Approved by the Ministry of Education and sponsored by the People's Government of Beijing Municipality, Beijing Open University (BOU) has autonomy in running schools and conferring degrees. Following the educational philosophy of "Education for All Without Discrimination", the BOU adopts flexible and diverse teaching methods, as well as a system featuring "loose enrollment and strict graduation". The BOU provides high-quality education by deeply integrating technology into education so as to meet different demands of the diverse population in Beijing, as well as the demand for customized education and life-long learning, and eventually promote the construction of a learning city in the capital.

Founded in 1960, Beijing Radio and TV University is the earliest university in TV media industry in China. On July 31, 2012, approved by the Ministry of Education, Beijing Radio and TV University was renamed as Beijing Open University.

The BOU is mainly responsible for providing open resources for distance education and providing life-long learning opportunities for Beijing citizens; undertaking the task of building the life-long distance learning service center for Beijing citizens, and the website for the learning-oriented city of Beijing; and promoting the fulfillment of historical mission of constructing the "school credit bank" and an "overpass" for life-long learning. The BOU insists on cultivating talents for industries and enterprises, as well as rural areas and communities, and adopting flexible and diverse school-running methods. Thanks to these efforts, a multi-level education pattern, which includes the conferring of bachelor degree, college degree and secondary school degree has been initially formed.
