The Beijing Municipal Administrative Center (BMC) is an important component of Beijing's Two Wings and has sought to adhere to a global perspective and international standards when developing the international talent community – an important foundation for the building of a harmonious, world-class, and livable demonstration area – and working towards ever higher capabilities and levels in the pursuit of international talent.

Tongzhou District has sought to further the development of an international talent community in the following three ways:

First, promote the development of the international talent community with culture.

Some of the specific resources drawn upon in the process include Universal Beijing Resort, China's traditional canal culture integrated with the international talent community for a fusion of traditional Chinese and Beijing styles, the charm of the canal, cultural charisma, current trends and fashions, and various international elements.

Second, by adhering to the principle of planning first to develop high-quality projects in accordance with international standards.

The key principle here is planning before developing. After a rigorous international screening process, Tongzhou District invited a world-famous design company to complete a concept study and urban design project for the international talent community that accorded with high standards.

Third, accelerate the development of the community employing the work mode of Three Special through a concerted effort.

After establishing a special leadership group and annual task group to administer the development of the international talent community, a special work mechanism for weekly scheduling, monthly progress, and quarterly reporting was put in place to push forward the development of the community.

Tongzhou District's next aim will be to pursue further development of the international talent community in three ways.

First, create a sound innovation and entrepreneurship ecosystem for international talent.

This will feature a strategy of differential development and take advantage of Universal Beijing Resort's fortuitous timing to push forward high-end cultural and creative industry clusters and establish a core development engine for the cultural tourism industry.

Second, attract international talent by making great efforts.

There will be a push to bring in more international talent by employing market-oriented techniques and national level human resources service industrial parks.

Furthermore, there will be an attempt to strengthen the protection of intellectual property rights in the cultural industry, and policy guidelines will be streamlined to improve the vitality of international innovation and entrepreneurship talent.

Third, speeding up improvements of public service support facilities.

To this end, more surveys will be conducted to gain a better understanding of the demands of international talent and to meet ever diversifying cultural needs, and the construction of public service support facilities for residence, education, healthcare and entertainment will be initiated.
