Continuing to stabilize prices

Focusing on stabilizing food prices and housing rents, we will thoroughly implement price control measures; implement the price monitor responsibility system for the municipal government and district and county governments; make effective use of the price stabilization fund; improve contingency plans for regulating the market; comprehensively carry forward with work of ensuring supply, controlling distribution, enforcing supervision and stabilizing expectations; and maintain overall price stability. We will focus on ensuring the supply of agricultural and sideline products, convert 2,000 hectares of land into farmland for growing vegetables and 1,333 hectares for protected agriculture, upgrade and transform 80 large-scale fisheries and livestock and poultry farms, and effectively develop production bases outside Beijing. We will actively spread a new model for linking up producers and sellers of agricultural and sideline products and work hard to reduce distribution costs. We will improve the systems of government reserves and commercial reserves, and become better able to regulate the market. We will improve guidance on housing rental prices and further regulate the housing rental market. We will tighten market monitoring and price controls; severely crack down on illegal behavior such as releasing false information, speculative hoarding, price manipulation and malicious speculation; maintain market order; and protect consumers’ interests. We will earnestly implement price subsidy policies, and enhance social assistance. We must not allow price increases to affect the basic living conditions of the low-income population.

2. Deepen industrial restructuring

We will focus on fostering new growth areas in the economy, strive to develop the real economy, and more quickly steer the capital’s economy onto the track of green and innovation-driven development led by highly talented people.

Strengthening the supporting and leading role of technological innovation

We will intensify implementation of the “1 + 6” policies and supporting measures for the Zhongguancun National Innovation Demonstration Zone, bring together and integrate innovation factors, and strive to promote scientific and technological innovation and use advances in science and technology in production. We will expedite the introduction of the guidelines on developing a national technology and finance innovation center, and help establish a national over-the-counter market under unified supervision. We will accelerate construction of the Emerging Industries Technology Institute and Special Industries Park at the Zhongguancun Science City, complete construction of the main municipal infrastructure and some supporting service facilities for the Future Science and Technology City, push forward the development of a new science and technology zone in northern Haidian, and speed up adjustments to and environmental upgrading of the Zhongguancun West Zone. We will deepen implementation of the Special Talent Zone action plan and form a dynamic set of policies on personnel that has new mechanisms. We will strengthen links that central and local government scientific research institutes have with industrial resources and deepen the innovative development of integration between military and civilian sectors. We will improve mechanisms for overall planning of budgetary funds; focus on supporting special projects that are elements of major state scientific and technological projects, major science and technology infrastructure projects, and large projects to apply results in science and technology to industry and production; and accelerate projects for promoting the use of science and technology to revitalize industries and for using science and technology to support the people’s wellbeing. We will strengthen the dominant role enterprises have in making innovation; develop a technological innovation service platform; bring into play the role of universities, research institutes and technology alliances of enterprises; and promote collaborative innovation between the government, enterprises, universities and research institutes. We will thoroughly implement strategies on IPR and standardization, strengthen IPR protection, do a good job of work related to the pilot project on patent commercialization, and energetically develop IPR services.

Accelerating the reorientation of industry to high-end production

We will fully implement policies and measures that promote the development of strategic emerging industries, increase R&D on core technology; develop a number of scientific and technological innovation projects and other key projects; strengthen demonstration, application and market development; and foster the formation of new pillar industries as soon as possible. We will support R&D into the new generation mobile communications technologies as well as their application and industrial production; promote innovation in and the development of the Internet of Things; accelerate the construction of the China Cloud Industrial Park, International Information Port, State Geographic Information Science and Technology Park and the Rail Transportation Industrial Park; and move forward with the trial integration the telecommunications network, the radio and television broadcasting network, and Internet in the city. We will lend strong support to R&D into new-energy vehicles and their industrial production, speed up development of service networks for charging or exchanging the batteries of electric vehicles, and promote application demonstrations. We will thoroughly implement projects that encourage rapid development of the bio-pharmaceutical industry; firmly push forward the construction of bases such as the Yanfang Petrochemical New Materials Industrial Base, Beijing General Aviation Industrial Base, Yanqing New Energy Industrial Park, Digital Television Industrial Park and Sany Industrial Park; and speed up the cultivation of emerging industry clusters. We will focus on the construction of major projects such as a production base for passenger vehicles for which we own the brand names, an Aviation Industry Corporation of China Beijing Industrial Park and a base for high-end manufacturing in Fangshan; and give impetus to the development of modern manufacturing industries in the direction of being more technology-intensive and producing higher-end products. We will deepen our strategic cooperation with central government organizations, ensure the implementation of projects that have already been contracted, actively filter new support projects and formulate policies to promote the development of major projects.

Constantly raising the level of development of the service industry

We will mobilize the strength of the entire city to put on the first China (Beijing) International Fair on Trade in Services, and strive to create a “Beijing Service” brand. We will formulate guidelines on implementing trials of comprehensive reforms in the service sector, continue to carry out comprehensive national reforms of the service industry in Shijingshan and Zhongguancun, and actively make preparations and lose not time in doing the work of a pilot project to replace the business tax with VAT. We will accelerate the development of emerging service industries and expand and strengthen the information services industry, technology services industry and business services industry. We will refine and improve our policies and accelerate the transformation and upgrading of the life service industry. We will improve financial support policies, promote standardization and development of and innovation in the market for factors of production, and raise the level of development of the financial industry. We will advance the development of logistics clusters, including an international inland port; plan and develop the Southeast Beijing Agricultural Products Logistics Center; implement the common urban logistics distribution project; spur development of the express delivery and cold chain logistics industries; and strengthen the support capacity of urban logistics services. We will strengthen the features and functions of Financial Street, the CBD, the Linkong Economic Zone and the Olympic Park; accelerate the development of the Lize FBD, Tongzhou High-End Business Services Area, Huairou Cultural and Technological High-End New Industrial Area, and Beijing Science and Technology Business District; and promote the formation of a new pattern of industrial development.

Further conserving energy and reducing emissions and consumption

We will implement the objectives and tasks for the Twelfth Five-Year Plan period announced by the state, and with the focus on reductions, we will improve incentive and restraint mechanisms; strengthen assessment and accountability; conscientiously conserve energy and reduce emissions in the key areas of industry, transportation, construction and people’s everyday lives; and ensure the tasks for the year are completed. We will continue to shut down enterprises that consume high levels of energy or water or that are highly polluting and strengthen supervision over such organizations. We will comprehensively promote clean production, and work hard to control pollution at the source as well as during the whole process of production. We will explore ways to spread the classic model of a circular economy, do a good job developing a national eco-industry demonstration zone, greatly develop new-energy and energy-efficient service industries, and accelerate industrialization of recycling. We will advance housing industrialization and improving energy conservation in existing buildings, and energetically spread green building. We will intensify prevention and control of major pollutants such as PM2.5 particulate matter and ozone, promptly establish a sound monitoring network, release real-time monitoring information, and with greater resolve adopt more effective measures and higher standards to achieve constant improvements in air quality. We will complete the task of upgrading 1,200 steam tons of coal-fired furnaces to use clean fuel, take 100,000 old vehicles off the road, make sure 15,000 households in core areas and non-cultural heritage conservation areas switch from using coal to clean energy, strengthen the monitoring of wind-borne dust from construction sites, and ensure that the concentrations of all major pollutants are reduced by 2%. We will implement an action plan for getting the whole population to conserve energy and reduce emissions, promote the use of new energy- and water-saving technologies and products, and mobilize the whole society to participate in energy conservation and emissions reductions.

3. Energetically promote the great development and flourishing of culture

We will make full use of our role as China’s national cultural centre, and accelerate the development of a capital that has advanced socialist culture with a high degree of cultural awareness and cultural self-confidence.

Focusing on developing public welfare cultural undertakings

We will strengthen the development of a system of core socialist values, vigorously promote living up to the Beijing Spirit and reinforce all the city’s residents’ common ideological basis of united struggle. We will firmly advance the capital’s cultural and ethical progress, deepen the campaign to encourage Beijing residents to be more courteous and well-mannered, comprehensively carry forward the public civility guidance campaign, and enhance and improve the ideological and moral development of minors and the ideological and political education of university students, and raise the cultural level of Beijing residents and the level of civility in the city. We will implement the Top-Quality Cultural Works Project, set up a culture and arts development fund and an award for people who make a cultural contribution to the capital, and increase support for culture creation. We will promote the flourishing and development of philosophy and the social sciences. We will successfully hold the National Ethnic Arts Festival and other recognized culture events. We will improve planning for cultural facilities, effectively develop a core performing arts zone in the capital, implement ten cultural programs that benefit the general public, and further improve the system of public cultural services. We will also regulate the dissemination of information online and develop a healthy Internet culture.

Accelerating the development of cultural and creative industries

We will strengthen and expand traditional cultural industries; foster and develop emerging cultural industries such as design, animated games and new media; and promote interaction and integration of culture with technology, education, sports and tourism. We will accelerate development of major projects such as the National Advertising Industrial Park, Music Industry Base, New Media Industrial Park, Publishing and Creative Industrial Park, and increase clustering in the course of industries’ development. We will support the rapid development of outstanding privately run cultural enterprises and small and medium-sized cultural enterprises, and focus on creating key cultural enterprises. We will improve fiscal, tax and financing support policies for cultural industries and deepen links between culture and capital.

Intensifying reform of the cultural system

We will promote innovation in cultural concepts, management and policies, promote the integration of the capital’s cultural resources, and further liberate and develop the cultural productive forces. We will set up monitoring and management institutions for state-owned cultural assets, establish a cultural innovation and development fund, and allocate 10 billion yuan each year to support the development of culture. We will finish corporatizing three art troupes and the first batch of publishers of newspapers and periodicals that do not cover current affairs and politics. We will formulate preferential policies for attracting highly talented people in the cultural field to the capital as well as fostering and utilizing them, and improve incentive mechanisms pertaining to them. We will actively explore new channels and forms for culture to go global and increase the international influence of Beijing culture.

Strengthening protection of sites of historic and cultural interest

We will actively move forward with comprehensive protection of the entire old city, systematically plan and implement the protection and renovation of the areas along Beijing’s central axis from Yongdingmen in the south to the Drum and Bell Towers in the north and along a line from Fuchengmen in the west to Chaoyangmen in the east, and press ahead with applying for UNESCO world heritage site status for the Beijing’s central axis and the Grand Canal. We will create new mechanisms for the protection and use of the whole of the old city, and dig deeper into the cultural significance and value of Beijing’s historical and cultural heritage. We will improve mechanisms for protecting cultural artifacts, increase the pace of vacating culturally significant buildings, and shift from having cultural artifacts being protected by individual organizations to providing unified protection of them. We will strengthen the protection and use of important cultural sites; push forward with preservation of and repairs to cultural relics and planning and construction of parks on the sites of cultural ruins; and focus on protecting and utilizing outstanding modern architecture and important industrial heritage. We will strengthen the protection, exploration, passing on, and use of our intangible cultural heritage such as Beijing opera and Kunqu opera.

4. Increase coordination of development between urban and rural areas and between regions

We will continue to make work related to agriculture, rural areas and farmers in the new circumstances our greatest priority; further increase the intensity of the policy of strengthening agriculture, benefiting farmers and making the countryside prosperous; bring together various forces to stimulate development in key areas; and make new breakthroughs in urban and rural integration and balanced development between regions.

Effectively enhancing the development of the rural economy

We will adhere to and improve the basic rural management system, increase protections for arable land and basic farmland, and give impetus to registration and certification of collective land ownership and tenure. We will explore new models for use and management of rural collective land used for construction purposes, accelerate development of district and county development zones and rural employment bases, and vigorously undertake high-end industry projects. We will strictly implement the system for expropriation of collective land, and effectively safeguard farmers’ land rights and interests. We will encourage development of a new type of collective sector of the economy, basically complete the tasks for reforming the property rights system for the collective sector, improve support policies for reforming the collective forest tenure system, and encourage and support the regulated development of specialized farmer cooperatives. We will improve the system for providing nine major rural financial services related to agricultural credit, agricultural security, rural credit, agricultural insurance, agricultural investment, agricultural investment funds, agribusinesses going public, the market for agricultural factors of production, and pilot areas for comprehensive reform of rural finance, and upgrade financial services in rural areas. We will strive to develop irrigation and water conservancy, and complete the first phase of agricultural infrastructure and comprehensive development. We will speed up development of a national modern agricultural technology city, an agricultural ecological center and other projects, greatly increase investment in agricultural technology, expand urban forms of modern agriculture, and accelerate development of high-end, high-efficiency agriculture. We will complete the tasks of the four-year “three ups” project to provide electricity to “light up,” provide heating to “warm up” and sustainably use agricultural resources to “recycle up”, complete the new round of upgrades to the rural power grid and renovate 100,000 rural homes so that they are earthquake resistant and energy conserving. We will earnestly implement the guiding principles of the Central Working Conference on Poverty Alleviation and Development, give key support to areas in which there is a concentration of low-income rural households, and facilitate increases in rural incomes. We will also do everything we can to make the 7th International Strawberry Symposium and the 18th Congress of the International Society for Mushroom Science a success.

Making solid progress in promoting the development of key new cities and a new system of towns and cities

We will continue to uphold the strategy of focusing on Tongzhou, speed up infrastructure construction and the development of functional zones, and bring about new breakthroughs in the development of high-end commerce, cultural and creative industries, and healthcare. We will actively promote the development of Shunyi, Yizhuang, Daxing, Changping, Fangshan and other key new cities. We will make great efforts to strengthen the industrial capabilities of new cities; guide the distribution of high-quality educational, healthcare, cultural public service resources; and strive to make these areas better suited for both habitation and business. We will make use of the guiding role of the small town development fund; accelerate development of tourism and leisure towns, demonstration towns for science and technology and protected agriculture, and towns for developing zonal economies; and promote the orderly concentration of the rural population and industry. We will improve investment mechanisms and policies, and accelerate construction of infrastructure in suburban industrial bases and in industrial parks. We will successfully carry out pilot projects for developing new types of rural communities and give impetus to extending urban services and management to rural areas.

Accelerating the development of key areas

We will make overall plans for all our work including changing the residence status of people in key villages on the urban-rural fringe, help them find employment and register for social security, accelerate development of 50 key villages, and make them a demonstration zone for urban and rural integration. We particularly need to strengthen guidance through plans, foster and develop suitable industries, successfully carry out pilot projects concerning overall transformation, carry out the replacement of traditional manufacturing with advanced manufacturing, and further upgrade industries. We will strengthen municipal-level overall planning and coordination, accelerate development of major projects including Beijing’s new airport, the Garden Expo Park and the Forest Park on the city’s south central axis, and complete the tasks related to the three-year development action plan for the southern part of the city. We will continue to push forward the development of the new Shougang high-end industry integrated service area, give impetus to the southerly extension to the Yongding River greenbelt, actively support ecological restoration and the development of replacement industries in areas with abandoned mines, and accelerate the transformation of and improvements to the western area of Beijing. We will create new models for the development and business management of mountain valley economies, strengthen joint development of city districts and outlying counties, launch eco-friendly industrial projects, and create a new mountain economic belt. We will support the development of the Miyun Ecological Business District and the Mentougou Tourism and Vacation Zone, organize the relocation of 5,000 farmers from mountainous areas, deepen efforts to clean up small watersheds and make them more eco-friendly, and raise the development level of ecological conservation areas.

5. Further strengthen urban services and management

We will continue to incorporate management into services, strengthen guidance through plans as well as the management of their implementation, promote coordination between economic and social development and the improvement of urban functions, constantly solve development problems, and increase the city’s carrying capacity.

Increasing efforts to alleviate traffic congestion

With the focus on developing rail transport and upgrading the road microcirculation system, taking adjustments to the public transport network and improving conditions at public transport transfer points as the point of attack, and relying on technological support and meticulous management, we will make every effort to improve transportation service and support capabilities, strive to keep the city center traffic congestion index below six, and increase the proportion of trips made by public transport to 44%. We will accelerate the completion of rail lines currently under construction and open parts of each of four new lines as quickly as possible. We will complete 80 projects to ease traffic congestion, open 45 kilometers of microcirculation roads, and effectively construct the Beijing-Kunming Expressway, the Beijing-Baotou Expressway and the second phase of the 110th National Highway. We will construct and manage surface public transport lines at different levels, open up Fushi Road to high-capacity public transport, build integrated transport hubs at Songjiazhuang and Sihui, improve conditions at bus and subway transfer stops, optimize bus routes, and make public transport a more attractive option. We will strengthen parking management and build more parking garages, thoroughly exploit parking resources, and standardize and rectify taxi operations. We will also build a public bicycle service system consisting of 20,000 bicycles, gradually improve the system of roads open only to pedestrians and bicycles, and guide and encourage people to travel in an environmentally friendly way.

Continually improving the quality of the ecological environment

We will earnestly implement household waste management regulations, strengthen overall management over the whole process of household waste disposal, accelerate construction of facilities, increase the proportions of incineration and biological treatment to 20% and 30% respectively, and raise the proportion of residential communities that meet standards for sorting waste to more than 50%. We will raise the proportion of construction waste that is recycled and improve the management of medical waste. We will coordinate the development of the forestry industry with protecting farmland and strive to afforest an area of 13,333 hectares through such measures as using land held in reserve for construction, planting trees in abandoned quarries, adjusting the planting structure of the second greenbelt and seeking policy support. We will continue to effectively carry out the key work of vertical planting in the city, planting trees in barren mountainous areas, managing forests properly, and tending young and medium-growth forests.
