Beijing Starts Annual Point-based Hukou Registration on April 13

According to a notice released by the Beijing municipal bureau of human resources and social security on April 11, this year's hukou registration on the point-based system will be officially open for applications for 30 calendar days, starting at 8:00 a.m. on April 13. Applicants should submit their applications on the dedicated service section of the official portal (http://rsj.beijing.gov.cn/jflh/). The name list of qualified applicants will be made public on the official website of the People's Government of Beijing Municipality (https://www.beijing.gov.cn) for review, starting on July 10.


The Registration consists of five stages

A timeline for the five stages of this year's registration:

Application (30 calendar days in total from 8 a.m. on April 13 to 8 p.m. on May 12)

Department review of applications (20 calendar days in total from May 13 to June 1)

Review results open for inquiry (8 calendar days in total from 8 a.m. on June 2 to 8 p.m. on June 9)

Department re-examination and points ranking (30 calendar days in total from June 10 to July 9)

Public disclosure of results and hukou registration (public disclosure for 8 calendar days starting from July 10, after which shortlisted applicants will be moved into the registration process)

The main work of the annual registration process will take 96 calendar days. The hukou quota for new registration this year is 6000. If two or more qualified applicants have accumulated the same amount of points, they will be both registered.


Honesty-guided registration

As stated in Article 17 of the “Operating Procedures and Rules for Beijing Municipal Point-Based Hukou System”, applicants and their employers should jointly guarantee the authenticity of applications and take responsibility accordingly.

Applicants who submit false materials will be disqualified from applications to the system this year and the following five years; Beijing permanent residence status, if obtained dishonestly, will be canceled by the public security bureau, with the applicant's hukou moved back to the former registered area. Employers who are complicit in false material submission will be disqualified from applications this year and the following five years. For applicants and employers caught in violations of their commitments to the authorities during the registration, a record of dishonesty will be kept on the social credit system of Beijing. Those suspected of committing crimes shall be transferred to judicial organs for handling per law.


No fee charged and no intermediary services accepted

For the details of this year's application, the authorities remind applicants to closely follow government announcements posted on the dedicated service section of the official website of the Beijing municipal bureau of human resources and social security.

To fill in the application forms more accurately and efficiently, applicants are advised to examine in advance information regarding their rental contracts, self-owned residence, academic degrees or graduation certificates, etc. All information should be verified before submission.

As a reminder, the Beijing government does not charge any fees or accept any intermediary services for registration. Applicants and employers should keep their guard up and be aware of fraud practices.
