A foreign applicant who has been holding the post of deputy general manager, factory deputy director or above or of the title of associate professor, associate researcher or above or enjoying an equal treatment in a department of the State Council or a subordinate institution of the people's governments at the provincial level, an enterprise or public institution carrying out national key project or major scientific research project, or seven types of scientific research institutions such as national laboratory, national key laboratory, national engineering laboratory, national engineering research center, state-accredited enterprise technology centers, national engineering technology research center and foreign-invested research and development center for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years in four years and with a good tax paying record, may apply for permanent residency.

1. Two 2-inch front-facing, bareheaded, color photos taken against a white background, along with a digital copy of the photo (submitted in disk)

2. Photocopies of the applicant's valid foreign passport and work-type residence permit  obtained in Beijing in the last four consecutive years

3. Statement(s) on no criminal record in foreign country(-ies)

4. A photocopy of the physical examination certificate issued by either a health and quarantine department designated by the Chinese government, or by a foreign medical institution certified by the Chinese embassy or consulate in the concerned country (The designated exit-entry health and quarantine department in Beijing is the Beijing International Travel Health Care Center. The certificate shall be issued within six months prior to the date of the acceptance of the application.)

5. Photocopies of the individual tax payment certificates issued by tax authority(-ies) (The tax payment period shall be four consecutive years prior to the date of application.)

6. An employment certificate (This refers to a certificate on the applicant holding the post of deputy general manager or above or of the title of associate professor, associate researcher or above, or enjoying an equal treatment for at least four years. The certificate shall be issued by the employer.)

7. A photocopy of the applicant's "Foreigner's Work Permit" (The valid period should be four consecutive years prior to the date of application. Information about the applicant's employer, position and personal details should be consistent with that in the certificate of employment and other relevant certificates.)

8. A photocopy of the registration certificate of the employer (If the employer is an enterprise, the duplicate of the business license is required. For any other kind, other types of certificates such as the legal person certificate of a public institution shall be provided. If the employer is a foreign-funded enterprise, a "Certificate of Approval for Establishment of Enterprises with Foreign Investment in the People's Republic of China", or a "Recordation Receipt for Establishment of Enterprises with Foreign Investment in the People's Republic of China" and a "Modification Receipt for Recordation of Enterprises with Foreign Investment in the People's Republic of China" are needed.)

9. Any employee serving at an enterprise or public institution carrying out a national key project or a major scientific research project shall submit the project's certification document issued by provincial and ministerial competent departments.

10. If the employer belongs to any of the seven types of scientific research institutions (national laboratory, national key laboratory, national engineering laboratory, national engineering research center, state-accredited enterprise technology center, national engineering technology research center or foreign-funded R&D center), the qualification certificates of the employer shall be provided. Specifically, if the employer is a national laboratory, national key laboratory or national engineering technology research center, the approval issued by the Ministry of Science and Technology shall be provided; if the employer is a national engineering laboratory or national engineering research center, the approval issued by the National Development and Reform Commission shall be provided; if the employer is a state-accredited enterprise technology center, the approvals issued by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs and the State Taxation Administration shall be provided; if the employer is a foreign-funded research and development center, the approval list issued by a governmental authority of commerce shall be provided.

11. Upon application and for four consecutive years prior to the date of application, the applicant shall meet all relevant conditions such as those regarding his/her employer, position (title) and residence period. If the employer, position or title was changed within this period, the change(s) shall meet the relevant requirements, and the relevant certificates shall be provided.

12. If the applicant had Chinese nationality before, he/she shall provide the photocopies of the residence permit, the naturalization paper or the household certificate transcript in the foreign country concerned, and that of his/her Chinese passport used for naturalization.

13. Personal resume of the applicant (which shall include the details from 18 years old to present, with no missing gaps between years or months)

1. The applicant must sign the application form.

2. If the applicant's name has changed, the proof of name change must be provided.

3. The certificates issued by the relevant foreign institutions must be authenticated by apostilles or authenticated by the Chinese embassy(-ies) or consulate(s) in the country(-ies) concerned.

4. A Chinese translation with the official stamp by the translation company is required for any material in a foreign language.

5. All the original copies shall be reviewed before the submission of photocopies. Photocopies shall be in the A4 format.

6. If the applicant needs to print his/her Chinese name on his/her Foreigner Permanent Resident ID Card, he/she should clearly indicate whether to print his/her Chinese name in the "Other Matters to be Explained" column on the application form.

7. If the applicant hasn't canceled his/her Chinese household registration or Chinese resident ID card, he/she needs to cancel first.
