
A foreign applicant who has been holding the post of deputy general manager, factory deputy director or above, or of the title of associate professor, associate researcher or above or enjoying an equal treatment in a high-tech enterprise, foreign-funded enterprise in an industry encouraged, foreign-funded advanced-tech enterprise or foreign-funded export-oriented enterprise in Beijing for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years in four years and good tax-paying records, may apply for permanent residency.

1. Two 2-inch front-facing, bareheaded, color photos taken against a white background, along with a digital copy of the photo (submitted in disk)
2. Photocopies of the applicant's valid foreign passport and work-type residence permit he/she obtained in the last four consecutive years
3. Statement(s) on no criminal record in foreign country(-ies)
4. A photocopy of the physical examination certificate issued by either a health and quarantine department designated by the Chinese government, or by a foreign medical institution certified by the Chinese embassy or consulate in the concerned country (The designated exit-entry health and quarantine department in Beijing is the Beijing International Travel Health Care Center. The certificate shall be issued within six months prior to the date of the acceptance of the application.)
5. Photocopies of the individual tax payment certificates issued by tax authority(-ies) (The tax payment period shall be four consecutive years prior to the date of application.)
6. An employment certificate (A certificate on the applicant holding the post of deputy general manager or above, having the title of associate professor, associate researcher or above, or enjoying an equal treatment for at least four years. The certificate shall be issued by the employer.)
7. A photocopy of the registration certificate of the employer (If the employer is an enterprise, the duplicate of the business license is required. For any other kind, other types of certificates such as the legal person certificate of a public institution shall be provided. If the employer is a foreign-funded enterprise, a "Certificate of Approval for Establishment of Enterprises with Foreign Investment in the People's Republic of China", or a "Recordation Receipt for Establishment of Enterprises with Foreign Investment in the People's Republic of China" and a "Modification Receipt for Recordation of Enterprises with Foreign Investment in the People's Republic of China" are needed.)
8. A photocopy of the certificate of confirmation of the enterprise (For a high-tech enterprise, a "Certificate on Ascertainment of High-Tech Enterprise" shall be provided; for a foreign-funded enterprise in an industry encouraged, a "Certificate of Confirmation for Domestic or Foreign-Funded Projects Encouraged by State" or a "Modification Receipt for Recordation of Enterprises with Foreign Investment in the People's Republic of China" shall be provided; for a foreign-funded advanced-tech enterprise, a "Certificate of Confirmation for Foreign-Funded Advanced-Tech Enterprises" shall be provided; for a foreign-funded export-oriented enterprise, a "Certificate of Confirmation for Foreign-Funded Export-Oriented Enterprises", or a certificate issued by the competent department of Beijing, which proves that the enterprise has the aforementioned qualifications, shall be provided. The valid time period shall be four consecutive years before the date of application by the applicant, and shall correspond to the duration of employment of the applicant.
9. A photocopy of the "Foreigner's Work Permit", the "Employment Certificate for Foreigners" or the "Foreign Expert Certificate" (The valid time period shall be four consecutive years before the date of application by the applicant, and the information on employer, position and personal details shall be consistent with those indicated on the employment certificate and other relevant certificates.)
10. If the applicant had Chinese nationality before, he/she shall provide the photocopies of the residence permit, and the naturalization paper or the household certificate transcript in the foreign country concerned, and that of his/her Chinese passport used for naturalization.
11. Personal resume of the applicant (which shall include the details from 18 years old to present, with no missing gaps between years or months)

1. The applicant must sign the application form.
2. If the applicant's name has changed, the proof of name change must be provided.
3. The certificates issued by the relevant foreign institutions must be authenticated by apostilles or authenticated by the Chinese embassy(-ies) or consulate(s) in the country(-ies) concerned.
4. A Chinese translation with the official stamp by the translation company is required for any material in a foreign language.
5. All the original copies shall be reviewed before the submission of photocopies. Photocopies shall be in the A4 format.
6. If the applicant needs to print his/her Chinese name on his/her Foreigner Permanent Resident ID Card, he/she should clearly indicate whether to print his/her Chinese name in the "Other Matters to be Explained" column on the application form.
7. If the applicant hasn't canceled his/her Chinese household registration or Chinese resident ID card, he/she needs to cancel first.
