I. Supporting Foreign Talent with a Doctor's Degree in Beijing Municipality to Apply for a Talent Visa (R Visa)

Foreign doctoral graduates invited by innovation and entrepreneurship entities can apply for a Confirmation Letter for High-Level Foreign Talent. After receiving the Confirmation Letter for High-Level Foreign Talent, they can apply for a talent visa (R Visa) which is valid for no more than ten years. Their spouse and minor children can apply for visas with the same period of validity.

1. Eligible applicant

Foreign doctoral graduates invited by institutions of higher education, research institutions, or high-tech enterprises in Beijing Municipality

2. Requirement 

Applicants shall hold a doctor's degree, which shall have been granted within the last five years.

3. Application materials

Application form, invitation letter from a Chinese employer, the applicant's passport and certificate of doctor's degree, and other required materials, etc. 

II. Supporting Foreign Talent in Beijing Municipality to Apply for Work permits with the Help of Industrial Parks or Incubation Carriers

During the entrepreneurship period, foreign talent can apply for work permits through industrial parks or incubation carriers.

1. Eligible applicant

Foreign talent who start a business in incubators and other incubation carriers. The incubation carriers refer to national-level technology business incubators, university science and technology parks recognized by administration authorities in Beijing Municipality, municipal-level entrepreneurship incubation demonstration bases, and municipal-level technology business incubators.

2. Requirement

Foreign talent who are settled in incubation carriers and have not registered to establish an enterprise within the entrepreneurship period can apply for work permits through industrial parks or incubation carriers.

Foreign talent shall also fulfill other basic requirements of the Notice on Issuing the Service Guidelines (Interim) for Foreigners’ Work Permits in China.

3. How to apply

Applicant: incubation carriers shall be the applicant for foreign talent in the application of work permits and shall take full responsibility for foreign talent in the period of entrepreneurship recommended by them.

Application process: incubation carriers shall process the Notification Letter of Foreigner’s Work Permit in the People’s Republic of China and Work Permit for Foreigners in accordance with the Notice on Comprehensively Implementing Work Permit System for Foreigners Working in China and the Notice on Issuing the Service Guidelines (Interim) for Foreigners’ Work Permits in China. If the foreign talent, with a relevant valid visa, has already entered the territory of China, incubation carriers can directly apply for the Work Permit for Foreigners for the eligible foreign talent. Application materials: the application form, the valid passport, the non-criminal record certificate, the certificate of physical examination, and the certificate issued by the incubation carrier proving that the foreign talent is working under it.

Follow-up management: incubation carriers shall handle the change, cancellation, and extension of the work permits' validity for foreign talent in time according to the actual situation and shall be responsible for the management of foreign talent. Foreign talent who register to set up enterprises shall apply for new work permits based on the enterprises they established in a timely manner. Before the expiration of the work permit, incubation carriers shall conduct corresponding assessments to handle the extension and cancellation of the work permits in accordance with the actual needs. In principle, the above-mentioned permits can only be extended once.
