Recently, Beijing has released the Opinions on Building a Beautiful Beijing in an All-Round Way and Accelerating Modernization Featuring Harmonious Coexistence Between Humanity and Nature (the Opinions).

The Opinions has proposed the ultimate goal to build a "zero-waste city" across Beijing. Improvements will be made to the collection, transport and disposal facilities of hazardous wastes, and active efforts will be made to enhance the coordinated disposal of incineration fly ash from domestic wastes and the comprehensive utilization of resources. Moreover, a more sound system for the investigation and monitoring of new pollutants will be established. By 2027, key milestones will be achieved in the "zero-waste city" drive, with basically no domestic waste incineration fly ash ending in the landfill. By 2035, a "zero-waste city" will be fully built and the environmental risks of new pollutants will be effectively controlled.
