Notification Letter of Foreigner's Work Permit: Applications for Foreign Professional Talents (Non-Credit-Based) Outside of China
Important Things to Know
1. Foreign Talents should be professionals who are urgently needed according to the requirements of their position and for China's economic and social development in line with the Guidance Catalogue of Foreigners Working in China. They should be 60 years old or younger, hold a bachelor's degree or higher, and have at least two years of relevant working experience. These requirements may be relaxed for those who are in particular demand, such as innovative entrepreneurial talents, professional and technical talents, or excellent foreign graduates, and should adhere to the points scoring system and intergovernmental protocols and agreements. 2. During re-application, the applicant who has obtained the Foreigner's Work Permit is not required to resubmit the highest degree certificate again (the system can locate the corresponding certification materials which have been uploaded). If the position applied for is the same as the position approved for under the former work permit, the applicant is not required to submit any materials certifying work experience.
3. Any applicant who has changed their nationality since applying must re-apply for the Foreigner's Work Permit.

5. "Overseas contract service providers" refers to the employees of overseas enterprises that have no commercial presence (i.e. legal business entity) in China but are engaged in substantial business activities abroad. They provide temporary services in China to carry out service contracts obtained from Chinese employers, and their remuneration comes from overseas employers. Service providers should have the necessary educational background, professional and technical qualifications for providing services. The number of service providers shall be determined based on the scale of tasks to be fulfilled according to the contract. In addition to all of the aforementioned materials, overseas contract providers applying for a work permit in China must also submit the service contract obtained in China (which should include both parties of the contract, work location, contract service details, applicant's position and job description, duration of work in China, and signature/seal page).
6. A foreign language teacher should be engaged in the teaching of their native language, and have obtained a bachelor's degree or above with at least two years' experience in language education. He or she who (i) has a bachelor's degree or above in education, language, or pedagogy, or (ii) has obtained a teacher qualification certificate in the host country, or (iii) has obtained any certificates of qualification for international language teaching such as the TEFL certificate, may be exempted from submitting a certificate of work experience.
7. "Approval documents issued by the responsible professional department" include representative certificate, doctor medical license, short-term medical practice license, employment certificate, and receipt forms for the temporary activities of NGOs abroad. "Professional qualification certificates" include chef certificates, athletic coach certificates etc.
8. Foreign talents who have obtained a PhD in the field related to their position can be exempted from submitting a certificate of work experience. International talents who graduated from graduate school within the past year and obtained a master's degree in a relevant major can be exempted submitting a certificate of working experience. Talents who fulfill this clause are categorized as "Other Foreigners" (Class C).
9. Those who have obtained global qualification certificates and 60 points in the score-based system for a relevant position can be exempted from submitting a certificate of working experience, but they must have their qualification certificates verified.
Note: Salary will be a supplementary item. If it is an applicant's first work permit application, a letter of commitment on the annual salary should be submitted. When it comes to re-application (including renewal or cancellation), a corresponding individual income tax record and a screenshot of a list of details about individual tax payments of the natural person should be submitted (affixed with an official seal).
10. Those who have already received a work permit notification but have not yet applied for the corresponding work permit should cancel the previous notification before re-application.
