A foreign applicant who has been holding the post of deputy general manager, factory deputy director or above or of the title of associate professor, associate researcher or above or enjoying an equal treatment in a high-tech enterprise, foreign-funded enterprise in an industry encouraged, foreign-funded advanced-tech enterprise or foreign-funded export-oriented enterprise in Beijing for at least four consecutive years upon application and prior to the date of application, with a cumulative period of residence in China no less than three cumulative years in four years and with a good tax paying record, may apply for permanent residence.

1. 2 2-inch front bareheaded white or light blue background colored photos and electronic photo (submitted in CD).

2. Photocopy of the applicant's valid foreign passport and work-type residence permits he/she applied for in the last 4 consecutive years.

3. Statement on no criminal record in foreign country.

4. Photocopy of the physical examination certificate issued by the health and quarantine department designated by the Chinese government or by a foreign medical institution certified by the Chinese embassy or consulate in that country (the exit-entry health and quarantine department designated in Beijing is the Beijing International Travel Health Care Center, and the certification shall be issued within 6 months prior to the date of acceptance).

5. Photocopy of individual tax payment certificate issued by the tax authority. The tax payment period shall be 4 consecutive years prior to the date of application.

6. Employment certificate A certificate on the applicant holding the post of deputy general manager or above or of the title of associate professor, associate researcher or above or enjoying an equal treatment for at least 4 years issued by the employer.

7. Photocopy of the registration certificate of the employer. For an enterprise, the "Duplicate of Business License" of the company shall be provided, for other entities, certificates such as the "Legal Person Certificate for a Public Institution" shall be provided. If the employer is a foreign-funded enterprise, the "Approval Certificate for a Foreign-Funded Enterprise"or the "Recordation Receipt for the Formation of a Foreign-Funded Enterprise"and the "Recordation Receipt for the Alteration of a Foreign-Funded Enterprise" of the enterprise shall be provided.

8. Photocopy of the certificate of confirmation of the enterprise. For a hi-tech enterprise, the "Certificate on Ascertainment of Hi-tech Enterprise" shall be provided; for a foreign-funded enterprise in an industry encouraged, the "Certificate of Confirmation for the Domestic or Foreign-funded Projects Encouraged by the State" or the "Recordation Receipt for the Alteration of a Foreign-Funded Enterprise"shall be provided; for a foreign-funded advanced-tech enterprise, the "Certificate of Confirmation for Foreign-funded Advanced-tech Enterprise"shall be provided; for a foreign-funded export-oriented enterprise, the "Certificate of Confirmation for Foreign-funded Export-oriented Enterprise" shall be provided, or a certificate issued by the competent department of Beijing proving that the enterprise has the above mentioned qualifications can be provided. The valid time period shall be 4 consecutive years before the date of application by the applicant, and shall correspond to the duration of employment of the applicant.

9. Photocopy of the "Work Permit for Foreigners", the "Employment Certificate for Foreigners"  or the "Foreign Expert Certificate". The valid time period shall be 4 consecutive years before the date of application by the applicant, and the information on employer, position and personal details shall be consistent with those indicated on the employment certificate and other relevant certificates.

10. An applicant who had Chinese nationality before shall provide the photocopy of the certificate of eligibility for foreign settlement, the naturalization paper or the household certificate transcript, and the Chinese passport used for naturalization.

11. The applicant's resume (from the age of 18 till now, the year and month shall be consecutive).

1. Certificates issued by relevant foreign institutions shall be certified by the Chinese embassy or consulate in that country.

2. Materials in foreign language must be translated into Chinese, and the translation company's official seal shall be affixed to the translation.

3. The original must be reviewed before submitting a photocopy, and a photocopy of A4 size shall be provided.

4. If the applicant needs to print the Chinese name on the "Foreigner Permanent Resident ID Card", he/she shall clearly indicate whether to print the Chinese name in the "Other Matters to be Explained" column on the application form.

5. An applicant who has not canceled the household registration in China shall apply after canceling the household registration.
