The People's Government of Beijing Municipality, the Ministry of Commerce and the Ministry of Justice:

Your request for the temporary adjustments to the implementation in Beijing Municipality of relevant administrative regulations and ministry rules approved by the State Council has been received. The official reply is hereby made as follows:

1. In accordance with the Working Plan for Deepening a New Round of Comprehensive Pilot Projects of Further Opening up the Service Sector, and Building a Comprehensive Demonstration Zone for Further Opening up the National Service Sector in Beijing, you are approved to temporarily adjust the implementation in Beijing Municipality of the relevant provisions of the following administrative regulations (see the annex for the catalogue): Implementation Measures for the Regulation of the People’s Republic of China on Chinese-foreign Cooperative Education, Provisions on the Administration of Foreign-invested Telecommunications Enterprises, Regulation on the Administration of Commercial Performances, Regulation on the Quality Management of Construction Projects, Regulations on Administration of Surveying and Designing of Construction Projects, Regulation on Travel Agencies, Interim Regulations on the Registration and Administration of Private Non-enterprise Entities, and Special Administrative Measures for the Access of Foreign Investment (Negative List) (2020 Version), from the date of issuance of this official reply.

2. In accordance with the aforesaid adjustments, relevant ministries of the State Council and the People's Government of Beijing Municipality shall adjust respective rules and regulatory documents in a timely manner, and establish an administration system appropriate for deepening a new round of comprehensive pilot projects of further opening up the service sector, and building a comprehensive demonstration zone for further opening up the national service sector in Beijing.

3. The State Council will adjust the content of this official reply in a timely manner according to the progress of deepening a new round of comprehensive pilot projects of further opening up the service sector, and building a comprehensive demonstration zone for further opening up the national service sector in Beijing.

4. The implementation of the Official Reply of the State Council on Approving the Temporary Adjustments to the Implementation in Beijing Municipality of Relevant Administrative Regulations and Ministry Rules Approved by the State Council (Guo Han [2019] No. 111) shall be terminated from the date of issuance of this official reply.
