Foreign nationals who have obtained the "Foreign Permanent Resident ID Card" in Beijing and are not covered by basic medical insurance, and the spouse and children (minors) of foreign nationals who have obtained the “Foreigner’s Work Permit” (Class A) and are not covered by basic medical insurance are eligible for the URRBMI in Beijing.
► Foreign nationals who have obtained the "Foreign Permanent Resident ID Card" in Beijing and have no basic medical insurance shall submit your passport, electronic photo, "Foreign Permanent Resident ID Card", and a statement guaranting the absence of basic medical insurance.
► The spouse and children (minors) of foreigner nationals who have obtained the "Foreigner’s Work Permit" (Class A) in Beijing, and have no basic medical insurance shall submit the "Foreigner’s Work Permit", electronic photo, ID card, marriage certificate, birth certificate(s) of the child(ren), and a statement guaranting the absence of basic medical insurance.
For students, the school will consolidate and handle the enrollment and payment of the insurance. For others, they have to head to the social security office at their residences to do so.
Insurance enrolment
For those who meet the conditions for enrollment in the current year, their application shall be completed within 90 days from (i) the date of obtaining Beijing’s household registration or; (ii) the date of meeting the enrollment conditions.
Renewal of insurance
From November to February of the subsequent year.
The method of payment for the URRBMI in Beijing is “payment via entrusted banks”.
Insurance enrollment
Establishing a bank account for payment: the insured shall open a personal settlement account (card or passbook) at a branch office of any banks entrusted by the social security agency and deposit at least one year’s worth of medical insurance premium .
Note: Foreign insured persons can only open a bank account with your passport.
Renewal of insurance
If you enrolled in the insurance through the social security office or the school last year and adopted “payment via entrusted banks”, please ensure that your relevant bank balance is sufficient for subsequent payment.
Online self-service payment
Insured persons can log onto the “Beijing Social Insurance Online Application Service Platform” to access the self-service payment method available between the 5th and 20th day of every month.
1. For persons who enrolled in the insurance scheme during the stipulated period, they shall enjoy the URRBMI benefits from the month of enrolment and premiums payment until December 31 of that year.
2. For those who were not enrolled during the stipulated period, they have to complete the enrollment and payment procedures and pay the lump sum for the annual medical insurance premiums according to the regulations. After the three-month waiting period expires, they can enjoy the URRBMI benefits until December 31 of that year.
3. When transiting between different identities, namely an an urban/ rural elderly, a resident of working age, a student and a child, the insured shall enjoy benefits according to the identity at the point of payment.
4. For persons who had been enrolled in the Urban Employee Basic Medical Insurance (UEBMI) before payment was suspended, they shall still enjoy the URRBMI benefits from the month of enrollment and payment until December 31 of that year if they switched to the URRBMI scheme within 90 days of the suspension.
5. For those who had been enrolled in the URRBMI scheme before attaining employment and switching to the UEBMI, they shall enjoy the benefits of UEBMI from the month of paying the UEBMI premium and will no longer enjoy the benefits of the URRBMI.
6. No individual accounts are set up for the URRBMI. The contribution period for the URRBMI is not factored into the contribution period for the UEBMI.
