The Huairou Science City is among the "Three Cities and One Area" framework, key platform under Beijing's initiative to strengthen its role as an International Center for Science and Technology Innovation. With a planned area of approximately 100.9 square kilometers, is primarily located in Huairou District, with parts extending into Miyun District. Its strategic positioning is to develop into a world-class bearing zone for original innovation aligned with national strategic needs, and to build a new hub for strategic and forward-looking basic research, a central cluster of comprehensive national science centers, and a model zone integrating innovation with ecological livability.

According to its development plan, by 2035, Huairou Science City aims to achieve significant breakthroughs and be largely established as an internationally renowned science city and national science center. Looking ahead to 2050, it is expected to be fully built into a world-leading science city and national science center.

Huairou Science City focuses on achieving early breakthroughs in five major scientific fields: physical science, information and intelligence sciences, space science, life sciences, and Earth system science. Efforts are centered on advancing the "five batches" initiative:

• Building a batch of major national science and technology infrastructure facilities and interdisciplinary research platforms;

• Attracting a batch of scientists, top-tier science and technology talent, young researchers, and innovation and entrepreneurship teams;

• Clustering a batch of high-level research institutes, higher education institutions, and innovative enterprises;

• Carrying out a batch of technological innovation activities including basic research, frontier interdisciplinary research, strategic high technologies, and disruptive technologies;

• Delivering a batch of world-leading scientific and technological achievements, thereby enhancing China's capacity for original innovation and overall scientific and technological strength in basic frontier and interdisciplinary fields.
