Haidian District, as one of the first four pilot areas set by the Beijing municipality, officially launched the construction of the International Talent Community in September 2017. Centered on the H-shaped area along Zhongguancun Street - Chengfu Road - Zhichun Road - Xueyuan Road, the district has leveraged its advantages in location, cultural resources, industry and innovation, while linking surrounding distinctive nodes to build an international talent community that embodies Haidian's unique features and a global outlook.
The talent community establishes the "Three Lounges, One Block" featured spots, which refers to building three international talent lounges in Zhongguancun West Area, Shangdi, and Xueyuan Road, and building the first international talent community demonstration street — Chengfu Road Demonstration Block.
The talent community builds career platforms for international talent. It has promoted the landing of a number of world-class R&D institutes such as the Beijing Academy of Quantum Information Sciences and the Beijing Academy of Artificial Intelligence. It has set up youth innovation platforms, including the "Yangchuang Community" (洋创社区) in Haidian Pioneer Park and the Zhongguancun International Youth Innovation and Development Forum, and established cooperative mechanisms with renowned venture capital institutions, enterprises, and universities.
The talent community enhances supporting services for international talent. It has built apartments in communities like Guanlin Yuan and Haiyue Wutong Yuan, which are "move-in ready" for international talent. The first school for children of foreign nationals is being built in its northern area. The project promotes the construction of the Cuihu International Talent Community, aiming to create an international first-class community integrating work and residence.
The talent community improves the service system for international talent. The upgraded version of the "Haiying Plan" (海英计划) has been launched, which attracted over 300 international applicants, and 47 new "Haiying talent" have been selected, who were provided with full-chain services. The International Talent Work and Life Guide (Version 2.0) (国际人才工作生活指南2.0版) has been compiled. A series of events, such as "International Students To Haidian" (外国留学生走进海淀), "Urban Design Festival" (城事设计节), and "International Talent Fair" (国际人才集市), have been organized to broadly enhance the enthusiasm of international talent.
