In 2022, Dongcheng Bureau of Administration for Market Regulation (hereinafter referred to as the "Bureau") has commenced the one-stop license and permit issuance services for cases concerning the examination and approval (or case-filing) of business operating licenses, and also permits regarding food, medicine and medical equipment. The Bureau has recently refined the services to further provide convenience for enterprises.

By implementing the service mode combining "one-stop license and permit issuance" and "concerted processing of cases filed by subsidiaries of chained enterprises", the clerks can submit all the materials on-site for parallel examination and approval. The operating licenses and food business licenses can both be issued simultaneously after undergoing alteration.

In lieu of having materials examined by different examiners, the one-man examination and approval mode for issuance of licenses and permits has been adopted to halve the number of the steps needed for processing while shortening the processing time. This service modification also aims to establish a harmonized examination standard, improve the one-time approval rate of the materials submitted for applying for licenses and permits, and ensure that the issuance of licenses and permits is done simultaneously if possible. It should also be noted that the process has been shortened from two to three working days to half a day.
