Application for Basic Old-age Insurance Now Available Both Online and Offline for Foreigners and Residents from Hong Kong, Macao and Taiwan in Beijing

The Beijing Administrative Center for Social Insurance Fund has published a notice that foreigners and residents from Hong Kong, Macao and Taiwan in Beijing can now, as they see fit, apply online or offline for the participation in basic old-age insurance scheme and claim benefits.

According to the "Notice on Issues Concerning the Participation of Foreigners and Residents from Hong Kong, Macao and Taiwan in Beijing's Basic Old-age Insurance Scheme for Rural and Non-working Urban Residents", the Beijing basic old-age insurance scheme for rural and non-working urban residents is now open both online and offline for application to those aged between 16 and 60 years old who now live in Beijing, are unemployed and hold a valid Foreign Permanent Resident ID Card or mainland residence permit for Hong Kong, Macao and Taiwan residents obtained in Beijing (excluding students).

In terms of online application, the applicant can apply via the APP(北京人社), the WeChat official account (北京人社) or the official website of Beijing Municipal Human Resources and Social Security Bureau. On the APP, the applicant can click the "social security service" and select the "basic old-age insurance scheme for rural and non-working urban residents" module; on the WeChat official account, the applicant can follow the path of "mini-service"-"personal service"-"social security"-" basic old-age insurance scheme for rural and non-working urban residents"; on the website, the applicant can click the "basic old-age insurance service" module and follow the instructions as required.

The applicant can fill in all related information for the participation in the insurance scheme and upload their valid identification through any of the above-mentioned channels. Foreigners are also required to upload the Registration Form of Temporary Residence issued by the public security organs.

In terms of offline application, applicants can take their valid identification to the nearest government affairs service center at the street or township level for registration. Foreigners are also required to take the Application Form of Temporary Residence issued by the public security organs.  

When it comes to claiming benefits, the eligible insured can also use the same methods mentioned above. For the insured who claim online, they need to confirm the "service request form concerning the benefits under the basic old-age insurance scheme for rural and non-working urban residents", and check benefits calculation and payment standards after the "benefit verification form of the basic old-age insurance scheme for rural and non-working urban residents" is generated automatically. 

For the insured who claim offline, they can go to the nearest government affairs service center at the street or township level and present their valid identification to the staff for verification and the entering of information into the system. They also need to confirm the "service request form concerning the benefits under the basic old-age insurance scheme for rural and non-working urban residents" and sign to confirm the "benefit verification form of the basic old-age insurance scheme for rural and non-working urban residents". After that, the district-level social security handling institutions by which the insured are administered will review for approval. The handling institutions will pay the benefits in full on the 15th day of each month from the following month when the insured are eligible for the claiming.  

The valid identification for such application refers to a valid Foreign Permanent Resident ID Card or a mainland residence permit for Hong Kong, Macao and Taiwan residents obtained in Beijing. For now, the Beijing Unified Identity Authentication Platform only supports the real-name authentication of the Resident Identity Card of the People's Republic of China, Mainland Travel Permit for Hong Kong and Macao Residents and Foreign Permanent Resident ID Card, so residents from Taiwan in Beijing can only apply for related services offline.
