilitate innovation in research and development in the relevant sectors. At the same time, Beijing will vigorously foster innovation in key and core technologies and coordinate with its districts to tackle challenges associated with the core technologies, such as those related to AI chips and model construction.
In terms of application scenarios, the Relevant Measures propose to encourage the pilot application of new technologies and products, such as independent and controllable large models in finance, medical care, and urban management sectors, empower intellectualized upgrades in various industries, support the establishment of benchmarks and tools to assess AI-powered large models, carry out multi-dimensional and intellectualized assessment and testing, and fuel standardized research and development of high-quality models.
As artificial intelligence technologies continue to be upgraded and developed, ethical issues arising from these cutting-edge technologies have been in the limelight. As stated in the Relevant Measures, efforts should be made to strengthen ethical norms and social governance and continuously attract experts and scholars specialized in philosophy, ethics, sociology, etc., to conduct research on the practices concerning the ethical safety and social governance of artificial intelligence.
Zhongguancun Science City has become home to a large number of emerging AI startups. Equipped with a solid industrial foundation and several industrial advantages, it is now arranging a comprehensive industry chain integrating fundamental software and hardware facilities, key and core technologies, and industrial applications, among others.
To attract more outstanding professionals in AI and other cutting-edge fields, ZGC Inno-tech 2023 has been officially launched. As a flagship event hosted by the Management Committee of Zhongguancun Science City and centered on scientific and technological innovation, the competition will focus on AI-powered large models and emerging industries at the forefront of Internet 3.0. It aims to attract high-quality projects and professionals globally and help them settle in Haidian District for further progress.
The competition consists of a scientific and technological innovation competition, an entrepreneurship salon, an industrial summit, an awarding ceremony and other sections, with four arenas. The contestants are divided into two groups, namely the start-up group and the grown-up group, to compete for the first prize, second prize, third prize, and excellence awards. The winners will enjoy multi-faceted services, including funding, talent support, space, and scene construction.
