5. Strengthening meticulous city management and addressing "big city syndromes"

"City management should be as delicate as needlework." We will follow through this requirement laid down by General-Secretary Xi Jinping, and build an effective mega-city governance system that is based on the rule of law, meticulous management, and public participation.

Law-based, refined and participatory governance. We will deepen reform of the sub-district management, establish lists of responsibilities, improve the physical entities for comprehensive law enforcement in sub-districts and townships, and empower them to convene law enforcement authorities. ("Whenever a township is in need, the relevant authorities come to help.") We will improve the "street chief" and "lane chief" mechanism, give full play to their role as "neighborhood stewards", improve long-term mechanism for management and deepen refined management by focusing on side streets and back lanes. We will strengthen city management by making it smarter and more IT-based, execute Beijing’s "big data" action plan, and build a big data platform. We will further advance the building of a smart city, and launch the smart-city pilot program in the sub-center. We will enhance grid-based city management, and improve the city-level management platform, as well as the supervision and command system at city, district and sub-district levels. We will ensure a participatory social governance, expand channels for the public to participate in social governance, establish and improve mechanisms listening to people's opinions, improve and consolidate non-emergency hotlines of different departments, and let the public, social organizations and enterprises play a bigger role in city governance. We will close loopholes in laws, regulations and standards on city management. We will enhance coordination between city management comprehensive law enforcement department and various urban management authorities; improve the mechanism for "joint law enforcement" with public security, fire control, market regulation, and safe production departments; and accelerate the concentration of administrative penalty power within the planning, land resources, housing, and urban-rural development departments.

Actions to protect the blue sky. We will draw up and implement a new round of air pollution prevention and control action plan based on the analysis of identifying where fine particulate matters (PM 2.5) come from, with a view to making the management of air pollution more sound, systematic, refined, and law-based. We will reform the vertical environmental management, allocate more resources to the basic-level law enforcement, conduct in-depth environment supervision, and further ensure that responsibilities are fulfilled at every level. We will prioritize the management and control of high emission vehicles, expand the low-emission region from within the 6th Ring Road to the whole city, severely punish excessive emission of exhaust, and continue to forbid or restrict road access of high-emission vehicles and non-road mobile machinery. We will effectively control dusting from bare land, road and construction sites as well as vehicles carrying construction debris so as to reduce dust pollution. We will upgrade the technologies for environmental protection and fully control pollution caused by volatile organic compounds. We will strictly manage pollutant discharge permits for key target enterprises, and gradually phase out "scattered, disorderly or polluting" enterprises. We will gradually replace coal with clean energy in rural areas and generally eliminate coal use in plain areas. We will fully implement contingency plans for heavy air pollution, strictly enforce the safety management of fireworks, and enhance regional joint air pollution prevention and control. We will popularize the philosophy of "ecological civilization" and the concept of green life to encourage our citizens to go green.

Tireless effort to ease traffic congestion. We will continue to carry out the annual action plan for relieving congestion and strengthen traffic management to improve people's road experience. We will develop a city-wide plan for above-ground parking, manage public areas with grid-based supervision, and enhance static traffic management. We will intensify effort to manage traffic in key regions, such as around schools and hospitals; regulate the operation of tour bus lines and other special lines, and improve transfer service at Beijing Railway Station, Beijing West Railway Station, and Beijing South Railway Station. We will advance the smart transport system, expand the “green wave” intelligent traffic signaling project, and promote smart public transport control. We will pilot the layered lease of underground space to construct public parking lots and steadily promote electronic fee collection for roadside parking in downtown and city sub-center. We will advance the public transport system focusing on rail transit, and put three new rail transit lines into operation within the year, making the total mileage in operation over 630 kilometers including 238 kilometers of suburban rail lines. We will renovate rail transit transfer channels to make transfer to ground transport more convenient. We will add new or adjust existing bus lines totaling 40-plus and increase bus lanes by at least 40 kilometers. We will advance construction of the Qingnian Road northern extension and other city trunk roads, and carry out 100 traffic congestion relief projects. We will improve 900 kilometers of bicycle tracks, enhance the regulation of "shared bikes", improve sidewalks, and raise the ratio of green commuting in downtown to 73%.

Improving the eco-environment. We will launch a new round of one million mu (66,667 hectares) afforestation project, and add another 230,000 mu (15,333 hectares) of green areas. We will pilot reform of the water resource tax, implement the efficient water-saving plan for crop land, vegetable fields and orchards, and build a refined mechanism for managing water resources in town/townships. We will cherish and make full use of the water from the South-North Water Diversion Project, promote groundwater conservation and the restoration of water table. We will implement the “River Chief” system; carry out the second three-year action plan on sewage treatment and recycled water; and clean up 84 black, stinky water bodies in the non-built-up areas. We will raise the city's sewage treatment rate to 93% and the annual use of recycled water to 1.07 billion cubic meters, and build Beijing into a "sponge city". We will implement the three-year action plan for the treatment of household waste by category, expand the geographical coverage of mandatory waste sorting, and raise the coverage of demonstration areas to 30%. We will explore differentiated waste charges and compensation to reduce the waste volume. We will build facilities such as the Lujiashan Kitchen Waste Treatment Plant and Tongzhou Household Waste Incineration Plant, which will raise the household waste recycling rate to 58%. We will set up a soil environment monitoring network; complete a city-wide detailed survey on farmland soil pollution; and prevent, control and manage risks from polluted landplots. We will carry out ecological restoration and support transformation of abandoned mines into sites for ecological and cultural tourism.

6. Increasing our cultural confidence and building Beijing into a national cultural center

Culture is the soul of a city and an important part of good life. Focusing on "one core, one city, three belts and two areas" , we will protect, tap into, carry forward and utilize Beijing's rich historical and cultural resources and integrate culture into the city's development. We will turn Beijing into a city with profound culture, flourishing arts, and high moral standards.

Civility building. Taking core socialist values as the overarching principle, we will fully advance ideological and ethical education, and promote the mainstream values and high standards of civility. We will consolidate and promote mass communication brands such as the "Beijing Role Models", the "Podium of the People", and "365 Stories about the Chinese Dream"; continue to carry out projects building civility districts, civility villages/towns, civility organizations, civility families and civility schools; continue "Operation Empty Plate"; encourage civilized behavior toward the environment, in public places and tourist attractions and ban indoor smoking in public places, and thus improve people’s sense of morality, civility, and responsibility.

Preserving historical and cultural heritage. We will bear in mind General-Secretary Xi Jinping's remarks that "we cannot afford to demolish the old town anymore." We will study to formulate a plan to preserve the entire old city, strictly implement the plan for protecting the imperial city, and improve the regulations and mechanisms concerning the protection of cultural property and their settings. The responsibilities and obligations of governments at all levels and the departments of cultural heritage protection and other entities will be clearly defined. We will coordinate the vacation and expropriation policies in the old town, and build resettlement housing for those relocated, to ensure that the preservation efforts lead to better life for people and better protection of the old town. We will step up efforts to apply for recognition of the "Central Axis" as a UNESCO World Cultural Heritage Site, and vacate and repair important cultural sites in the surrounding areas of the Imperial Palace. We will enhance the protection of "Three Hills and Five Gardens", start the phase-II restoration project of the Northern Fahai Temple, and continue the archeological and display work at the Old Summer Palace. We will preserve traditional courtyards and alleyways, and refine each historical and cultural area with great care. We will formulate and implement the plan for preserving the Grand Canal Cultural Belt, the Great Wall Cultural Belt, and the Western Hill Yongding River Cultural Belt; start building heritage parks at the Baifu Fountain and Lu County Ruins; launch cultural property preservation and restoration projects such as the phase-II restoration of the Jiankou Section of the Great Wall in Huairou District; and start vacating the area around Yandu Ruins of the Western Zhou Dynasty at Liuli River. We will promote preservation, inheritance and utilization of the Shuangqing Villa “red historic sites” on the Fragrant Hills. We will make a municipal-level registry of villages with historical value and improve their preservation planning to help us remember history, culture and folk stories. We will support the development of time-honored brands. We will improve the protection and utilization of intangible cultural heritage and ancient books and records; open cultural courtyards to the public after the vacating; and keep these cultural sites alive by encouraging institutions, residents and nonprofit organizations to participate in their protection and utilization.

Improving the quality of cultural life in the city. We will build a public cultural service demonstration zone, continue to implement the pro-people cultural programs, and carry out the "1+3" public culture policies . We will improve the system for delivering public books, cultural activities, and charity performances, and hold 20,000 cultural activities for the citizens. We will support the development of physical bookstores, and encourage all people to read, to create an atmosphere for reading in Beijing. We will improve the protection and utilization of fine modern architectures and old factory buildings, to serve as space for developing culture and art. We will encourage all types of literary and art troupes to grow better and stronger, involve non-government players to contribute to public cultural service, enrich the supply of quality cultural products and services, and thus satisfy our people’s diverse and multi-dimensional demand for cultural consumption.

Cultural creativity and cultural influence. We will deepen the reform of the cultural administration system and increase the vitality of the cultural market. We will promote the integration between culture and other sectors such as technology, finance, tourism, fashion, conference and exhibition. We will set up a fund for the innovative development of culture, nurture new cultural business models, and build a cultural and creative industry pioneering area. We will provide stronger support and rewards for important and outstanding original works, and release works that can reflect the Chinese spirit, the capital’s artistic standards, and Beijing's distinctive features in a bid to promote literary and artistic excellence. We will consolidate and improve cultural brands such as the Beijing Design Week, Beijing International Film Festival, Beijing International Music Festival, and the Chinese Opera Culture Week. We will enhance international exchanges and cooperation in culture, and host cultural activities such as the "Happy Chinese New Year" and the "Night of Beijing", to promote global influence of Chinese culture and showcase the cultural charm of the capital.

7. Continuing to improve people's wellbeing and increasing people's sense of benefit, happiness and security

With a view to satisfying demands for convenience, livability, diversity, fairness and security, we will make sure people's basic needs are met, prioritize key areas, improve institutions, and guide public expectations. We will implement projects pertinent to people's life, and improve supply and services.

Providing satisfactory educational service. We will foster virtue through education; improve teachers' professional ethics; train qualified teachers for kindergartens, primary schools and secondary schools; and build a team of competent and professional teachers. We will implement the third phase Pre-School Education Action Plan, attach equal importance to public and private schools, innovate in the ways of fiscal input, develop affordable kindergartens, and add another 30,000 places at kindergartens within this year. We will respond to the changing size of school-age population, enhance pre-school education management, strengthen responsibility of the kindergarten operators, fulfill the government's regulatory duty, implement the "posted inspector" system , involve parents in the management, and make the children and their parents feel safe. In key new towns and ecological conservation areas, we will build demonstration schools, support the "school district" reform, the development of "school clusters" and rural schools. We will further narrow the gap between urban and rural schools, and between education in different regions and in different schools. We will promote comprehensive reform of the education system through reform of senior secondary school entrance examination and college entrance examination; reduce primary and secondary school students’ extracurricular burdens; and transform educational philosophies and approaches. With the purpose of nurturing talents, we will improve the quality of higher education, and encourage each university to differentiate and develop its distinct features. We will encourage universities to respond to needs of the city's development, and promote cooperation between schools and enterprises. We will advance vocational education, continuing education, special education, and online education that meets the requirements of the capital's economic and social development; and build a learning city.

Comprehensively implementing the "Healthy Beijing" initiative. Focusing on lifecycle health services for all, we will provide equitable, accessible, systematic and continuous health services. We will build a two-tier, interconnected health information platform at municipal and district levels based on electronic medical records and health archives. We will improve the modern hospital management system, and pilot reform in the salary and incentive mechanisms of public hospitals. We will optimize the hierarchical diagnosis and treatment system; create at least one tightly-knit medical alliance for each district; develop specialized medical alliances; improve community-level medical services; promote contractual family doctor services; improve the appointment system; crack down on scalpers; thus making services more accessible for patients. We will implement a "two invoices only system" in pharmaceutical procurement to lower prices. We will implement the joint procurement of medical supplies in the Beijing-Tianjin-Hebei region, and regulate the pricing of a second batch of medical service items. We will adopt a ceiling-based, diversified and composite medical insurance payment mechanism, and promote medical payment by disease category at all three grades of hospitals. We will continue to implement direct settlement of trans-provincial inpatient expenses. We will consolidate and promote National Health Districts, and carry out public fitness activities and patriotic health campaigns. We will enhance the prevention and control of major infectious diseases as well as emerging and sudden outburst of infectious diseases; and strengthen efforts to screen and intervene in non-infectious chronic diseases. We will encourage free voluntary blood donation. We will improve the midwifery services to secure the safety of mothers and children. We will promote the culture of Traditional Chinese Medicine (TCM), and encourage prestigious TCM practitioners to reach out to communities. We will implement the public fitness regulations, build more sport facilities near homes, and open more facilities to the public. We will prepare for the 2019 FIBA Basketball World Cup. We will build Beijing into a national model city for food safety, with over 80% of the canteens in primary and secondary schools, kindergartens, and elderly care institutions reaching the "Sunshine Catering" standards. We will crack down on food and drug related illegal activities of all kinds to ensure food and medicine safety.

Improving the housing system that places equal emphasis on renting and purchasing. We will strictly implement measures and policies regulating the real estate market, strengthen supervision and prepare new policies to guarantee market stability. We will complete the supply of 1,200 hectares of land for residential constructions, and increase the supply of housing to stabilize market expectations. We will further develop the rental market, especially long-term renting, and promote the use of rural collectively-held construction land to build housing for rent. We will encourage industrial parks to build dormitories for staff, and provide housing through multiple channels for people working in city operation and service sectors. We will standardize management of the rental market, and implement policies to ensure tenants stability and access to public services. We will promote construction of housing with public-private joint ownership on the 2.9 million square meters of land already supplied and commercial housing units on the 6 million square meters of land already supplied, and make them available on the market as soon as possible. We will build and mobilize 50,000 units of government-subsidized housing of various kinds, and renovate 23,600 households in the run-down areas.

Creating jobs and providing social security. We will promote the spirit of "model workers" and craftsmanship, nurture the social ethos valuing work and perfection, enhance skills training, and improve the competence of the labor force. We will provide targeted employment assistance to the most vulnerable groups and reassign laid-off employees; we will create 360,000 new jobs in the urban area. We will ensure social insurance coverage for all, improve the basic medical insurance system for urban and rural residents, optimize the dynamic upward adjustment mechanism for urban-rural residents’ basic pension and welfare pension, and encourage the development of commercial medical insurance and enterprise annuity, so as to improve the multi-tiered social security system. We will collect information on people in need, pool relevant assistance resources, and establish assistance institutions at three levels—the city, districts, and sub-districts. We will step up disability prevention and provide better rehabilitation services for people with disabilities. We will continue to advance the construction of barrier-free facilities and create a social environment that values equality and integration.

Better elderly services. We will synergize government- and society-sponsored elderly services, and promote the coordinated development of home-based elderly care and elderly care at institutions. We will adopt policies and foster a social environment in which senior citizens are respected and cared for. We will standardize facilities for the elderly in newly built communities, build another 150 community elderly service stations within the year, and promote mutual-support elderly service facilities in rural areas. We will ensure government purchase of more basic elderly services, and establish systems such as the Comprehensive Old-Age Allowance system and the system of calls and visits to elderlies at home. We will pilot reform of the professional caregiver mechanism, and expand social benefits for the elderly. We will forge deeper integration between medical care and elderly care, and continue the pilot project of policy-based long-term care insurance. We will continue to improve the quality of elderly services so as to meet people's diverse needs.

Innovation in social governance. We will implement the three-year action plan for standardizing community-level social governance, improve urban-rural community governance, and perfect the rural governance system featuring self-governance, the rule of law, and the rule of virtue. We will implement the "Ten Services Initiative" to improve basic public services in communities, build 200 model "community homes", and expand the "15-minute service" to over 90% of the communities in urban areas. We will introduce non-government players in the provision of community services, and make the service providers more specialized and professional. We will improve the system of public psychological services, and cultivate self-esteem, self-confidence, rationality, self-restraint, and optimism among our people. We will work to revise regulations on promoting voluntary services and make voluntary services regular and institutionalized. We are committed to the fundamental national policy of gender equality, and protect the legitimate rights and interests of women, children and minors. We will implement the Party's policies related to ethnic and religious affairs; enhance exchanges, interaction and integration between different ethnic groups, and guide religions in adapting to a socialist society. We will support the reform and development of national defense and armed forces, reform the entitlement and resettlement system for servicemen and their families, continue to deepen national defense mobilization, raise public awareness about the importance of national defense, and constantly strengthen and develop unity between the government and the military and between the people and the military in the capital.

Building a safe Beijing. We will adopt a holistic concept of national security, and use the highest standards to guarantee political security, security from terrorism, social safety, public security, and cyber security, so as to fulfill our important responsibility. We will promote the "safe development" concept for a mega city; give top priority to life and safety; strengthen public awareness; and build our capacity for disaster prevention, mitigation, and relief. We will strictly implement the responsibility system for workplace safety; implement the three-year action plan for eliminating safety hazards of the city, focusing on the "three-in-one" or "all-in-one" places ; and strengthen regulation of key areas such as fire safety, construction sites and transportation; so as to prevent major and extremely major accidents. We will ensure safe operations of the city’s lifelines, including water, electricity, gas, and heating supply. We will strengthen prediction, early warnings and prevention of social tensions and risks; improve coordination among people's mediation, administrative mediation and judicial mediation; make our work related to “xinfang” (complaints filed through letters, visits and calls) more professional, law-based and digitized; and promptly address, on the spot, people's reasonable demands in accordance with law. We will strengthen and improve the multi-dimensional IT-based crime prevention and control system; combat and punish in accordance with law illegal and criminal activities such as pornography, gambling, drug abuse, gang violence, kidnapping, and fraud; and launch special crackdown on gangsterism and crimes; in order to safeguard the security and stability of the capital.

8. Forging ahead with reform and opening and fostering new institutional advantages

In commemoration of the 40th anniversary of China's reform and opening-up, we will learn from the past, seize the opportunity and take targeted measures to create an enabling business environment and offer quality public services. We will implement major reform measures and improve our capacity in opening-up and development across the board.

Stimulating the vitality of market players through improved business environment. We will implement plans for improving business environment and appraise the business environment of each district. We will further streamline administration, balance delegation of power and regulation, and optimize services; and implement the State Council's decision on the elimination and delegation of certain administrative approval procedures. We will strengthen the role of enterprises as principal investors. We make sure that authority is delegated to the district level for approval of 90% of the enterprise investment projects and all "file for record" projects . All pre-conditions for "file for record" investment projects will be removed. We will continue the "permits consolidation" reform, pilot the reform to "separate business license from operating permits", and expand the pilot project of whole-process electronic registration. We will strengthen continuous and ex post supervision, improve the social credit system, and offer more incentives for good faith and disincentives for bad faith. We will deepen the financial reform andsupport innovation in the multi-tiered capital market so that it can better serve the real economy. We will optimize the geographical distribution of the financial industry, and facilitate the integrated development of Financial Street and Lize Financial Business Area. We will improve the management of government debts, fulfill local financial supervision duties, fight against violations of laws and regulations and forestall systemic financial risks. We will improve the state-owned assets management system and pilot state-owned capital investment and operation companies. We will move faster to strategically restructure the sectoral distribution of state-owned economy and make state capital strong, competitive and powerful. We will reduce the layers of the management hierarchy, develop mixed-ownership economy, and support Class-I enterprises in listing as a whole or only their main businesses. We will encourage private investment; remove discriminatory restrictions and all hidden obstacles; encourage private businesses to participate in public-private partnerships; and attract private investment to health, education, elderly care and sports. We will cut down the costs of the real economy, and continue to clean up unreasonable charges imposed on enterprises. We will implement preferential taxation policy and improve taxation services. We will strengthen property rights protection, stimulate and promote entrepreneurship, and establish sincere yet clean government-business relations.

Improving public services through reform of key processes. Focusing on key barriers, we will make our services more transparent and accessible. We will improve the four-tier administrative service; regulate the lists of administrative approval items; prepare standard and scenario-based guidelines; and improve the service maps under the open government initiative. We will move all services into the single administrative service center at each level of government, and replace "centralized approvals" with "integrated services". We will improve functions of the online service portal and promote multi-level, cross-department information sharing and recognition. We will improve the service capacity of network terminals, mobile terminals and self-service terminals to address the “last mile” issue. We will let information come to people and enterprises, rather than the other way round, thus making administrative service as accessible as online purchase. We will continue to eradicate the practice of requiring "weird certifications" from applicants. We will comprehensively strengthen performance-based management. We will build a mechanism that evaluates performance based on quality and costs, and allocates public resources based on results, thus increasing the cost-effectiveness of fiscal fund. We will steadily reform the division of fiscal powers and spending responsibilities between the municipal and the district governments, and improve the basic service capacity.

Opening up on all fronts with higher standards. We will adopt more proactive opening-up strategies, formulate plans to improve our environment and capacity for international standard service, so as to cultivate a law-based, internationalized, and enabling development environment. We will improve the facilities and capacity of the city as an international exchange center, and provide superior services for major home-ground international events. We will complete the two rounds of pilot projects to open up the service sector wider, build demonstration zones and projects, develop new models and new business formats, and thus establish the "Beijing brand" in the service sector. We will improve the capacity for opening the financial sector, and support international financial institutes in setting up solely foreign-funded financial institutions or Sino-foreign joint venture financial institutions in Beijing. We will improve measures supporting the 144-hour visa-free transit policy to expand tourism consumption. We will provide convenience to our compatriots in Hong Kong, Macao, and Taiwan as well as foreign nationals seeking education and medical treatment in Beijing; and introduce more foreign capital and brains to Beijing through the foreign affairs and overseas Chinese office. We will continue to improve Beijing's competitiveness in trade in services and play a good host to the 5th China Beijing International Fair for Trade in Services. We will improve the functions of Beijing Tianzhu Free Trade Zone; plan and construct with high standards the Free Trade Zone of Beijing's new airport; and raise trade facilitation level. We will formulate a Beijing Three-Year Action Plan for the "Belt and Road" Initiative, advance the building of a two-way investment promotion platform, jointly establish technology innovation parks with countries along the Belt and Road, and thus increase the coverage and depth of opening-up.
