On June 30, the Beijing Municipal Bureau of Human Resources and Social Security issued a Notice on Commencement of Evaluation of Professional Titles in Beijing in 2025. The application channels will open on July 10.

Professional technical personnel employed by entities in Beijing, including state-owned enterprises, public institutions, economic entities from non-public sectors, and social organizations, are eligible to apply for professional titles to be evaluated. This eligibility also extends to residents from Hong Kong SAR, Macao SAR and the Taiwan region, as well as foreigners holding Foreigner's Work Permits.

From July 10, Beijing will launch the evaluations of professional titles for a wide range of sectors under a unified schedule. These sectors include engineering technologies, agricultural technologies, experimental technologies, economy, accounting, statistics, audit, sports, journalism, publication, broadcasting and hosting, translation and interpretation, art, arts and crafts, artifacts and museums, books and other relevant materials, archiving, natural science research, philosophy and social science research, and public legal services. The process will be divided into five stages—online applications by individual applicants; review, disclosure and recommendation by employers; review by evaluation service entities; payment of fees by applicants; and defense and evaluation.

From July 10 to 31, applicants may access the official website of the Beijing Municipal Bureau of Human Resources and Social Security (http://rsj.beijing.gov.cn), click on the "Individual Affairs" (个人办事) section, and after registration/login, select the "Professional Title Evaluation" (职称评审) module to enter the "Beijing Municipal Professional Title Evaluation Platform" (北京市职称评审服务平台) for online application procedures.

The review, disclosure, and recommendation period for employers will run from July 10 to August 7. During this period, the applicants' employers shall access the official website of the Beijing Municipal Bureau of Human Resources and Social Security (http://rsj.beijing.gov.cn), click "Legal Person Affairs" (法人办事), select the "Employers' Reviews and Recommendations for Professional Title Evaluations" (职称评审单位审核推荐) module, enter the "Beijing Municipal Professional Technician Title Administration System" (北京市专业技术人员职称管理系统), and verify the personal information submitted by the applicants. The results shall be available for public review for a minimum of five working days.

The evaluation service entities will conduct reviews from ‌July 10 to September 16‌. Once approved, applicants shall pay their fees online through the system before the deadlines informed by their corresponding evaluation service entities. Any applicant failing to pay on time will be considered as voluntary withdrawal of his/her application.‌

The ‌defense and evaluation stage‌ will take place from ‌early September to late November‌. Applicants seeking ‌senior or intermediate professional titles‌ shall attend ‌offline defense sessions‌, while those applying for ‌junior titles‌ will each undergo an ‌expert appraisal‌ with no defense sessions required.
