4. Engaging in a new type of urbanization and leading in urban-rural integration. 

We will use a new type of urbanization as a means to tackle urbanization problems and achieve urban-rural integration. We will revise the city’s master plan, advance the integration of economic development, urban-rural construction and land use plans, mark boundaries for urban development, and improve the functional and urban planning of urban and rural areas alike. We will stop urban sprawling and improve the quality of urbanization.

Easing the functions of the central city. We will intensify planning guidance and control; strictly control the scale of construction and intensity of development in central city. Except for key functional zones and the renovation of housing in run-down areas, more restrictions will be imposed on real estate development and the expansion of public service projects. We will provide supporting policy research and formulate measures for small commodity wholesale market management; we will guide the gradual relocation of clothing wholesale markets, small commodity markets and building and construction material markets. We will establish an interest-guiding mechanism for allocating high-quality public resources in the central city and dispersing population to new towns; we will improve management measures for cross-district/county relocation of enterprises, rationalize the allocation of resources, and optimize the distribution of productivity. We will strengthen the protection of historical and cultural city and make greater efforts in the protection and restoration in heritage protection zones so as to perpetuate the cultural lineage.

Increasing the carrying capacity of urban sub-centers and new towns. We will take sub-centers and new towns as development priorities. We will create better jobs and a better living environment there, so they can play an important role in optimizing urban planning. We will prepare development plans for the construction of the Tongzhou Urban Sub-center through 2020; we will complete the main part of major infrastructure projects in the core launch area and bring in high-quality educational, medical, cultural, sports and other public service projects. We will improve functions of “comprehensive new towns” such as Daxing-Yizhuang, Shunyi, Changping and Fangshan; we will improve the rapid transit system linking with the central city; we will promote the agglomeration of industrial and service resources in line with the direction of development. We will develop regional new towns such as Mentougou, Huairou, Pinggu, Miyun and Yanqing, develop stronger infrastructure and industries as support, and balance the number of local residents and job opportunities, and promote regional development. We will start the full construction of the main projects of the new airport, accelerate the building of peripheral transportation system, and plan for setting up a Linkong Economic Zone around the airport. 

Taking active and prudent steps to urbanize rural communities. We will hold on to the core principle of “putting people first”, and coordinate the development of peri-urban areas, small towns and new rural communities. We will do a good job in the follow-up development of 50 key villages, and continue pilot projects of urbanization of six towns in the first greenbelt and gradually roll out the projects. We will coordinate planning across towns/townships. We will focus on the development of land held in reserve, increase the intensity of land use, and strive to significantly improve the outlook of peri-urban areas in four to five years. We will develop small towns in phases, encourage joint building by large-scale enterprises and institutions of tertiary education, advance the development of featured industries and promote localized urbanization. We will strictly plan and control land use and punish illegal construction and sale of “petite right” houses. We will build 48 pilot new rural communities, increase the municipality’s public service subsidy to village-level organizations by 50%, complete the upgrading of 80,000 rural houses to make them earthquake resistant and energy conserving, and improve the long-term management mechanism for rural infrastructure and public service facilities. We will carry forward local culture. We will keep the features of rural areas, push forward the renovation of old villages while improving the living environment, and developing a beautiful countryside.

Boosting the rural economy. We will conscientiously implement the responsibilities of food production, work on key projects such as “Rice Basket” (for food grain supply) and “Vegetable Basket” (for other food supply); we will set up a subsidy system for essential farmland, strengthen the protection of basic farmland, implement the second phase of the rural infrastructure and comprehensive development program, increase the size of reserves, and ensure a certain level of self-sufficiency in grain and vegetable supply. We will transform the mode of agricultural development, advance the development of a National Modern Agricultural Technology Town, strengthen modern seed industry, hold a successful World Seed Congress and International Conference on Grapevine Breeding and Genetics, vigorously develop resource-conserving and eco-friendly agriculture, and improve metropolitan-based modern agriculture. We will stick to source control and tackling both the symptoms and root causes. We will ensure safety and quality of agricultural products by implementing the most rigorous standards, regulations, punishment and accountability. We will implement development plans for underdeveloped regions, and empower low-income villages to develop a collective economy. We will vigorously train new farmers and promote green jobs; we will raise subsidy standards for public service positions, guide farmers in seeking employment outside agriculture, and help low-income households increase their income; we will ensure that the farmers’ incomes grow at a fast pace.

5. Focusing on people’s life and constantly improving people’s well-being.

“Nothing is more valuable in the universe than human beings”. To provide better life for the people, we will increase investment in the people’s livelihood. We will implement projects with tangible effects that immediately benefit the people, provide more balanced basic public services, and develop a proper safety net. 

Meeting the people’s demand for basic housing. We will study laws of housing construction and establish an urban housing supply and distribution system with which the government satisfies the basic needs, and the market meets the needs of higher levels. Firstly, we will prioritize public rental housing and housing co-owned by homeowner and the government, and rationalize the construction and management system. We will construct 70,000 units of subsidized housing. We will advance newly started projects, and complete 100,000 units in this year. A total of 1 million units will be provided during the 12th Five-Year Plan period and we will gradually resolve the housing difficulties of middle- and low-income families in the city. Secondly, we will accelerate the renovation of housing in run-down areas and environment improvement in six urban districts. The renovation of housing in run-down areas within the Fourth Ring Road perimeter will be completed by 2017. Comprehensive renovation of 10 million square meters of buildings in old communities will also be completed within this year. Thirdly, we will promote the construction of self-domicile housing co-owned by the homeowner and government, accelerate the implementation of projects with land already supplied, supply land for an additional 50,000 units, and improve the housing supply structure. Fourthly, we will continue the implementation of various policies and measures regulating the real estate market, maintain relative stability of housing prices, and promote the steady and healthy development of the real estate market. We will strengthen and introduce innovations in the management of the market for rental housing to guarantee the legitimate rights and interests of lessors and lessees.

Working hard for the people’s health. We will deepen comprehensive reforms of community-level medical institutions, consolidate and improve the essential medicine system, and experiment with a general practitioner (GP) system; we will enhance services of Traditional Chinese Medicine and develop community-level medical service capacity. We will formulate and implement regional health plans, integrate medical resources, improve the system combined by first-listed diagnosis in communities, tiered diagnosis and treatment and two-way transfer treatment, and rectify medical service order. We will improve the supporting policies of the pilot reforms in municipal public hospitals, adjust the medical service prices, and gradually expand the scope of pilot projects. We will implement the “18 policies” in relation to private investment in hospitals and help implement several private hospital projects. We will facilitate the relocation of major hospitals such as the Tiantan Hospital and the Beijing Stomatological Hospital. We will deepen reform of payment methods under the medical insurance scheme and enhance management of medical insurance funds. We will develop a city-wide medical information platform. We will strengthen fitness promotion, improve the public services system under the “Fitness for All” program, thereby improving the health of citizens. 

Providing satisfactory education. We will fully implement the educational guidelines of the CPC, emphasize moral education, and create a long-term mechanism for organizing activities under the theme of “love learning, love working, and love the country”, and foster our students’ sense of social responsibility, their innovative spirit and practical abilities. We will increase physical education classes and extracurricular sports activities to improve the physical and mental health of the teenagers. We will work out measures on promoting quality and balanced development of compulsory education, increase the education budget for rural areas, build 20 new urban-rural integration schools, and improve the quality of primary and secondary schools in rural areas. We will facilitate the overall reform of curricula, pedagogy, examination and assessment, and formulate framework plans for reform of the entrance examination and admission systems for high schools and universities. We will improve mechanisms for the training and transfer of teachers, improve the exchanges and a rotation system for principals and teachers from schools undertaking 9-year compulsory education, and deepen reform of the performance-based compensation system and classification of professional and technical qualifications. We will continue to build public kindergartens and support all-inclusive, privately-funded kindergartens. We will support senior high schools with special features. We will expand the number of pilot projects to link secondary vocational schools with higher-level vocational schools and train technicians needed for the development of the capital. We will implement plans for cooperation between national and local universities and encourage universities to develop their own features and pursue excellence.

Creating more jobs and increasing incomes. We will improve employment and business creation policies that will be equally applied to urban and rural areas, work on employment service, employment management and employment assistance, and expand vocational training; we will provide more employment services to vulnerable groups in urban and rural areas and create 360,000 jobs in urban areas. We will promote employment of university graduates, provide more guidance and assistance to unemployed graduates, and improve the service guarantee mechanism that encourages graduates to work at the community level; we will improve policies in relation to secured micro-lending and encourage young people to innovate and start up businesses. We will continue to deepen income distribution reform, accelerate the creation of a mechanism for reasonable growth of incomes, and increase the incomes for urban and rural residents, especially for low-income groups.

Upgrading the level of social security. We will adhere to the principles of “basic guarantee, bottom-line coverage, fairness, and sustainability”. We will improve methods of transfer between the basic old-age insurance scheme for urban workers and the old-age insurance scheme for urban and rural non-working residents, and steadily increase benefits of all types of social security. We will step up harmonization of social relief in urban and rural areas and improve the medical aid system. We will study the creation of a poverty relief system for “expenditure-induced poverty” and increase the number of eligible beneficiaries. We will strengthen welfare policies for distressed children and special groups and improve the protection level for beneficiaries under the preferential treatment scheme; we will encourage philanthropy. We will improve the basic old-age care system, improve supporting policies, and promote the development of old-age care and health services; we will establish 80 old-age care centers at sub-district and township/town levels, set up a number of small community-based old-age care institutions, and implement the “service card” program for home-based care of old people and people with disabilities; we will develop “combined medical and old-age services”.

We will effectively safeguard the rights and interests of women and children and improve the social security and service system for people with disabilities. We will promote ethnic unity and implement the Party’s policies on religious affairs. We will welcome overseas Chinese and returned overseas Chinese and their relatives to join the modernization of the capital. We are committed to the development path that integrates military and civilian technologies. We will strengthen national defense education for all the people, support military reform, launch military recruitment, resettle military officers that are transferred to civilian work, and strengthen unity between the army, the government and the people.

6. Enhancing meticulous management and improving urban services.

We are committed to meticulous, personalized, and smart urban management, introducing innovation in services and management, and working to address major problems, thereby making the city more livable, the society more orderly, and life more convenient. 

Improving the urban and rural environment. We will carry out comprehensive urban and rural environmental improvement programs, prioritize the environmental improvement of 30 areas and 204 roads, including scenic spots, busy commercial centers and passages to Beijing; we will focus on “dirty corners” in byways, peri-urban areas, and border areas of districts/counties. We will be tough on illegal land-use and construction and be strict in law enforcement to ensure zero growth in illegal construction. We will demolish 10 million square meters of illegal buildings. We will vigorously rectify the environment order and use the level- and category-based, whole-process oriented approach to manage persistent problems such as illegal advertising stickering, open-air barbecue, and illegal taxis. We will improve the community environment. We will accelerate the construction of urban leisure parks and add 1,000 hectares of urban green space and complete 200 kilometers of municipal green paths.  We will step by step solve the problems in the existing communities by deepening planning and design and improving supporting facilities. 

Continuing to improve transportation facilities. We will implement the strategy of giving priority to public transportation, expedite the construction of rail transportation facilities, increase serviceable rail lines by 62 kilometers, and prepare a rail construction plan till 2020; we will improve the urban expressway and arterial road network, remodel major congestion nodes in the central city, and improve microcirculation of 200 kilometers of roads within two years. We will develop a bus rapid transit system and diversify public transportation services; we will focus on construction of transportation hubs and parking spaces at “Park-and-Ride” stations and increase the proportion of trips made by public transportation in the central city to 48%. We will enhance passenger services in rural areas to facilitate trips made by residents of rural, especially remote, areas. We shall make a plan to improve sidewalks and bicycle paths and develop a public bicycle rental system. We will carry out comprehensive reforms in parking, start pilot projects of self-managed parking in old residential areas, and control illegal parking. We will strengthen management of traffic and improve traffic control by area and by time period. We will make traffic forecasts to guide the choice of routes. 

Strengthening urban services and management. We will deepen reform of the urban management mechanism. We will delegate management authority and functions to lower levels, strengthen the development of neighborhoods and communities, accelerate the orderly integration of the urban management network, the social service network and the public security network, and develop capacity in services and management at the community level. We will build 200 “15-minute” community service centers, which will bring the total number of such centers to over 1,000, covering 60% of urban communities and neighborhoods, and provide 60 basic pubic services in 10 categories and services in diverse forms for people’s convenience to residents within 15-minute walking distance. We will put in place an integrated management system for underground pipeline networks. We will delegate responsibilities to competent authorities. We will enhance the monitoring, early warning, and emergency response capability in urban operation and ensure the supply of water, electricity, gas and heating, and safe operation of such systems. We will implement the “Broadband Beijing” Action Plan, improve the ICT infrastructure, and work faster to build a “smart city”. 

Maintaining security and stability of the capital. We will make sure that safety management is conducted side by side with supervision of industries, businesses, and production and operation; we will deepen reforms of the production safety management system and establish the safety hazard screening and control system and the accident prevention system. We will launch special rectification campaigns in priority areas such as subways, “group-rent (qunzu) houses”, underground spaces, special equipment and peri-urban areas to prevent serious emergencies and large-scale disasters. We will strengthen our work on food and drug safety, improve the work system, and improve the regulation system covering the entire process of production, distribution and consumption. We will strengthen the development of physical and non-physical infrastructure of the emergency response system and establish a comprehensive management system for disaster prevention, mitigation and relief to enhance our capabilities. We will deepen the reform of regulations on complaints made by people through letters and visits (xinfang), remove barriers to appeals, and implement a system that requires leaders to regularly receive or visit petitioners; we will improve the connection and coordination mechanism between people's mediation, administrative mediation and judicial mediation, strengthen legal aid, and develop the capacity to identify and resolve disputes at the community level. We will strengthen regulations in accordance with the law and maintain network and information security. We will strengthen the development of "Safe Beijing", incorporate counter-terrorism and riot prevention into the stability-maintenance system, and upgrade the multi-dimensional public security protection system. We will emphasize public participation in the prevention and control of crime, combine the government’s special effort with public assistance, and improve the overall capacity to protect public security, so as to foster a harmonious and stable social environment.

This year, the APEC Economic Leaders’ Meeting will be held in Beijing. Providing services and support for the meeting is another glorious task that the Central Government has assigned to us, following the 2008 Beijing Olympic and Paralympic Games as well as the 60th anniversary of New China. This will be a comprehensive test of our work in all areas. We will highly value this meeting and make every effort to accelerate the construction of the main venue; we will make sure construction of the venue and supporting facilities will be completed by the end of May. We will upgrade relevant facilities and equipment in the city, rehearse the operation, and make sure nothing goes wrong. We will make detailed plans on reception, traffic scheduling and security service and provide high-level and specialized services. We will formulate and implement the environment support plan, arrange landscape and beautify the environment, and project a clean, orderly and beautiful image of the city.  We will sharpen the sense of ownership of the people, intensify efforts to promote cultural progress, and make the citizens and the city more civilized. We will consolidate the outcomes so that all residents in Beijing can enjoy the benefits.
