The people's governments of Beijing Municipality, Tianjin Municipality, Hebei Province, Liaoning Province, Jilin Province, Heilongjiang Province, Shanghai Municipality, Jiangsu Province, Zhejiang Province, Anhui Province, Fujian Province, Shandong Province, Hubei Province, Guangdong Province, Hainan Province, Chongqing Municipality, Sichuan Province, Guizhou Province, Yunnan Province, Shaanxi Province, Xinjiang Uygur Autonomous Region, the Ministry of Commerce and the Ministry of Justice: 

The request of the Ministry of Commerce and the Ministry of Justice for the temporary adjustment to the implementation of relevant administrative regulations and the provisions of the documents of the State Council in the regions designated for comprehensively deepening the pilot program of innovative development of trade in services has been received. The official reply is hereby made as follows:

1. In accordance with the requirements specified in the Official Reply of the State Council on Approval for Comprehensively Deepening the Pilot Program for Innovation and Development of Service Trade (Guo Han [2020] No.111), you are approved to temporarily adjust the implementation of the provisions of the following administrative regulations (see the Annex for the Catalogue): Regulation on Travel Agencies, Regulation on the Administration of Commercial Franchises, Regulations on Patent Commissioning, Regulations of the People's Republic of China on Administration of Import and Export of Technologies, Decision of the State Council on Applying Administrative Licensing to Items to be Retained for Administrative Approval, Decision of the State Council on Canceling and Delegating a Group of Administrative Licensing Items, and Circular of the General Office of the State Council on Strengthening the Administration over Holding Foreign Economic and Technological Exhibitions in China, in pilot areas for comprehensively deepening the innovative development of trade in services from the date of issuance of this official reply to August 1, 2023.

2. In accordance with the aforesaid adjustments, the relevant departments of the State Council and the people's governments of relevant regions shall adjust the rules and regulatory documents formulated by these departments and these regions in a timely manner, and establish an administration system appropriate for the pilot program.

3. The State Council will adjust the content of this official reply according to the progress of program implementation upon expiration of the pilot for comprehensive deepening the innovative development of trade in services.

Annex: Catalogue of Relevant Administrative Regulations and the Provisions of State Council Documents Whose Implementation is Temporarily Adjusted in Pilot Areas for Comprehensively Deepening the Innovative Development of Trade in Services as Decided by the State Council.
