
Beijing will launch the 2026 professional title application and evaluation process on July 7. Professional and technical personnel employed by Beijing-based state-owned enterprises, public institutions, non-public economic entities, and social organizations—including those from Hong Kong SAR, Macao SAR, and the Taiwan region, as well as foreign nationals holding a Foreigner's Work Permit in China—are eligible to apply.
Professional technical qualification evaluation in fields (specialties) such as engineering, economics, accounting, sports, journalism, translation and interpretation, archives management, and public legal services will be conducted according to a unified citywide schedule, which is divided into five stages.
01 Individual Online Application
From July 7 to 30, applicants should visit the official website of the Beijing Municipal Bureau of Human Resources and Social Security (http://rsj.beijing.gov.cn), click on the "Individual Services" (个人办事) section, register or log in, select the "Professional Title Evaluation" (职称评审) module, and access the "Beijing Municipal Professional Title Evaluation Service Platform" (北京市职称评审服务平台).
02 Review, Disclosure, and Recommendation by Employers
From July 7 to August 6, the applicants' employers responsible for their social insurance enrollment shall log in to the official website of the Beijing Municipal Bureau of Human Resources and Social Security, click the "Legal Person Affairs" (法人办事) section, select the "Employers' Review and Recommendation for Professional Title Evaluations" (职称评审单位审核推荐) module, and access the "Beijing Municipal Professional Technical Title Administration System" (北京市专业技术人员职称管理系统) to verify the personal information submitted by the applicants. The review results must be made available for public review for no fewer than five working days.
03 Review by Evaluation Service Agencies
From July 7 to September 17, the evaluation service agencies will complete the initial review. Applications that are incomplete or non-compliant will be returned, along with a single notice specifying all required revisions.
04 Payment by Applicants
Once the application has passed the review, applicants shall complete the payment online through the system within the timeframe specified by the evaluation service agencies. Failure to do so will be deemed a voluntary withdrawal of the application. The evaluation service agencies will submit the applications of the applicants who have passed the review and completed payment to the evaluation committee.
05 Defense and Evaluation
This stage will run from early September to early December. Applicants for senior or intermediate professional titles shall attend an on-site oral defense, while those applying for junior professional titles will undergo an expert panel review without an oral defense. The evaluation committee will conduct a comprehensive assessment of the applicants in accordance with the relevant evaluation criteria and vote by a secret ballot. Applicants who receive affirmative votes from at least two-thirds of the committee members present will be granted the corresponding professional technical qualifications.
In addition, the workflow and schedule for the evaluation of professional technical positions of healthcare professionals, primary and secondary school teachers, secondary vocational school teachers, and technical college teachers will be subject to notices issued by the relevant competent authorities. Higher education institutions, Party schools, certain research institutions, new-type R&D institutions, and private enterprises that have been approved to conduct independent evaluations and appointments shall carry out their evaluations independently in accordance with their filed work plans.
Beijing continues to expand the scope of correspondence between international professional qualifications and professional titles. CFA (Chartered Financial Analyst) has been newly added to the list of qualifications corresponding to senior professional titles, bringing the total number of high-demand international professional qualifications corresponding to senior titles to nine. The Certified Data Management Professional (Senior) has been newly added to the directory of qualifications corresponding to intermediate professional titles, bringing the total number of international professional qualifications corresponding to intermediate titles to 25. Any holder of either type of qualification, who meets the relevant academic and work experience requirements, may use the qualification as a basis for applying for a higher-level professional title. Meanwhile, under the professional qualification-to-professional title correspondence frameworks established at both the national and municipal levels, professional and technical personnel who have obtained any of the 54 recognized professional qualifications (e.g. Certified Fire Protection Engineer), and meet the academic qualification and work experience requirements specified in Beijing's implementation measures for the professional title system reform, may have their professional qualifications recognized as corresponding to professional titles of the relevant series and levels. These qualifications may also be used as a basis for applying for higher-level professional titles, further strengthening the linkage between the professional qualification system and the professional title system. This year, Beijing introduces professional title evaluations for two major emerging specialties, namely robotics and low-altitude technologies. The specialty of robotics is divided into four major categories for evaluation: core components, algorithms and software, complete-machine design and manufacturing, and system integration and application, covering practitioners across the entire spectrum of R&D, hardware, software development, and project integration. The specialty of low-altitude technologies encompasses four major categories: low-altitude aircraft R&D, low-altitude aircraft manufacturing, low-altitude operation system development, and low-altitude safety assurance, fully covering the core segments of the low-altitude economy industry chain.
The Beijing Municipal Bureau of Human Resources and Social Security specifically reminds applicants that those who submit false materials, plagiarize the work or academic achievements of others, or resort to other improper means will, in accordance with relevant regulations, be disqualified from applying, have the violation recorded in the professional title evaluation integrity database, and have the granted title (if any) revoked.
Currently, Beijing's professional title evaluation system comprises 25 professional title series, covering 1,238 specialties, including artificial intelligence and big data. Applications for evaluation are conducted entirely online. The entire process is open and transparent, with information on professional titles, academic qualifications, and social security records automatically retrieved and cross-checked, eliminating the need to submit paper documents.
