Beijing Action Plan for Promoting High-Level Opening up of
High-End and Cutting-Edge Industries (2025)
I. Supporting Foreign Investment in Accelerating the Development of New Quality Productive Forces
1. Guided by the municipality's Two Zones policy, we will promote the full-chain opening up of the city's biopharmaceutical industry, build the high-standard and high-level BioPark , facilitating the commencement of a number of key projects. Pilot programs will be further expanded for the opening up of the value-added telecommunications sector, enabling eligible foreign-invested enterprises to obtain operating licenses in fields such as internet data centers, content delivery networks, online data processing and transaction processing, and application stores.
2. Foreign-invested enterprises will be encouraged to integrate into the industrial innovation ecosystem. New-type industrial innovation institutions are supported to cooperate with foreign-invested enterprises with strong innovation capabilities and significant industry-leading roles. Rewards will be given to new-type industrial innovation institutions that make effective use of the innovative resources from foreign-invested enterprises in areas such as technology research and development, industrial ecosystem building, standards formulation, and the cultivation and introduction of outstanding talent.
3. Foreign-invested enterprises will be encouraged to participate in key application scenarios such as the city's high-level autonomous driving demonstration zone, hundred-scenario robot applications, and hydrogen energy, and their technology testing, verification, demonstration, and promotion based on these key scenarios will be supported.
4. Foreign-invested enterprises will be encouraged to utilize Beijing’s various software adaptation and verification platforms to facilitate mutual recognition and compatibility of domestic and international software products in terms of protocols, interfaces, and standards, so that solutions can be jointly developed, and a sound software ecosystem collaboratively built.
5. We will attract international open-source organizations to establish offices in Beijing, guide foreign-invested enterprises in co-developing the city's open-source technology system and open-source communities, and provide financial support to Beijing-based open-source communities and projects.
6. High-quality foreign-invested incubators will be encouraged to participate in developing the city's future industry pilot zones and innovation cultivation bases, with their technical expertise leveraged to better serve future industry enterprises.
7. Actions will be taken to attract outstanding overseas entrepreneurs, technology teams, young talents, and innovative foreign-invested small and medium-sized enterprises (SMEs) to develop in Beijing and participate in entrepreneurship competitions such as Maker Beijing and the HICOOL Global Entrepreneurs Summit. Competition-participating enterprises will enjoy facilitation services for their business activities in the city.
II. Accelerating Foreign Investment Participation in Building a Modernized Industrial System
8. We will promote the implementation of the Qualified Foreign Limited Partner (QFLP) pilot program, encourage foreign investment institutions to establish industrial investment funds in Beijing, invite them to participate in various project promotion activities, and recommend high-quality projects to funds and investors.
9. To better serve corporate growth and project development, we will provide services for overseas financing and listings, and encourage government investment funds, state-owned capitals, and foreign-invested enterprises to participate in investment in overseas-listed enterprises.
10. Foreign-invested enterprises will be supported in making better use of China’s large-scale equipment renewal policy to carry out intelligent transformation and upgrades. They will be supported to participate in the phased cultivation of smart factories, including leading smart factories and lighthouses, as well as provide intelligent diagnostic services in Beijing.
11. Foreign-invested enterprises will be encouraged to develop green technologies, design green products, build high-standard green factories, demonstrate and apply green low-carbon technology products, and build green supply chains. Coordination work will be done to make sure that the green power distribution needs of foreign-invested enterprises are met. In addition, foreign-invested enterprises will be encouraged to establish intelligent and green solution centers in Beijing, providing intelligent green diagnostic and training services.
12. Foreign-invested enterprises will be encouraged to industrialize new technologies and products in Beijing. In terms of capital input for joint ventures, state-owned enterprise as shareholders are encouraged to increase investment. Major projects that are eligible and have played demonstrative leading and driving roles will receive support.
III. Facilitating Foreign-Invested SMEs' Integration into the Industrial Ecosystem
13. Foreign-invested innovative SMEs will be provided with services including space provision, testing and verification, industry-academia-research cooperation, talent introduction, and industry resource matching, with the support of the Specialized and Innovative Empowerment Centers and Service Stations for Specialized and Innovative Enterprises.
14. Work will be done to establish a channel to establish connections between foreign-invested SMEs and key players in Beijing's industrial chains, including leading enterprises, supply chain integrators, and platform companies. These SMEs will also have access to the "Hundreds of Events for Thousands of Enterprises" matchmaking activities so that close upstream and downstream cooperation will be fostered.
15. Foreign-invested SMEs will be invited to participate in project promotion events such as the "Collective Intelligence Beijing: Planning the Future Together" and the "Win the Future" public roadshows; and those eligible will be granted with financial support.
16. The specialized and innovative development of foreign-invested SMEs will be supported, and they will be welcome to list on the Beijing Stock Exchange. Financial support will be given to those seeking financing on the Beijing "Specialized and Innovative" board.
IV. Supporting Foreign Investment Participation in Building a Benchmark Digital Economy City
17. In Beijing's pilot zone for data infrastructure, foreign-invested enterprises will enjoy full-process, one-stop cross-border data services, which feature comprehensive management of the negative list for data outbound to facilitate the cross-border flow of data for foreign-invested enterprises.
18. At data trading institutions such as the Beijing International Big Data Exchange, foreign-invested enterprises will enjoy the same support policies as their domestic counterparts, and such services including data asset verification, registration, trading, and formal inclusion in records.
19. Data desensitization and risk prevention mechanisms tailored to industry characteristics will be utilized to promote the open use and compliant circulation of high-quality foreign-invested enterprise data sets within the regulatory sandbox of Beijing's pilot zone for data infrastructure.
V. Comprehensively Enhancing Services for Opening up and International Cooperation
20. We will build the China-Germany and China-Japan International Cooperation Industrial Parks with high standards, establishing them as primary destinations for foreign-invested enterprises seeking to invest and launch businesses in China. In addition, enterprises are encouraged to make full use of the China-Europe (Asia) Railway Express's initial dispatch and regular service to facilitate goods exports.
21. The development of service institutions such as the Beijing Digital Economy Enterprise Global Expansion Service Base will pick up speed, so as to provide foreign-invested and outbound enterprises with services covering information consulting, compliance advisory, commercial registration, physical space, talent recruitment, and product launches. For key Belt and Road partner countries/regions and digital economy partner cities, efforts will made to establish a number of international cooperation industrial parks with capabilities in industrial chain resource integration and enterprise aggregation, as well as parks with complementary strengths for co-development under the framework of "Two Countries, Twin Parks" initiative.
22. Work will be done to enhance engagement with international organizations, overseas NGOs, industry associations, chambers of commerce alliances, authoritative institutions, and other domestic and international entities, striving to facilitate the establishment of branches in Beijing by international organizations in key sectors such as the digital economy and industry, in a bid to better support the development of all entities operating in Beijing.
23. A list of benchmark application solutions in key sectors of Beijing's advanced and sophisticated industries will be released, as part of our support for the overseas listing and demonstration application of new technologies and products.
24. Beijing-based enterprises will be guided in obtaining certifications aligned with international advanced standards and participating in the formulation of international standards. Enterprises will be encouraged to file international patent applications, and assistance services will be strengthened for overseas intellectual property rights (IPR) protection.
