4. Developing an economic structure based on “high-end, precision and sophisticated” technologies
Developing the economic structure based on “high-end, precision and sophisticated” technologies is a core task for adapting to the “new normal”, bringing the new identity to fruition, and marching towards the new goal. We need to properly adjust the economic structure, optimize the internal structure of primary, secondary and tertiary industries, and vigorously develop a “headquarters economy”, so as to create an economy that is innovation-driven, technology-intensive and operates at the high-end of the value chain.
Actively fostering new advantages for high-end industries. We will develop and strengthen emerging industries of strategic importance, and step up the innovation and development of new-generation information technology, bio-technology, new materials, aerospace technology and high-end manufacturing. We will support the integrated development between cloud computing and the “Internet of Things” and mobile internet; encourage reconstruction and integration of traditional industrial chains with information technology; and accelerate creation of new technologies, new products, new models and new industries. We will formulate and carry out the Opinions on Promoting the Development of Production Service Industry; work hard on the pilot project of national comprehensive reform in service industries in Shijingshan District and the pilot project for the modern service industry in Zhongguancun; develop internet-based financial businesses and big-data financial service; and upgrade the development of information and technology service industries. We will step up the building of Beijing insurance industrial park and promote the development of modern insurance service industry. We will draft and implement a three-year action plan for improving the life service industries; introduce modern distribution models such as chain operation and centralized distribution; and encourage the brand-based, featured, large-scale development of the life service industries.
We will actively develop sunrise industries that are energy-saving and environment-friendly; promote the application of new energy technologies and energy-saving products; promote energy performance contracting and pollution control by the third party; and support the development and utilization of such new energy as solar power, wind power and biomass. We will step up the construction of supporting facilities by increasing the purchase quota of new energy vehicles to 30,000, so as to promote the development of its industry.
Consolidating and upgrading consumption-oriented domestic demand structure. We will vigorously carry out projects encouraging consumption in the following six sectors: old-age care, health care and housekeeping; information; tourism; housing; green development; and education, culture and sports. We will foster popular areas of consumption, such as Beidou navigation products, cloud terminal, and smart home appliances, so as to further expand information consumption. We will support the development of internet retail sales, enlarge the scope of the electronic invoice pilot program, and foster a new model that combines on-line and off-line consumption. We will properly organize a series of events such as the Beijing Huimin Cultural Consumption Season, and promote cultural and sports consumption. We will put into practice the Outline for National Tourism and Leisure; execute a paid-holiday system for employees; and build recreational brands with focus on featured small towns and ancient villages, so as to upgrade tourism consumption. We will do a good job in investment promotion; use government investments to guide and attract non-governmental investments, in particular investments in such areas as eco-environment, infrastructure and improvement of people’s livelihood. We will focus on the construction of major projects, and enhance investment efficiency.
Building Six Functional Zones and Four New Areas of High-End Industries. We will render greater specificity to the identity of the functional zones of high-end industries, improve the coordination mechanism for major projects, and follow the path of intensive development. We will strive to improve the industrial, financial and life support systems of the functional zones, reasonably control development intensity, promote the transformation and upgrading of the Beijing Economic-Technological Development Area and its innovation and development, and raise the development of the Financial Street and Central Business District to a higher level. We will accelerate the development of such four new functional areas as Lize Financial Business District, focus on the follow-up construction and utilization of the Yanqi Lake Ecological Development Demonstration Zone, and build up the strength to operate at a large scale as soon as possible.
5. Improving the city’s development pattern
Improving the city’s development pattern is a crucial support for adapting to the “new normal”, bringing the new identity to fruition, and marching towards the new goal. We will be committed to urban-rural integrated development, intensify the strategic identities of districts and counties, and define the city’s growth boundary and draw an ecological red line to create a rational structure for production, living and ecological space.
Giving full play to the role of planning as a powerhouse. We will bring forth new ideas for planning, intensify efforts for top-level and overall planning, and make the planning more forward-looking, systematic and scientific. We will ensure high quality of the revision of the city’s master plan; take the resilience of population and environmental resources as the bottom line to coordinate function easing, population control, land use reduction and space optimizing, and to promote the city’s sustainable development. We will expand channels for mass participation; and formulate a high-level municipal 13th Five-Year Plan and various special plans. In line with the national 13th Five-Year Plan, we will further study important and thorny issues, and promote integrated planning on economic and social progress, urban-rural development, land, population and environment. We will reinforce the accuracy and authoritativeness of the planning to ensure that the blueprint will be implemented to the letter in real earnest through red-line management.
Upgrading the quality of urban construction, infrastructure construction in particular. We will establish world-class standards; scientifically design and meticulously construct functional zones, municipal public facilities and individual buildings; and step-by-step form a functional system that is appropriately forward-looking and interconnected and can meet the needs of use in future. We will plan and build municipal facilities for water, electricity, gas, heating and communications; start the construction of the fourth Shaanxi-Beijing natural gas pipeline; strengthen comprehensive management of underground pipelines; detect and eliminate hidden hazards in oil and gas pipelines; and step up support for city operation. We will improve relevant systems and measures and develop and utilize the city’s underground spaces in a rational, appropriate manner. We will complete the Miyun Reservoir water transfer and storage project and other projects, conclude the follow-up auxiliary planning for the South-North Water Diversion Project, build and renovate 300 kilometers of water supply pipelines, conduct water quality monitoring and operation management, and implement projects to effectively supply high-quality drinking water to rural residents, so that both urban and rural residents have access to safe drinking water. We will vigorously advance the building of a water-saving city, promote the use of water-saving utensils, and encourage every citizen to save water. We will complete the three-year task of building garbage and sewage treatment facilities, and raise the rate of recycled household wastes from 52% to 55%, and the yearly use of recycled water from 860 million cubic meters to 950 million cubic meters. We will exert greater efforts to accelerate the building of sludge treatment and disposal facilities, complete the construction and put into operation all confirmed projects by the first half of next year, basically realize innocuous treatment of sludge city-wide, and investigate and prosecute all illegal discharges of sewage or sludge with “zero tolerance”. We will strengthen the ecological protection of bodies, continue to dredge small and medium rivers. We will continue to renovate pump stations at flood-prone underpasses and build rainwater utilization projects; accelerate the development of modernized meteorology infrastructure; and improve the comprehensive disaster prevention and mitigation system.
Promoting the new-type urbanization at different levels. We will align township development with industrial support and population transfer from the central city, and shift the focus of construction to suburban areas, so as to shape a balanced and coordinated urban development pattern featuring multiple pillars of support. We will formulate and implement a three-year action plan on the development of peri-urban areas, basically complete the building of 50 key villages, expand the pilot project of urbanization at the first greenbelt area, advance the pilot project of integrated urban-rural construction in the second greenbelt area, and reduce the population in the peri-urban areas and increase green space there. We will accelerate the building of Beijing sub-center, complete the infrastructure construction at the core area of Tongzhou, carry forward key projects such as Universal Studios Beijing, and advance the state-level pilot projects of new-type urbanization. We will advance the comprehensive construction of new towns of Shunyi, Yizhuang-Daxing, Changping and Fangshan, and upgrade public services including education and health care, so as to bear the transfer of population and functions from the central city. We will attract non-governmental investment for the construction of small towns, and create a group of featured townships with clear functions, complete facilities, and an excellent ecological environment.
Making further progress in developing the new countryside. With “bringing collectively-held land into circulation, making further progress in the operation of assets and getting farmers organized” as the guidance for reform and development in rural areas to divert modern factors of production in cities to agriculture and rural areas. We will improve the system of economical and intensive land utilization, and hold on to the farmland “red line”. We will accelerate the determination and certification of contracted operational rights in farm land, and support the development of agriculture on an appropriate scale. We will work hard to pilot market-based transaction of collectively-held and commercial construction land, and carry forward intensive and efficient use of land. We will deepen reform of collective forest rights. We will expand the reform in the collective property rights system to township/town level, establish and improve rural property rights trading markets, and strengthen the management of collective assets. We will establish municipal-level demonstration cooperatives. We will step up agriculture restructuring, change the development mode, designate 800,000 mu (53,333 hectares) of land for food production and 700,000 mu (46,666.7 hectares) for vegetable growth, focus on key projects such as the “rice bag” and the “vegetable basket”, accelerate the development of high-efficiency, water-saving agriculture, and improve the ecological conservation of farmlands. We will keep up the construction of “beautiful villages”, focus on the 48 new-type rural community pilots, protect and renovate key traditional villages, and relocate 9,050 farmers living in the mountainous areas. We will provide targeted assistance to low-income villages and households, and work towards increasing farmers’ incomes.
Vigorously supporting the development in vulnerable areas. We will continue to carry out the second phase of the South Beijing Development Action Plan, and expedite the construction of major projects regarding public service, infrastructure and ecological environment in South Beijing. We will implement the policies and measures of restructuring and developing Shougang industrial base, and guide and drive the transformation and development of Beijing western areas. We will actively advance the green development in the ecological conservation areas, accelerate the development of tourism in villages, and develop an ecological service-oriented economy. We will encourage Yanqing District and Miyun County to set up pilot demonstration projects as national major functional zones, and support Mentougou District to create a national experimentation area for sustainable development. We will draft the Action Outline for the Beijing International Horticulture Exhibition 2019, complete master planning of the Expo Park and plans for infrastructure construction around the park, and properly handle the demolition and compensation for land reclamation.
6. Resolving the city’s developmental problems with all efforts
Resolving the city’s developmental problems is imperative for adapting to the “new normal”, bringing the new identity to fruition, and marching towards the new goal. We must be persistent, determined and enforce combined measures to tackle the most thorny “urban disease”.
Strictly controlling the population size. To realize a clear slowdown in the growth of permanent population, we will fully implement the plan on controlling population size, define the regulatory responsibilities for each district and county, and reinforce population management according to law. We will introduce a residence permit system, and work on a permanent registration policy based on accumulated credits. We will push for regulations on house rentals, initiate a new round of three-year rectification of underground living spaces, bring illegally subdivided buildings under control according to law, strengthen dynamic monitoring of demographic data, and better serve and manage the migrant population. We will make rational use of economic means such as finance, taxation and pricing to eliminate low-end, inefficient, energy-intensive industries and shut down 300 polluting enterprises in manufacturing, forging, and small furniture industries; we will clean up town and village-level industrial compounds step by step, and thus facilitate population transfer through relocation of industries.
Continuing to control air pollution. We will strictly implement the Environmental Protection Law and the Regulation on Air Pollution Prevention and Control; comprehensively implement such measures as cutting down the burning of coal, reducing petrol consumption by restricting the number of automobiles; controlling pollution and reducing emissions; and clearing up dust fall. We will step up fiscal support, ensure zero coal-burning in core areas, basically phase out coal-fired boilers in all 6 urban districts, and reduce coal consumption and replace soft coal with hard coal by 1.2 million tons in rural areas. We will eliminate 200,000 old and worn-out automobiles, reduce cement production from 7 million tons to 5.5 million tons, develop green buildings, promote industrialization of residential buildings, and start to collect pollution fees for dust generation at construction sites and for volatile organic compound discharge. We will push for a mid- to long-term regional plan to prevent and control air pollution; improve the coordination mechanism between early warnings and forecasts, scientific pollution control, and the regional mechanism for joint air pollution control; and strengthen emergency responses to heavy air pollution. We will enforce the environmental responsibilities of enterprises, and mobilize the whole society to participate in the smog control. We will complete afforestation of one million mu (66666 hectares) on the flatland, work well in the transfer, management and protection of newly-planted trees and existing forest land, add another 600 hectares of urban green areas, and develop 200 kilometers of municipal-level green trails. We will restore the ecology of farmlands, wastelands and mountain areas, and clean up 400 square kilometers of watersheds. We will reduce the emission from agricultural sources, and promote the recycling of crop residue, manure and other agricultural wastes.
Alleviating traffic congestion. We will continue to prioritize the development of public transport, take new measures to relieve traffic congestion, and step up the construction of a comprehensive transportation system that is safe, convenient, efficient, green and economical. As we reinforce our efforts on rail transit construction, we will start the construction of 4 new lines, and put into operation the middle section of Line 14 and the second phase of the Changping Line. We will improve the road network in the downtown area, and carry forward the construction of the second phase of Guangqu Road and the Pingguoyuan Transportation Hub. We will build parking management models in 12 residential areas and 30 streets, and promote the construction of parking lots at park-and-ride stations. We will tighten parking management, strengthen law enforcement on illegal parking, and standardize the collection of parking fees. We will improve traffic order with focus on major congested areas. We will implement the “Triple One Hundred” Program, that is to transform one hundred bus stops, carry out one hundred traffic congestion relief projects, and to improve one hundred cycle paths; we will designate 30 kilometers as exclusive bus lanes, open “first/last mile” bus services, make rational planning for sidewalks, and increase the number of public bikes to 50,000, so as to facilitate the people’s commuting and traveling.
Continuing to strengthen meticulous management. We will deepen reform in the urban management system, summarize the experience of pilot programs in Shijingshan District, issue opinions on neighborhood and community management reform, and push for downward movement of urban management, and delegate more powers to lower levels. In a bid to improve management efficiency, we will formulate local standards for urban management, construction and development; build another 500 smart communities; and accelerate the integration of three networks, namely social service, urban management and social security. We will take tough measures against illegal construction and land use, demolish 15 million square meters of illegal buildings and ensure zero growth of illegal construction. We will pool our strengths to improve the environment in peri-urban areas, upgrade the environmental quality in key areas and communities, pay special attention to deep-rooted problems, and work well in daily management, so as to make our city cleaner and more orderly.
7. Safeguarding and improving the people’s well-being
Safeguarding and improving the people’s life is the starting point and final goal of all our government work. We will increase capital input in the betterment of the people’s wellbeing; do well in basic social protection, innovation of mechanisms and social governance. We will strive towards improvement of the people’s lives.
Focusing on employment and social security. We will encourage business startups for job creation, enhance policy integration, implement programs to promote employment and guide startups by college graduates, and provide good services in education, training and financial support, to help more youths realize their business dream. We will study and formulate policies of providing social security subsidies to self-employed and flexibly-employed people, strengthen special assistance, and help the structurally unemployed, people with difficulties in finding jobs, and rural migrant laborers. We will work for the integration of the social security systems, develop measures for unifying the pension scheme of government and public service institutions with that of enterprises, advance the reform of compensation mechanisms for medical insurance, and improve the coordination between standards of various social security benefits. We will intensify efforts to help people with emergencies and difficulties, develop unified dibao (“minimum life protection”) standards for urban and rural areas, and extend social welfare to a larger population. We will positively respond to the challenges of aging population. We will implement the Law on the Protection of the Rights and Interests of the Elderly and issue supporting measures for regulations on home-based care for the aged. We will reform public old-age care institutions and support social forces to establish service organizations and enterprises; we will establish 40 old-age care centers at urban neighborhood/rural township/town level, so as to accelerate the development of old-age care and healthcare industry. We will adhere to the basic state policy of gender equality, safeguard the rights and interests of women and children, construct more barrier-free facilities and provide basic public service to people with disabilities, and support the development of philanthropy.
Promoting educational reforms and development. We will formulate and implement opinions on comprehensive educational reform. We will consolidate the achievements of reforms that enable open enrollment in near-home schools for students entering junior high school; continue to carry forward the “school district” system, the integrated nine-year compulsory education, the formation of education groups, and other measures; achieve the goal of building, reconstructing and expanding 200 primary and secondary schools in three years; develop more qualified teams of teachers; and implement a rotation system for principals and teachers of schools undertaking 9-year compulsory education. We will initiate the second phase of three-year pre-school education action plan and build, reconstruct and expand kindergartens. We will establish urban-rural integration high schools and diversify regular high schools. To promote quality education, we will deepen curriculum reform and support extra-curricular activities such as sports, arts, and science and technology in primary and middle schools. We will step up integrated education for people with disabilities. We will set up pilot schools jointly run by vocational schools and institutions of higher learning. We will improve the level of personnel training and their capacity for innovation and service through three programs at universities: programs for production of high-caliber personnel, for creating high-quality employment and business startups, and for building “high-end, precision and sophisticated” industry innovation centers.
Improving the people’s health. We will deepen the reform of public hospitals, comprehensively push forward the separation of prescription from dispensing, implement policies for multi-location practice of doctors, and encourage and guide social resources in establishing medical institutions. We will improve the community-level medical service system, strengthen its rehabilitation service capacity, train more general practitioners (GPs), and improve the triage system to help patients seek medical service in an orderly way. For better allocation of quality medical services, we will step up the formation of regional health alliances, basically complete 10 regional medical centers in the suburbs and counties, promote the development of the Beijing International Medical Service Zone, and carry out pilot projects to promote traditional Chinese medicine in rural areas. We will promote balanced allocation of high-quality medical resources. We will improve the mechanism of prevention, control and treatment of epidemics, enhance the management of chronic diseases and serious mental illnesses, and upgrade the safety level of public health. We will put in place smoking control regulations. We will do a good job in family planning services and management. We will work out new plans for implementing a “Fitness for All” project, thereby constantly improving the health of citizens.
Improving the people’s housing conditions. We will reinforce efforts for housing subsidization. We will secure 105,000 units of subsidized housing through construction, purchase, leasing and monetary subsidies, and ensure the addition of one million units during the 12th Five Year Plan period. We will strengthen overall planning and coordination. Focusing on such key areas as funding, policy-making and resettlement, we will renovate run-down areas by category, and complete the relocation of 80,000 households. We will make breakthroughs as we accelerate the renovation of run-down areas and heritage protection zones in the central city, and implement key programs that cover make-shift buildings in the neighborhood of the Temple of Heaven, the eastern area of Qianmen, Caiyuan Street and the Guangyuanli neighborhood. We will comprehensively renovate 11.5 million square meters of buildings in old communities and upgrade 80,000 rural houses to make them earthquake resistant and energy conserving.
Enhancing and introducing innovation in social management. We will issue several opinions on promoting the capital’s social management, promote rule of law in organizations and departments at the community level as well as in different sectors, support self-restraint and self-management by all social actors, and strengthen the functions of social norms such as citizens’ convention, villagers’ convention, industry regulations and NGO’s statutes. We will hold the election for the 9th Community Residents Committee and comprehensively advance democratic consultation in communities. We will step up the building of contingents of community workers, carry out pilot programs to improve self-service management in old communities and social service management at village level, and build 200 “15-minute” community service centers and 100 standardized demonstration communities. We will improve the working system for “focal point” social organizations, support the participation of social organizations in social affairs in accordance with the law, continue to decouple industry associations and chambers of commerce from administrative organs, and increase government purchase of services from social organizations. We will continue with the social mobilization pilot projects and push for regularized volunteer service. We will create a unified and efficient platform for non-emergency services, improve the system for social supervision and evaluation, and guide people in orderly participation in social management.
Maintaining social harmony and stability. We will implement the safety-conscious development strategy. We will put in place the mechanism of “dual responsibility for one post, equal accountability for party and government officials”, identify and eliminate hidden hazards in such fields as fire safety, transportation and production management, focus on the piloting of workplace safety liability insurance, tighten the safety management of crowded places and large events, and resolutely prevent and curb “major” and “particularly major” accidents. We will improve the food and drug safety management system through whole chain risk monitoring and control. We will strengthen early warning and preparedness for emergencies and enhance capabilities for flexible handling. We will address the root causes of social conflicts, improve the connection and coordination mechanism between the people's mediation, administrative mediation and judicial mediation, improve the social stability risk assessment mechanism in making major decisions, and remove barriers of public complaints. We will fully implement the “Sunlight Complaint Initiative” and resolve a higher percentage of complaints the first time they are received. We will improve the cyber security regulation mechanism, innovate in the multi-dimensional public security system, focus on key districts, deal with acute security problems on a regular basis, enhance counter-terrorism capacity, and further the development of “Safe Beijing”. We will implement the guidelines set at the Central Work Conference on Ethnic Affairs to promote unity and progress among ethnic groups in the capital and let religious figures and believers play a positive role in promoting economic and social development. We will support the development of national defense and the military forces. We will improve the mechanism of deep integration between the military and civilian sectors in science and technology. We will work for solidarity between the government and the army and jointly contribute to socialist cultural progress, and help resettle military officers who are transferred to civilian work, so as to forge strong synergy in maintaining harmony and stability in the capital.

The bidding for 2022 Olympic Winter Games is at a crucial stage. We will strictly follow the International Olympic Committee (IOC) requirements in receiving the inspection mission of the IOC Evaluation Commission; we will make high quality presentations and arrange venue inspections, take an active part in major international sports meetings and international winter sports events, keep close ties with IOC and International Sports Federations, and do well in the final presentation to the IOC session. We will promote winter sports. We will encourage snow and ice sports in schools, public parks and business parks; we will publicize winter Olympic culture and create a positive bidding environment. We will draw on the successful experience of the 2008 Summer Olympic Games and mobilize all positive factors to engage in the bidding process.
