The people’s governments of all districts and all relevant commissions, offices and bureaus of Beijing Municipality,

To implement the Circular of the Ministry of Housing and Urban-Rural Development on Further Deepening of Construction Project Approval System and Facilitation of Whole-Process Online Approval and provide the masses and enterprises with quicker and more convenient services, Beijing Municipality will gradually realize the whole-process online - 2 - processing based on the preliminary implementation of whole-process online processing of filing of low-risk construction projects with non-government investment, approval for tree cutting and relocation, construction permit, joint acceptance and other issues. This decision is made upon the joint research conducted by Beijing Municipal Commission of Planning and Natural Resources, Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Municipal Commission of Development and Reform and Beijing Gardening and Greening Bureau. Related matters are notified as follows:

I. Priority of This Optimization: “One-Form” Acceptance of Electronic Planning Permit Application. The trial operation shall start on April 6, 2021 and shall be gradually promoted.

By means of ‘front-end electronic application + middle-end intelligent transfer + back-end issuance of electronic certificate’, “One-Form” acceptance of low-risk construction projects with non-government investment uses electronic applications and issues electronic certificates. Among which, in-situ renovation project of private single-storey house of a natural person shall still be processed offline.

i. Planning Permit

Project owner’s application for construction project planning permit and rural construction planning permit (including provisional permit) can be made online for processing.

ii. Approval of Tree Cutting and Relocation

In case of a project involves the application for tree cutting and relocation permit, the application shall be made online, and notification commitment system-based approval shall be conducted.

iii. Construction Permit

In case of new construction, renovation and expansion projects on state-owned lands, the project owner may choose to include the construction permit into “One-Form” acceptance at its sole discretion.

II. Online Application Channel and Application Materials

1. Application website: http://tzxm.beijing.gov.cn. Check “Low-Risk Projects” in “Engineering Construction” section.

2. Application materials: Electronic files shall be prepared (size of each file shall not exceed 200MB, otherwise the file shall be split) pursuant to requirements on catalogue of application materials prescribed in Construction Project Application Form for “One-Form” acceptance of low-risk projects with non-government investment.

3. Application requirements: The project owner may entrust a designer to create electronic drawings, and submit them via ‘One-Stop Express’ system. Application materials shall comply with Standards for Electronic Application of Construction Projects in Beijing (Trial) (see Annexes). Among which, the electronic general layout plan shall be processed by the ‘tool for application of electronic drawings of planning permit’ (download address: http://ghzrzyw.beijing.gov.cn/zhengwuxinxi/zxzt/yhyshjgcjsx mspzdgg/zcwj/), BDB file and PDF file of the same name shall be exported, and special electronic seal for qualification of designer shall be affixed to all PDF electronic design drawings pursuant to requirements.

III. According to related national regulations, an electronic certificate issued by a relevant department has the same legal effect as the paper certificate.

IV. Applicants shall ensure the authenticity and accuracy of information filled out, be liable to the authenticity of information filled out, and assume related legal responsibilities. If the case is under suspicion of forged credential and certificate and constitutes a crime, it shall be handed over to a public security organ for judicial procedures in accordance with laws.
