Its management model for data export has shifted from standard contract filing to secure, orderly, and free data circulation under the negative list mechanism, which marks a major breakthrough in Beijing's institutional innovation on data export in the financial sector.

The efficient completion of NongHyup Bank's project has become a mature practical case for scaling up the negative list management model across multiple industries in Beijing.
In May 2026, Beijing issued the Data Export Negative Lists of China (Beijing) Pilot Free Trade Zone and National Integrated Demonstration Zone for Greater Openness in the Services Sector. These lists encompass one set of administrative measures and nine sector-specific negative lists, with four new sectors newly covered, namely medical devices, autonomous driving, trade logistics and banking, covering 67 business scenarios and 612 specific fields. The introduction of the lists substantially cuts enterprises' compliance costs and improves the efficiency of cross-border/boundary data transfers.
