I. Subjects of Policy Support

The subjects of policy support are advanced manufacturing, software, and information services enterprises that grow above the state-designated scale for the first time this year or in the previous year and those with a record-breaking output value of CNY 100 million in the previous year.  

II. Policy Content and Implementation Period

The policy is mainly composed of: establishing a cultivation pool of small and medium-sized enterprises in Beijing's advanced manufacturing and software information services industries that grow above the state-designated scale for the first time this year or in the previous year and those with a record-breaking output value of CNY 100 million in the previous year. It also aims to support enterprises to upgrade their scales and develop with high quality, cultivating core high-end, precision, and sophisticated enterprises whose output value exceeded CNY 100 million in the previous year. This encourages enterprises to continuously maintain intensive innovation and strengthens comprehensive coordination and guaranteed service.

The period of implementation is from 2023 to 2025.

III. Grants

(I) Financial support policy for enterprises that grow above the state-designated scale: Advanced manufacturing enterprises that were recognized as ones above the state-designated scale for the first time in the previous year will receive a one-time award of no more than CNY 300,000. Advanced manufacturing enterprises that are certified as ones above the state-designated scale for the first time this year will receive a one-time award of no more than CNY 500,000.

(II) Financial support policy for enterprises whose output value exceeds CNY 100 million in the previous year: Advanced manufacturing enterprises with an output value of over CNY 100 million (inclusive) in the previous year for the first time, and integrated as ones above the state-designated scale, will receive a one-time award of no more than CNY 500,000. Software and information services enterprises that were integrated as ones above state-designated scale in the previous year and whose operating revenue exceeded CNY 100 million (inclusive) will receive a one-time award of no more than CNY 500,000.

(III) Besides the grants mentioned above, specialized, refined, differential and innovative enterprises will receive an additional award of CNY 200,000. "Little giants" that provide distinctive products or services with financial aid from the central government are not eligible for the support. Software and information services enterprises approved by the Data Management Capacity Maturity Model or that have followed relevant regulations of industrial Internet security protection classification and grading, and have also obtained specific safety capacity will receive additional awards depending on the situation. Those with outstanding innovation capabilities will receive additional awards depending on the situation. Beijing Municipality encourages resourceful districts to provide supportive measures.

IV. Application Guide

Please pay attention to the up-to-date annual Development Fund Implementation Guide for Beijing's High-end, Precision and Sophisticated Industries, which will specify procedures and materials that organizations need for application. Eligible enterprises shall follow the requirements of the guidance mentioned above to submit required materials to the local departments of economy and information technology, which are responsible for recommending eligible enterprises to the Beijing Municipal Bureau of Economy and Information Technology. Eligible enterprises will receive awarded funds from the Beijing Municipal Bureau of Economy and Information Technology in a timely manner.
