Beijing Fully Electronifies Licenses, Seals and Fapiao for Business Startup

Beijing has realized the full electronification of business licenses, seals and fapiao receipts for newly started businesses as they now receive a set of electronic seals (e-seals) free of charge together with electronic licenses (e-licenses) starting January 20.

The synchronized issuance of e-licenses  and e-seals indicates the landnig of another reformative measure of Beijing to deepen reform for the benefits of enterprises and the people.

E-seals and physical seals are legally of equal effects. E-seals will be automatically generated for newly registered businesses in a set of five respectively forlegal name, fapiao receipts, financce, contracts and names of legal representatives.

Enterprises may access to their own e-seals for use via "Beijing Tong" app, the municipal government services website (https://banshi.beijing.gov.cn/), or "Beijing Yunzhang" WeChat mini-program.

As a next step, Beijing will actively promote the interconnectivity, mutual recognition and interoperability of electronic licenses, seals and fapiao receipts across departments and industries. Specifically, e-seals will be frequently used in common government services like tax, employment insurance and provident funds, and will also be extensively applied in contract signing and more business and industry scenarios. Finally Beijing will realize the universal applicaton of e-seals in the whole process of government servieces and in all walks of life.
