——Implementation Measures for the Foreign Talent Visa System
In accordance with the instruction of the Official Reply of the State Council on the Overall Plan of the Comprehensive Pilot Program for Further Opening up the Services Sector in Beijing (Guo Han [2019] No. 16), in order to further optimize the development environment for foreign talents, provide more convenience for foreign talents to work in China and promote the aggregation of international talents in Beijing, the Measures is hereby formulated to fulfill the tasks that the "eligible high-caliber and urgently-needed foreign talents who are employed by the enterprises in the service industry, after being identified by the relevant foreign talent department, should be ensured to enjoy the same facilitation measures and 'green channel' services as foreign talents (Category A) when applying for work permits, talent visas and other documents and for the coverage by social insurance system of the city".(Beijing Municipality)

In order to create a sound working and living environment for foreign talents, the policy stipulates that the exit and entry services for the accompanying children of foreign talents in Beijing should be provided for the convenience of their study in China, and they are allowed to file an application to the port visa authorities of Beijing for a (X1) student visa by presenting their school acceptance letters and other supporting documents. In order to meet the demand proposed by the enterprises in the Zhongguancun Science Park for allowing foreign spouses and minor children of high-level Chinese talents to apply for permanent residence through the "Through Train" procedure, the policy stipulates that foreign spouses and minor children of high-level Chinese talents in Zhongguancun Science Park are allowed to enjoy the same treatment as the foreign spouses and minor children of high-level foreign talents and can apply for permanent residence through the "Through Train" procedure.(Zhongguancun Science Park)
