The following measures are formulated to further energize and promote the high-quality development of specialized, refined, differential and innovative enterprises based in Beijing, continuously facilitate the development of different tiers of enterprises, and support more small and medium-sized enterprises on a path toward specialized, refined, differential and innovative enterprises.

I. Implement the Action of "Innovation as Guidance"

Encourage specialized, refined, differential and innovative enterprises to apply for the accreditation of "Beijing Enterprise Technology Centers". For enterprises outside the architecture industry that apply for the accreditation with the income of the main business in the previous year, the minimum income of the main business can be reduced to CNY 100 million.

Support specialized, refined, differential and innovative enterprises in beefing up their efforts in the innovation, invention, pilot testing, and "first use" of technological products. In this regard, support and incentives shall be provided to the integrated circuits taped out for the first time, the first batch of new materials, the first-time trial production of medical products, and the first plans for the innovation of information technology application innovation. To facilitate the above endeavors, each qualifying company will be eligible to receive a maximum incentive of CNY 30 million.

Districts in Beijing are encouraged to enhance their efforts in identifying specialized, refined, differential and innovative enterprises. In addition, they should provide incentives to such businesses and support their research and development while using funds dedicated to small and medium-sized enterprises (SMEs) or coordinating financing through other relevant channels.

II. Implement the Action of "Entry to Industry Chains via Cooperation"

Specialized, refined, differential and innovative enterprises are encouraged to forge cooperation with large-sized enterprises to overcome difficulties and challenges. Support shall also be given to the specialized, refined, differential and innovative enterprises which meet the technological innovation requirements of large-sized enterprises and realize matchmaking with large-sized enterprises through the National Innovation Service Platform for Cooperation Among Large, Medium and Small-sized Enterprises.

The planning work to facilitate the entry of more specialized, refined, differential and innovative enterprises into industry chains shall commence, with a focus on addressing the key obstacles in vital industry chains, aiming to enable to participate in foundation-building projects and achieve breakthroughs as "good helpers".

Provide priority support for specialized, refined, differential and innovative enterprises to enter the supply system of key enterprises within Beijing's supply chains.

III. Implement the Action of "Scenario-based Cultivation"

Enterprises shall be encouraged to actively participate in the innovation, opening, and development of smart city-relevant scenarios, with a focus on robots, information technology application innovation, hydrogen power, and other cutting-edge and emerging fields. Additionally, financial support shall be offered to specialized, refined, differential and innovative enterprises, assist them in tackling difficulties in the breakthrough-type scenarios of innovation technologies, and engage them in the development of application-type scenarios of innovation technologies.

Efforts shall be made to facilitate the commercialization of scenario-originated achievements. The use of technologies verified in application scenarios and the adoption of plans eligible to be promoted as engineering projects are recommended and prioritized in the construction projects that aim to transform Beijing into a smart city.

The large-scale promotion of relevant achievements shall be encouraged. New technologies and plans upgraded and applied extensively in new infrastructure construction shall be verified in small batches, along with promotion and support.

IV. Implement the Action of "Smooth Progress of Investment in Billions"

Enhance financing support for specialized, refined, differential and innovative enterprises. Financial subsidies shall be provided for eligible first-time loans applied by any enterprise. Meanwhile, the opportunities of expanding the coverage of the action to the timely second-time loan shall be explored.

Release a broader range of refined loan products aimed at specialized, refined, differential and innovative enterprises, as well as loan products based solely on credits, in cooperation with financial institutions. Furthermore, proactively promote financing through government procurement contracts and lead financial institutions to provide mortgage-free and unsecured preferential loans to specialized, refined, differential and innovative enterprises.

Provide support for specialized, refined, differential and innovative enterprises to release SMEs' corporate bonds, sci-tech innovation bonds, and other brand-new financial products.

Formulate policies on the financing services based on intellectual property pledges to facilitate the popularization of such financing services while making more entities benefit from it.

Capitalize on the Development Funds for SMEs in Beijing, Development Funds for the High-end, Precision, and Sophisticated Industries in Beijing, and other investment funds at different governmental levels. The specialized, refined, differential and innovative enterprises among the top 30 contestants at the contest "Beijing Entrepreneur" with the needs of equity financing shall receive relevant support.

V. Implement the Action of "Transformation Through Digitalization and Intellectualization"

Support specialized, refined, differential and innovative enterprises in diagnosis for digital transformation through the utilization of service coupons for SMEs.

Specialized, refined, differential and innovative enterprises in the manufacturing industry shall be supported to launch digital transformation and upgrade. To encourage such a transition, an incentive equivalent to 20 percent of the contract value will be provided to each of such businesses, with a maximum amount of CNY 1 million. Besides, encourage specialized, refined, differential and innovative enterprises to realize self-transformation via cloud services and other platforms by giving an incentive equivalent to 30 percent of the contract value to each of such businesses, with a maximum amount of CNY 300,000.

Recommend carefully-selected specialized, refined, differential and innovative enterprises to apply for the accreditation of the "National Pilot Projects on Digital Empowerment".

During the accreditation of the demonstration platforms of the municipal-level SMEs and the annual performance evaluation, additional scores shall be assigned to the service institutions that have demonstrated a significant number of services and achieved remarkable outcomes throughout the transformation based on digitalization and intellectualization.

VI. Implement the Initiative of "Multiplying Numbers of Listed Enterprises"

The government will provide a one-time award of up to CNY 300,000 to the Enterprises that fall under the categories of regulation and cultivation.

The government will support Beijing regional equity market to facilitate direct financing for listed Enterprises, with a reward of 2 per thousand to enterprises with an annual cumulative direct financing amount between CNY 2 billion to CNY 2.5 billion (inclusive) and 3 per thousand to enterprises with an annual cumulative direct financing amount of more than CNY 2.5 billion (inclusive). The total amount of incentives provided will not exceed CNY 2 million.

The government will take measures to facilitate the listing of the Enterprises in the national share transfer system for small and medium-sized enterprises. Additionally, support will be given to the selected Enterprises in expediting their listing at the Beijing Stock Exchange while improving the efficiency of issuance and listing audits.

The government will support enterprises to get listed on the A-share or major overseas stock exchanges. In accordance with the municipal financial regulations, each enterprise will be eligible for a total subsidy of up to CNY 3 million, and the district-level financial subsidies shall be no lower than the municipal standards.

VII. Implement the Initiative of "Patents Protection"

The government will implement measures to enhance the public service system for intellectual property rights. This includes the establishment of public service workstations for intellectual property rights in professional incubators, key parks, and other areas in "three science cities and one hi-tech area" (Zhongguancun Science City, Huairou Science City, the Beijing Future Science Park, and the Beijing Economic-Technological Development Area), and China (Beijing) Pilot Free Trade Zone, with professional guidance services for the Enterprises.

The government will smooth the green channel to expedite the patent examination process and prioritize the examination of intellectual property rights for qualified Enterprises.

The government will support the Enterprises to actively carry out patent portfolios and subsidize both domestic and international patent authorization fees and annual fees for the first ten years according to the actual payable amount after the deduction based on the national policy of payment reduction.

VIII. Implement the Initiative of "Talents Settlement in Beijing"

The government will enhance its support for the settlement of talent to the Enterprises. Priority will be given to promoting the settlement of senior management personnel and senior professional and technical specialists from national-level "little giant" firms.

The government will adopt a "no limitation on numbers" approach to outstanding graduates introduced by national-level "little giant" firms, aligning with other relevant policies.

The government will encourage districts to expand housing resources for talents from the Enterprises through various means, including new construction, reconstruction of housing, long-term wholesale leasing of collective land rental housing, acquisition of social stock housing, reconstruction of the housing owned by enterprises, transfer of existing public rental housing, and other ways. To ensure housing availability for the talents, measures, such as the allocation of public rental housing, the sale of housing of shared property rights, and the provision of rental subsidies for talents, will be implemented.

The government will encourage districts to prioritize the inclusion of senior management personnel and core technology team members from the Enterprises in the talent support plan of each district, especially in areas such as medical treatment, children's schooling, and other district-level aspects.

IX. Implement the Initiative of "Empowering Brands"

The government will support the Enterprises in enhancing their international and domestic influence and offer financial support of a maximum of CNY 300,000 to the Enterprises listed in various international and domestic famous brand lists last year, such as Projects to Boost China's Strength, in accordance with no more than 30 percent of the cost of brand publicity and promotion. The brand list will be published in the Guidelines for the Declaration of Annual Beijing Small and Medium-sized Enterprises Development Funds.

The government will carry out the implementation of subsidies for the capital's standardization strategy to encourage the Enterprises to establish advanced international and domestic standards, offer subsidies for qualified projects, and support the Enterprises to carry out standard application demonstrations in the countries along the Belt and Road and other countries.

The government will provide support for enterprises engaged in foreign trade business to participate in international exhibitions, online foreign trade fairs, and other activities, with financial support of up to 70 percent based on their actual costs incurred.

X. Implement the Initiative of "Services Integration"

Leveraging the demonstration bases (zones) for small and micro enterprises, the first batch of pilot construction of 10 specialized and sophisticated industrial parks will carry out precise services for enterprise financing, integration of industry chain, and digital transformation while promoting the development of clusters of the Enterprises.

The government will establish service stations for the Enterprises, expand the team of experts responsible for policy services, and form a standard and regular mechanism for publicizing policies for the Enterprises at the municipal and district levels to realize the precise reach of policies.

In the overall identification and performance evaluation of demonstration platforms for small and medium-sized enterprises and demonstration bases for small and micro enterprises, there has been a strengthening of the assessment of the effectiveness of the services provided to the Enterprises.
