Chapter 1 General Provisions
Article 1: The Measures have been drawn up to implement the prior talent development strategy, the Overall Plan of Beijing for Strengthening the Construction of the National Scientific and Technological Innovation Center (Guo FaDocument[2016] No. 52of the State Council of 2016) and the Implementation Opinions on Deepening the Reform of the Beijing Talent Development System and Mechanism (Jing FaDocument[2016] No. 15of Beijing Municipality of 2016), and cultivate theyoung scientific and technological talents of Beijing vigorously.
Article 2: Beijing NewScience and Technology YouthTalent Program (hereinafter referred to as the NewYouthTalent Program) is sponsored by the municipal financial fundPublic Finance of Beijing Municipalityand it is a science and technology talent cultivation program organized and implemented by Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing Municipality. The New TalentYouth Talent Program aims to select excellent youth science and technology cadres, carry out scientific and technological innovation activities based on relevant projects, promote the improvement of the scientific research levels and management capabilities, and cultivate and promote a group of youth science and technology cadres with high political quality, strong innovation abilities and excellent innovative spirit.
Article 3: The talentselection workof the New TalentYouth Talent Program is carried out once a year. Support shall be provided for the youth science and technology cadres acting as scientific research project leaders throughin aproject funding form.
Chapter 2 Qualification Criteria
Article 4: The scientific and technological employee who applies to participate in the New TalentYouth Talent Program (hereinafter referred to as the Applicant) shall not be older than 35 yearsold, and the Applicant shall uphold the leadership of the Communist Party of China, love the socialist cause, be loyal to the motherland, and have a strong entrepreneurial spirit, good professional ethics, fine social principles and the spirit of truth-seeking, innovation, cooperation, and devotion. In addition, the Applicant shall meet the following criteria:
1. The Applicant has a bachelor'’s degree and has worked for five years or longer, or the Applicant has a master'’s degree and has worked for two years or longer, or the Applicant has a doctorate.
2. The Applicant shall have good oral communication ability in a foreign language.
3. The scientific research project for which the Applicant is applying shall belong to the natural science field, shall promote the social and economic development of Beijing, and have good application prospects.
Article 5: The organization for which the Applicant works (hereinafter referred to as the Support Organization) shall be an organization recognized as a legal person registered in Beijing.
Article 6: To strengthen the optimal allocation of the cultivation resources for youthscience and technology youthtalents, theyouth science and technologysametalents shall not be entitled torepeatitivefundingedly assisted. The youthscience and technology youthtalents who have been included in any national talent cultivation programs shall not be included in the selection and financial assistancefundingscope.
Article 7: The Applicant who has met the criteria shall log in to the Science and Technology Talent Management Information System of Beijing and input relevant information. The information shall be examined and verified successively by the Support Organization and Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing Municipality. If the information passes the examination and verification, the Support Organization shall submit the application material and be responsible for authenticity of the application material content. The application material shall not contain any secret-related content. If the Applicant violates any national secrecy provisions, the application qualification of the Applicant shall be void.
Chapter 3 Selection
Article 8: The "“openness, fairness, justness, and excellence selection"” principles shall be adhered to in the selection of the New TalentYouth Talent Program. The selection modes include the social selection mode and the joint selection mode. The social selection is an open selection carried out in the society by Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing. The joint selection is an open selection carried out jointly by Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing and the co-cultivation organizations.
Article 9: The social selection procedure includes multiple links such as thepreliminary review, theconference review, thefinal review, and the public notification andreleasefor publicity.
1. PreliminaryInitialreview. The material review form shall be adopted in the preliminary review. Materials of different professional fields shall be reviewed by different review groups. The experts of related fields shall be grouped into the preliminary review groups for thedifferent professional fields. The Applicant is comprehensively evaluated mainly on his/her personal resume, scientific research ability and social contribution, and his/her personal development potential. The dDisclosed ballot mode shall be adopted to select the applicants who will enter the conference review link.
2. Conference review. The oOn-site oral defense formshall be organizedadoptedforin the conference review. Materials of different professional fields shall be reviewed by different review groups. The experts of related fields shall be grouped into the conference review groups for different professional fields. The respondent is comprehensively evaluated mainly on his/her personal comprehensive quality, the scientific research innovation and feasibility, and his/her future development plans. The dDisclosed ballot mode shall be adopted to select the applicants who will be listed in the preliminarily sshortlistedelected applicant list.
3. Final review. The preliminarily selectedfinalizedapplicants listshall be examined and approved based on the opinions of the conference review.
4. Public notification andRreleasefor publicity. The finally reviewedapprovedpreliminarily-selectedapplicant list shall be released for publicnotificationity on the official website of Beijing Municipalthe Science and Technology Commissionof Beijing Municipality. The publicnotificationity period shall last forisfive workingdays. The selected applicant list shall be released according to the publicityresultsof such notification.
Article 10: The jJoint selection shall be reviewed according to the joint selection plan, andshortlistedapplicantsshall be decided. The preliminarily selected applicant list will be generated after the jointreview. The final review of the shortlistedpreliminarily selectedapplicantslist generated from the joint selection review shall be organized together withandthe final review of the preliminarily selected applicant list generated fromthe social selectionshall be executed together, and the resultsapproved preliminarily-selected applicant lists shall be approved for public notification andreleased for publicity together.
Chapter 4 Support
Article 11 Beijing Municipal Science and Technology CommissionThe Science and Technology Commission of Beijing Municipality shall provide financial assistancefundto the selected science and technology talent and encourage the Support Organization to provide corresponding fund supportcarry out the fund matching.
Article 12 Beijing Municipal Science and Technology CommissionThe Science and Technology Commission of Beijing Municipality shall pay close attention to and attentively cultivate the selected talents:
1. A high level advisorsupervisor shall be recommended to the selected science and technology talent as aguidance counselor to direct the scientific research work of the selected science and technology talent.
2. The selected science and technology talent shall be encouraged to participate in or undertake an important science and technology program or project, theconstruction of a key scientific research and innovation platform and theconstruction of a key discipline in Beijing.,
3. The selected science and technology talent shall be recommended to national or Beijing science and technology talent programs.
4. The selected science and technology talent shall be encouragedsupportedto participate in skill training, investigation tours, academic salons, forums, and other activities.
Article 13: The selected science and technology talent shall be encouraged to do cross-field research on interdisciplinary cooperation subjects. If a selected science and technology talent acts as a leader in advanced interdisciplinary cooperation subject research, the talent shall be grantedthe financial fundaid for the Interdisciplinary Cooperation SubjectResearch of Beijing NewScience and Technology YouthTalent Program (hereinafter referred to as the ICR-BSNSTYT) by Beijing MunicipaltheScience and Technology Commissionof Beijing Municipality. The projectselection workof the ICR-BSTYTICSNST shall be carried out once a year. A selected science and technology talent can be financially assisted by both the New TalentYouth Talent Program and the ICR-BSTYTICSNST at the same time.
Article 14: The Support Organization shall be encouraged to set up a platform for growth of the selected science and technology talent by combining its own talent work. The Support Organization shall properly assist the selected science and technology talent in some areas such as application for a scientific and technological project, financial assistance, and policy guidance.
Chapter 5 AdministrationManagement
Article 15: A task plan shall be signed by Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing Municipality, the selected science and technology talent and the Support Organization. The scientific research plan, the talent cultivation plan, and any other content shall be clearly specified in the task plan.
Article 16: The administration of both the New TalentYouth Talent Program and the ICR-BSTYTICSNST shall be carried out according to the Measures for the Special Administration of Science and Technology in Beijing.
The research grants for the New TalentYouth Talent Program and the ICR-BSTYTICSNST shall be managed according to the AdministrationMeasures of Beijingfor the Administration of theProject Grants ofof BeijingScience and Technology Program.
Article 17: The Support Organization shall strengthen the annual performance evaluation and daily management of the selected science and technology talent, prepare the staged progress reports, and submit the reports to Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing for filing.
Article 18: A contact mechanism, a communication mechanism, and an information update and management mechanism shall be established for the selected science and technology talent to follow the scientific research progress and personal growth of the selected science and technology talent over time. The daily contact with the selected science and technology talent shall be strengthened.
Article 19: If the selected science and technology talent needs to stay abroad for workfor onmore than aeyearand abovedue to the demand of his or her work during the implementation period of the New TalentYouth Talent Program, the Support Organization shall report it to Beijing Municipal Science and Technology Commissionthe Science and Technology Commission of Beijing for promptfilingin a timely manner.
Article 20: If the selected science and technology talent is transferred to another province or city, or the selected science and technology talent quitsbreaks away from the original research field due to careerchangeshis or her job transfer during the implementation period of the New TalentYouth Talent Program, the implementation of the task plan shall be terminated and the matters of concern shall be handled according to the procedure specified in the AdministrationMeasures of Beijingfor theSpecial Administration ofScience and Technology Programsin Beijing.
Article 21: If any content of the task plan is not implemented without explanation, the selected science and technology talent and the Support Organization shall bear the responsibility for breach of contract according to the agreed terms specified in the task plan.
Article 22: After the implementation period of the New TalentYouth Talent Program comes to an end, the relevant technological, management, and finance experts shall be gathered to examine and evaluate the task plan implementation, the scientific research progress of the selected science and technology talent, the growth of the selected science and technology talent, etc.
Article 23: Beijing Municipal Science and Technology CommissionThe Science and Technology Commission of Beijing Municipality shall establish a mutually connected and supportive tiered financial aid system covering all the different development stages of the selected science and technology talent, pay continuous attention to the selected science and technology talentand provide support and services for the selected science and technology talentthem according to their performance ofthe selected science and technology talentin the implementation of the New TalentYouth Talent Program.
Chapter 6 Supplementary Provisions
Article 24: The Measures shall be implemented 30 days after their release. If any inconsistency betweendocuments issued previouslybefore the implementation of the Measures are not consistent withand the Measures, the Measures prevail. The Measures for theAdministration Measuresof Beijing forNewScience and Technology YouthTalent Program (JingKke RenFfa [2002]Document No. 595of 2002) shall be repealed simultaneouslywhen the Measures begins to be implemented.
