In order to thoroughly implement the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts, further regulate the administration of financial expenses, push forward the preservation, inheritance and innovative development of arts and crafts in Beijing, the newly revised Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts is hereby issued, please comply with it.
Notification on the Issuance of the Administrative Measures of Beijing Municipality on Funds for the Preservation and Development of Traditional Arts and Crafts issued Jointly by Beijing Municipal Finance Bureau and Beijing Municipal Bureau of Industry Promotion (Jing Cai Jing Yi [2007] No. 1107) are repealed at the same time.

Interim Measures of Beijing on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts
Chapter I General Provisions
Article 1 In order to preserve and inherit Beijing traditional arts and crafts, promote innovation and development of arts and crafts in Beijing, regulate and strengthen the administration of the funds, these measures are hereby formulated in accordance with the Regulations on Preservation of Traditional Arts and Crafts, the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts, and the Measures of Beijing Municipality on the Administration of Budget for Municipal Projects (Jing Cai Yu [2012] No. 2278).
Article 2 The funds for the preservation and development of Beijing traditional arts and crafts (hereinafter referred to as "Arts and Crafts Funds" or the “Funds”) shall be arranged by public finance budget of Beijing Municipality, and shall be included into annual budget administration for departments of Beijing Municipal Commission of Economy and Information Technology (hereinafter referred to as "Municipal Commission of Economy and Information Technology"). The Funds shall be used to support key projects on preservation, inheritance and development of arts and crafts in Beijing.
Article 3 The administration of Arts and Crafts Funds shall be in strict accordance with the Measures on Budget Administration of Beijing Municipal Commission of Economy and Information Technology (Trial Version) (Jing Jing Xin Wei Fa [2017] No. 26). Beijing Municipal Commission of Economy and Information Technology is responsible for the organization and implementation of the funding of Arts and Crafts Funds as well as the supervision of the use of the funds.
Chapter II Funding Orientation and Use of Arts and Crafts Funds
Article 4 In accordance with the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts, Arts and Crafts Funds shall be oriented to the projects in line with the "Four Centers" strategic positioning of Beijing Municipality, and shall be given the priority to support the projects which are conducive to the artistry inheritance and industry development, the acceleration of the strategic and in-depth industrial structure transformation and adjustment as well as the other projects approved by the municipal government, specifically the areas of industrial innovative research and development, industrial upgrading, preservation and inheritance, publicity and promotion, talent retaining and training, platform and industry base building, etc.
Article 5 Arts and Crafts Funds shall be allocated by the way of rewards or subsidies. One project shall only be funded by one way in principle.
1. Rewards
Completed projects that play a good role in facilitating the preservation and inheritance of traditional arts and crafts shall be given a one-time reward according to the content and effect of their implementation as follows:
1) Gifts design or development of major events at national level.
2) Beijing traditional arts and crafts treasures award projects.
3) Technologies for exploration, saving and preservation of varieties of traditional arts and crafts.
4) Beijing Demonstration Studio for Masters of Arts and Crafts award projects.
2. Subsidies
1) Projects of Beijing masters for arts and crafts and masters for folk arts and crafts (referred to as “Beijing masters for arts and crafts” in short) accredited eligible for apprentices-training subsidies.
2) Projects on research & development and innovation of arts & crafts production technology and product as well as large-scale production.
3) Platform development projects that provide professional services for Beijing arts and crafts industry in the areas of creative design, exhibition and trade, testing and authentication, new technology application.
4) Arts & Crafts industry base construction projects which provide research & development, creation, as well as development space for Beijing arts and crafts industry.
5) Others:
(a) Collecting and organizing the creation of excellent works of arts and crafts;
(b) Exploring, saving, preservation and sorting out materials of traditional arts and crafts;
(c) Expenses incurred in the public exhibition area of Arts and Crafts at China Beijing International Cultural & Creative Industry Expo (ICCIE)
Article 6 Projects that have been funded by state or municipal financial funds shall not be funded repeatedly in principle, with the exception of those with supporting funds requirements.
Article 7 The expenses incurred form the following activities can be included in the funding of Arts and Crafts Funds: Beijing Traditional Arts and Crafts Competition, Innovative Design Competition of Beijing Arts and Crafts, the accreditation for Beijing traditional arts and crafts treasures, Beijing masters of arts and crafts and masters of folk arts and crafts, Demonstration Studio for Masters of Arts and Crafts in Beijing, as well as the recommendation for Chinese arts and crafts master in Beijing area.
Expenses incurred for the purpose of the administration of the Arts and Crafts Funds and from the project application, evaluation and consultation, review and inspection, performance evaluation and acceptance inspection, shall be disbursed in Arts and Crafts Funds and shall be regulated in accordance with the Measures for the Administration of Beijing Municipal Project Expenditure Budget. Where government procurement is involved, the relevant laws, regulations and rules shall be followed.
Article 8 The specific funding amount for the projects shall be allocated in accordance with Detailed Implementing Rules on the Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts, and the implementation rules shall be formulated separately.
Chapter III Application & Administration of the Project
Article 9 The Municipal Commission of Economy and Information Technology shall be responsible for the preparation and implementation of budget expenditure for Arts and Crafts Funds, conducting review for the project within its administrative jurisdiction upon the arts and crafts budget expenditure arrangement and within the control of the project budget expenditure, and picking out the eligible projects and reporting to Beijing Municipal Bureau of Finance (hereinafter referred to as the Municipal Bureau of Finance).
Article 10 For the funding project that has been approved and the funding has been arranged in the municipal budget expenditure of that year, the funding amount shall not less than the level that budgeted, and the disbursement of the fund shall be in line with the schedule of the arrangement of the funding. Applying for a project budget expenditure shall be stated with the total budget expenditure of the project and the performance objectives.
Article 11 The Municipal Commission of Economy and Information Technology shall, in light of its annual work priorities, shall formulate and release a solicitation notice and publish it on the Commission’s website and other designated media.
Article 12 The Municipal Bureau of Finance shall examine the project budget in accordance with the relevant laws, regulations, policies of the state, the work priorities of the municipal Committee of the CPC and Beijing Municipal Government, as well as the functional and business development goals of the Municipal Commission of Economy and Information Technology.
The Municipal Bureau of Finance shall be responsible for carrying out the examination for the projects which fall in the administration of the municipal budget expenditure, according to the relevant regulations and in a scientific and accurate way. And the others shall be subject to the administration of the Municipal Commission of Economy and Information Technology.
Article 13 After approval of the funding budget by the Municipal Bureau of Finance, and prior to the allocation of the Funds, the entity undertaking the project shall sign a contract with the Municipal Commission of Economy and Information Technology, which shall specify the performance objectives of the project. The fund shall be allocated upon the consultation between the Municipal Bureau of Finance and the Municipal Commission of Economy and Information Technology and in accordance with relevant rules and procedures, and shall be filed to the Municipal Bureau of Finance.
Article 14 Upon the receiving of Arts and Crafts Funds, the entity undertaking the project shall strengthen the administration of the Funds, ensure that the special fund is used for the special purpose, and conduct accounting treatment according to the current financial rule and regulations. Where the purpose for the use of the Funds is specified, a subsidiary account or an auxiliary account shall be set up. During the valid of the project, the entity undertaking the project shall regularly report to the Municipal Commission of Economy and Information Technology the use of funds and the progress of the project construction. The entity shall submit the application for acceptance within half a year upon the completion of the project, and shall implement the acceptance procedures.
Article 15 The Municipal Commission of Economy and Information Technology shall be responsible for the acceptance inspection of the project, and shall summarize the status of the completion of the project and the use of Funds to the Municipal Bureau of Finance, and shall carry out performance evaluation in accordance with the relevant requirements of the Municipal Bureau of Finance.
Chapter IV Supervision, Inspection and Performance Administration
Article 16 The Municipal Commission of Economy and Information Technology shall, together with the Municipal Bureau of Finance, in light of their respective responsibilities, conduct the overall supervision over and inspection of the availability, the use of Arts and Crafts Funds, as well as the implementation and administration of the project.
Article 17 Where the project expenditure budget is approved, both the administrative department and the project undertaking entity shall not make any adjustment by themselves. In case of any termination, cancellation or change of a project during the execution of the budget, the related departments shall apply for approval in accordance with the prescribed procedures and make adjustment to the budget.
Article 18 For the Municipal Bureau of Finance and the Municipal Commission of Economy and Information Technology, the progress of the budget expenditure, the completion status of the project, the situation of final accounts and the results of performance evaluation shall be taken as an important basis for strengthening project administration and preparing future project budget.
Chapter V Accountability and Punishment
Article 19 Each entity undertaking the project shall be responsible for the accuracy and authenticity of the project and the application materials, and shall actively cooperate with the Municipal Commission of Economy and Information Technology, the Municipal Bureau of Finance and other departments to carry out the supervision and inspection, performance evaluation and audit. The entity shall also cooperate with the follow-up inspection, publicity, research, information reporting, file management and other work.
Article 20 Where a project is terminated or changed for any reason during its implementation, the entity undertaking the project shall timely report to the Municipal Commission of Economy and Information Technology for application for the termination or change. For the project approved by the Commission to be terminated or changed, all or part of the Funds shall be recovered in light of the actual situation.
Article 21 The entity undertaking the project shall use Arts and Crafts Funds in accordance with relevant laws, regulations and rules. For any defrauding or misappropriation in the use of Arts and Crafts Funds, the Municipal Commission of Economy and Information Technology and the Municipal Bureau of Finance shall handle it in accordance with relevant laws and regulations such as the Regulations on Penalties for Financial Violations. For any case constitutes a crime, it shall be handed over to the judicial organ to be investigated for criminal responsibility according to law.
Chapter VI Supplementary Provisions
Article 22 The Municipal Commission of Economy and Information Technology and the Municipal Bureau of Finance shall be responsible for the interpretation of these measures by their respective functions and duties.
Article 23 These measures shall enter into force as of the date of release, and the Notification on the Issuance of the Administrative Measures of Beijing Municipality on Funds for the Preservation and Development of Traditional Arts and Crafts issued Jointly by Beijing Municipal Finance Bureau and Beijing Municipal Bureau of Industry Promotion (Jing Cai Jing Yi [2007] No. 1107) shall be repealed at the same time.
