III. Strengthening Self-Improvement

Doing our job well in the new year requires self-improvement of the government. The government system must thoroughly implement the guiding principles set by the 18th CPC Central Committee at its 6th Plenary Session; strengthen political commitment, develop a better understanding of the general picture, and appreciate and follow the core Party leadership, and pay special attention to the latter two. We must align ourselves, including our mind, our political commitment and our actions, with the CPC Central Committee with Comrade Xi Jinping at the core; and firmly safeguard authority of the CPC Central Committee. We will intensify checks on and oversight of the use of power to foster an honest and righteous political ecology. Officials at all levels must take the lead in strengthening our ideals and conviction, strictly observe Party discipline and rules, be loyal and responsible, stay true to our mission and be always ready to serve the people.

We will exercise law-based governance, strictly follow procedures and rules, and take a holistic approach. We will subject our performance and legal compliance to the supervision by the Municipal People’s Congress and its standing committee. We will firmly implement resolutions and decisions by the Municipal People’s Congress and its standing committee, and regularly report our work to them. We welcome supervision from the Municipal CPPCC Committee. We will listen to comments and suggestions from various non-ruling parties, associations of industry and commerce, personages without political affiliations, as well as people’s groups. We will seriously process the motions and suggestions made by deputies of the Municipal People’s Congress and proposals offered by the Municipal CPPCC Committee members, and improve our processing quality. We will advance the building of a government based on the rule of law, compile the work plan for local legislation in a systematic way, and promote legislation in key areas such as city development and management. We will improve administrative law enforcement and supervision, and clearly assign law enforcement responsibilities. We will introduce a legal counsel system to the entire government, and do our best in administrative reconsideration and respond to lawsuits against the government. For open government, we will improve the list of government responsibilities at all three administrative levels; disclose major administrative decisions prior to implementation, and remove barriers to public supervision. We will improve the public legal service system, further carry out the 7th Five-Year Legal Awareness Plan so as to enhance the general awareness of the rule of law.

We will improve our work style, stay close to the people, conduct research and investigations at the basic levels, and solve practical problems. We will further improve and implement lists of powers and duties of government departments, accelerate the building of the four-tier administrative service system, and promote “Internet plus administrative service” so as to make our service more accessible to the public and businesses. We will improve mechanisms for regular supervision and inspection, and for debriefing within a time limit, briefing, and targeted supervision. We will have strict performance management and review; and ensure full implementation of major decisions and arrangements. We will hold accountable slack, inefficient, perfunctory and dishonest officials. We will make sure policies are implemented without compromise; things we are determined to do are followed through; and responsibilities reach down to individuals. We will urge and motivate all officials to shoulder their responsibilities, keep morale high, work hard and deliver to the satisfaction of the people.

We will firmly promote integrity and combat corruption in the government system. We will carry out “dual responsibility for one post”; further control risks to integrity; strictly follow Guidelines on Honesty and Self-Discipline and Rules on Disciplinary Actions. We will consciously observe the CPC Central Committee's eight-point decision on improving the Party and government conduct, resolutely oppose formalism, bureaucracy, hedonism and extravagance, and observe the Party discipline and rules. We will put more efforts in auditing and supervision, and work to put all public funds, state-owned assets and resources under audit, and subject all officials to accountability audit. We will relentlessly fight against corruption and graft, put more efforts in investigating and prosecuting violations of the law and breaches of discipline, prevent and correct malpractice that harms people’s interests, and stay upright and clean.

The reform and development of the capital is at a crucial stage, with heavy responsibilities and demanding tasks ahead. Let's unite more closely around the CPC Central Committee with Comrade Xi Jinping at the core, follow the strong leadership of the CPC Beijing Municipal Committee, unite and rely on the people of the whole city, and forge solidarity. Let’s roll up our sleeves and work hard for the building of a world-class metropolis that is harmonious and livable, for fulfilling Beijing’s part in the Chinese Dream of great national rejuvenation, and for welcoming the successful convening of the 19th CPC National Congress with our good performance!
