Beijing has decided to make several adjustments to its traffic control measures on local motor vehicles and non-local passenger vehicles on January 26, from January 28 to February 4, and on February 8, according to a circular issued by Beijing Traffic Management Bureau.

1. Motor vehicles with Beijing-registered license plates will not be subject to the restrictions based on the last digits of license plate numbers of motor vehicles, which are aimed at regional traffic control during rush hours of working days.

2. Passenger vehicles registered elsewhere with passes for entering Beijing (specifically, the area within the 6th Ring Road of Beijing) will be allowed to run on the 5th Ring Road and the roads within from 7:00 to 9:00 and 17:00 to 20:00, and will not be subject to the city's license plate-based traffic restrictions in these areas from 9:00 to 17:00. However, drivers of such vehicles should still comply with the management regulations of "no entry on roads within the 2nd Ring Road (inclusive), Jianguomen Outer Street, Fuxingmen Outer Street, and Fuxing Road (the section from Muxidi Bridge to Xinxing Bridge) all day long".
